More than year of war find the al
lies in practically undisputed control of
the aea and with at least an equal
chance on land against the Teutonic
power. ' , ,
The British navy is credited with de
stroying: fifty-four German submarines
or a larger number than Germany
was supposed to possess before the
war began. As the construction or
these undersea boats is slow and dif
ficult process, it may reasonably be
surmised that Germany can now bare
very few of them in commission. The
crews must be trained witn eare, ana
may reasonably also be surmised
that Germany is growing short of sub
mariners, who constitute the very pick
and flower of her navy and whose con
stant loss must be a serious drain. ,
Meanwhile the British merchant ma
rine is not only undiminished but is said
to have grown larger. The constant
additions from British shipyards have
more than replaced the comparatively
negligible number of merchant vessels
destroyed by German submarines. . It
estimated, in fact, that Germany
would need one hundred years in which
to rid the seas of British merchantmen
if not a single vessel were added to
the present fleet. The submarine is
not unlike the water moccasin familiar
to our southern swamps. It is feared,
and with good reason, but the dread il
inspires is out of all proportion to its
limited capacity for mischief.
Our delicate affair with Germany
has been handled with rare courage,
skill and judgment by President Wilson
and Secretary Lansing, and every loyal
citizen will rejoice at its peaceful is
sue. Yet there is some ground for the
assumption of the English press that
Germany's new-found humanitarian Ism
due not so much to consideration for
the United States and other nei'trals as
to the virtual failure of her great;
admiral's submarine campaign. Even
the German mind, the English say,
will halt at the further perpetration
of downright murder on the high seas
when shown to be utterly wanton and
useless. We msy well suppose that if
Germany found she could strike a
really effective and damaging blow at
English commeitM by means of Her
submarine she woukt have continued
their unrestricted we without regard
for the danger to American or other
neutral liwe. The guod of the father
land would constitute a lunVltfnt mo
tive-the end would justify the means,
Indeed, there would be no likelihood of
a place for other than the fatherland
and Its dependencies in the sun if Ger
