The bu m mary statement of the imports
and exports of the United State for the
lineal year ended June 30, 1880, as made
up ty the bureau of statistics, is emphat
ically the record of n great business year,
of the gmcrnl revival of industries, and
of the resumption ofjiralthy proportions
in our exvluui'gpft of commodities and
inerchamli.se with foreign countries.

iigurc-s, as compared with those for 1879.
ThesK figures which are presented in de
tail kIiuw a positive increase in our abil
ity to buy increased quantities, not only
of articles of food, fine wear and luxury,
but also of cchmodities for use in our
manufactures in a still larger proportion.
This, the increase of the importation; of
woolen goods, silk goods, tin plates and
leather, though large, is not near so great
in proportion as the increase in the im
ports of raw , hides,- crud india-rubber,
block and pig tin, ray silk and raw wocl.
So, likewise, the comparison between the
increase in imports of manufactures of
wood and iinHrts of wood to be used in
our domestic manufpetures slums that
the latter must, be inert '.".sing in a more
rapid projiorti'jii thau tl.- foreign impor
tations which are brought into competi
tiii with llu-iii.
While no doubts are euiortaiijpil at the
State depni-tm'Ut;is to the truthfulness
of the a'tlidnvits tiled there, sotting t'rth
outrages committed by vessels Wari'i"
the Spanish il.iig upon American wiliuou
rs, yet it is Uiheveu tliat any indignities
or insults otWfed to Aniorictsu ships could
be explained by the fact that sensational
stories reached Madrid to the effect that
privateers were being fitted out in the
United States to assist the Cubans in
their insurrection against Spain. These
rumors naturally gave rise to extreme
caution n the part of f panish captains
sent to watL suspicious looking vessels,
and this perhaps is the reason no explana
tion has been made by Spain. Although
the Secretary at State has not expressed
these view, fie has said "that he believes
a thorough and satisfactory explanation
will be rendered." His view is support
ed by the fact that a communication has
been forwarded to the Spanish minister
from Ws home government containing a
system of commercial exchange between
this country and Cuba, by which the
most important products of Cuba can be
shipped to this .country. This proposal
is regarded as an expression bn the part
of the SpmiL.h Government to remain on
friondly terms' with the United States.
Numerous complaints are being receiv
ed here in relation to the bad tiektment
of German naturalized citizens by the
Government of their own nativity on
their visits to the Fatherland. From
this it appears that the German Govern
ment no longer makes any pretense of
complying with the terms of thfvJBancroft
treaty, which was made for the protection
of German naturalized' citizens. Many
of them have been ordered to leave the
country almost immediately on landing,
the question first being put to .them
whether they are willing to serve in the
German army, which f course they an
swer m the negative. Prof. White, of
VrnplI University, who is now the
American Minister at Berlin, has uttered
the same lament as Mr. James Russell
Lowell at Madrid, that he could find
nothing to do. But if he would look
after the protection of .these American
citizens it would give him plenty of occu
pation. The census shows that during the past
trn years Washington has increased 38,
304, Georgetown, l,19t, .and Washing
ton county 6,06, the percentage of in
being 35 percent tar Washington, 59 per
cent for tlve county and 16 per cent for
Georgetown. The white of the District
have increased 29,958 ajod tffce colored
people 1 .os. The nles have increased
21,40i and U' females ;24,536. The
larger prsportioiiate increase of females
is accounted fer by the number of women
who have come to the District to seek
clerkships and otjjer situations.
The rumored engagement of tl.e Secre
tary of the Interior to Miss Anna Fish,
a clerk in the Department of which the
former presides is strongly confirmed.
This will perhaps explain the steading
conundrum among the Goyerptoeatclerks
of how, in view of the Civil gets ice doc
trine, the father of the bride can hold a
Government position worth $3,000 and
his daughter, another worth $J,800.

NATIONAL PLATFORM,
ADOPTER BV THE CIXCIXXATI CONVENTION.
The Democratic party of the United States
in convention assembled, declare:
First We pledge oursehes anew to tie
constitutional doctrines and traditions of the
Democratic party n illustrated by the teach
ing and examples of a long line of Democrat
ic statesmen and patriots, and embodied
in the last national eeaveotiou of the party.
Second Opposition j to centralization and
that dangerous spirit of encroachment which
tends to consolidate the powers of all the de
partuients in one, and thus to create, what
ever be the forms of government, a real dep
otism; uo sumptuary law; separation of
church and State for the good of each; com
mon schools to be fostered and protected.
Third Horn e rule, ionest money, th
strict maintenance of public faith, consisting"
at gold, silver and jwper convertible to coin
on demand; the strict maintenance of the
public faith, State and national, and a tariff
for revenue only.
Fourth the subordination of the military
to the civil power, and ageueral and thor
ough reform of the civil service.
Fifth Right to a free ballot as the right
preservative of all rights, and must and shall
be maintained in every part of the United
States.
Sixth The existing adimnistraton is repre
sentative ot conspiracy only, and its claims
of right to surround the imllot lx.e with
troois and deputy marshals, to intimidate
and olwtruct the elections, and by unprece
dented use of the vote to maintain its cor
rupt and despotic wer, insults the people,
and imperils their institutions.
Seventh The great fraud of 1876, by
which, upon a false count of the electoral
vote of two States, the candidate defeated at
the polls, was dectarud to be l'residont, and
for the first time iu American history, the
will of the people was set aside under the
threat of miliary violence, stnlck a deadly
blow at ous system of representative govern
ment. The Democratic party, to preserve
the country from the horrors of. a civil war,
submitted for the time, in the Arm and pat
riotic faith that the people woul 1 punish this
crime in 1880. This issue precedes and
dwarfs every other. It imposes more sacred
duty upon the people of I lie Union than was
ever addressed to the conscience of a nation
of freed men.
Eighth We execrate the course of thisad
ministrtttion in making places for liolitical
criminals, aud demand a reform by statute
which shall make it forever impossible for a
defeated candidate to bribe his wnv to the
seat of a usurjier by villainies upon ihe peo
ple. Ninth The resolution of Samuel J. Tilden
not again to lie a caudidate for election, the
exalted plaoe to which he was elected by a
majority of hfs countrymen, and from which
he was' excluded by the leaders of the Re
publican party, is received by the Democrats
of the United States with sensibility, aud
they declare their confidence in his wisdom
and patriotism and integrity, unsullied by
the assault of the common enemy, and they
further declare to him that he is followed
into the retirement he has chosen for himself
by the sympathy and respect of his fellow-cit
izens, who regard him as one who, by ele
vating the standard of public morality and
adorning and purifying the puhlic service,
merits the lasting gratitude of his country
and his party.
Tenth Free ships and a living chance for
American commerce on the sea and on the
land, no discrimination in favor of transpor
tation lines, corporations or monopolies.
Eleventh Amendment of the Bitrlingamr
Treaty; no more Chinese immigration, rxeep
for travel, education and foreign commerce,
ana therein carefully guarded.
Twelfth Public money and public credit
for public purposes solely, aud public lands
for actual settlers,
Thirteenth The Democratic pnrty is the
friend of labor and the laboring man, and
pledges itself to protect him alike against
the cormorants aud the commune.
Fourteenth We congratulate the country
upon the honesty and drift of the Democrat
ie Congress which has reduced the public ex
penditures to $40,000,000 a year; upon the
continuation of prosperity at home aud the
national honor arboad, aud above all, upon
the promise of such a change in the adminis
tration of this government as shall insure its
genuine lasting reform in every department of
the puhlic service. .
