Whether th sinking of th Lusitania with hundreds of non-combatants was or was not a legitimate act of war, it will bring discredit upon the German cause in th minds of neutral peoples. Destruction of the Lusitania without warning, without giving its passengers a chance for their lives, shows that Ger many will stop at nothing in the ruth' less scneme oi warfare which she is pursuing. Blame attaches to the Lusi tania owners for carrying munitions of war on a passenger vessel, but this will not absolve Germany from an in dictment of wholesale slaughter. Assuming that Germany Is techni cally in the right that her submarine blockade of the British isles may be regarded aa a genuine and effective blockade and the Lusitania as an armed and hostile ship this sea horror is nev ertheless the fruit of a mistaken policy if she still seeks the friendship of the United States. It hss undone in a day the patient and effective work of weeks on the part of the German press bu reau. The following statement by Theodore Roosevelt, which we could wish might have been written in calm er vein, will undoubtedly set many minds aflame: "The German submarines have es tablished no effective blockade of the British and French coast lines.
