Germany seeks to make her own con ditions under which United Ststes na tionals may travel the high seaa with out forfeiting their lives. The United States upholds the right of its nationals to travel the high seas under the hitherto well-established rules of maritime warfare. The right of Germany to sink enemy tnerehahtmen carrying contraband of war is not denied. Her assumed right to destroy the lives of American na tionals who may chance to be on board denied, and firmly so. Unless she chooses to adopt the role of the great est pirate in history it becomes her sbsolute duty as a civilized power to first remove them to a place of safety. Tha Germans virtually murdered 100 American citizens on board tha Losi- tania, and expect us to remain psssive. They sought to murder 20 more on board the Orduna, a British liner bound for oar own shores and free from any question as to her peaceful identity. Germany seems to have become ob sessed by the notion that her "fight for life" absolves her from any respect for humanity in general or the rights of non-combatant nations, If we have become as the Chinese indifferent, supine, powerless we will perforce submit. Otherwise the note which the administration is now pre paring is likely to be our last friendly communication to the imperial govern ment. War may not follow. But the withdrawal of our countenance from Germany, and like action by other neutral powers that now await our move, will have almost as pronounced an influence. Moreover, we will need friends when the war is over. We will need Eng land's friendship in opposing the bound less ambition of Japan, fed upon the fruits of its cunning opportunism in opening the Chinese door to itself alone. Japan hates oa and when she deems the boor ss ripe will strike, if only to humble us.
