made unfriendly reference to myself in
your paper during the last few nionths,
and inasmuch ns the Tribunn of the 26th
inst contains an nrticlo over the ugnature
of Hon. P. J. Kelly, which makes a per
sonal attack upon myself, I respectful
ly ask space in your paper to repiy.
Mr. Kelly delivers to me a general
lecture, holds me responsible for the de
feat of division of Umatilla county at the
late session of the legislature, and, in
connection vith some one else, calls me
"gmall pofatoen" and some other things
that are not good to eat Responsibili
ties are stubborn things and I do not like
to be held good for too many of tkeru;
and in order to be liberal I will say that
I can hardly hold Mr. Kelly responsible
for the article in the Tribune over his
signature..
Mr. Kelly says, "Sten often said to
me that unless the county was divided on
th! )ine settled before the June election,
that he wanted no division at all." These

the mass-meetings at Ccnterville after the
flection and approved at the- Division
Convention at Pendleton, still later.
Then in the next sentence he says, "IJy
some mnans Steen captured 'Wilson, and
got him to introduce H. B. 64." There
fore, be surely will concede that I favor
ed the passage of this bill.
Mr. Editor, I k anyone to compare
the area contained within the first named
boundaries and that contained, in th.
boundaries as described in H. B. 64, and
they "will finl the latteif is four townships
or 144 square-miles ltss than the former.
If Mr. Kelly can make these two state
ments harmonize he can do better than I
can. I was not alone responsible for H.
B. 64; Mr. Cook, of Centerville, and Mr.
Reese, of Weston, had equal voices with
me in its origin. Mr. Kelly seems to
think that H. B. 52 was the best that
could be produced. While I do not wish
to deny hiin the right to his belief,. I
claim the right to differ from his judg
ment. If his bill was so good atid he
wanted it to pass, why did he vote to
postpone it, which he and all of his friends
did and succeeded 1 Could not he and his
friends, being a majority, have passed his
bill as well aa to have killed it 1 Did
Steen cepturo" Kelly and his friends
and have them defeat their bill? Mr.
Wilson did not vote to postpone Mr.
Kelly's bill, as the journal will show.
When Kelly's bill had been postponed,
Mr. Wilson, to save his own measure, or
fOr some other reason, voted for the mo
tion to reconsider it, and Mr. Kelly voted
against it. Who was right on this
vote 1
When H. 15. 52 was printed and Mr.
Wilson came in possession of a copy of it,
I understood him to say that he was not
satisfied with that part of it which had
reference to his section of the county and
that he desired to have it amended, and

nrooosition to form a 'county from the
tutional requirement not provided for by
H. B. 52, because xt gave us no represen
tation in the legislature. But- we will
suppose that it would W constitutional

we are at a great loss to know what. great
crime the peopl of our section have com
mitted whereby they should be disfran
chised in the law-making body of the
State, Mr. Kelly thinks his bill a good
one. I understand the Tribune to say
it was just, and at a reception .at the
Bon lon Hotel Mr. Kelly, "last but not
least," was "eulogized" for his effort.
Article VII, Sec 1, of the Constitu
tion provides that "The judicial power of
the State shall be vested in a supreme
court, circuit court and county court,
which shall be courts of record, having
general jurisdiction, to be defined, limit
ed and regulated by law in accordance
with this Constitution."
Mr. Editor, did H. B. 52 provide for
the people that it proposed to cut off into

passed what law would have regulated
the circuit court for the people of Wise
countyl Surely nothing contained in H.
B. 52 could have done ill With all these
defects I cannot regard II. B. 52 as an
equitable one. Mr. E.!iior if you are
disposed to be just to ail parties, you will
please publish a copy of each of these bills
and tbeu your readers can judge who is

Pat Hyan, who wes badly injured some
time since by a runaway team,-is now im
proving slowly and many entertain hopes of
his recovering physical health, but it la a
grave question as to whether hi intellectual
powers will resume there wanted vigor.
On lust Friday evening a school Concert
and exhibition, was Riven by Mian Halhir's
school and associated 'talent. The enter
tainment was quite good, in fact, some por
tions was excellent. The iiret that appeared
on the slae was "Greetinj; song", by the
school. This was a credit to the little folks.

but to us, it wouut have been a tearful or
