TIMBER CULTURE ACT.
The jlaiul ofRce fee cu making entry
under thw act is 14. The applicant is
entitled to enter 1 CO acres on any section
entirety devoid of timber.. It must be
the whtile section that is'devoiil of tim
ber and not the ;360 alone. fOnlv one
entry of ICO acres can be made in a sec
tion under this act. The first year tlo
claimant must break five acres. The
second vear he must cultivate five acres
and break five more. The third vear he
pUuts live acres in seed, or cuttings, and
cultivates to crop the second five. The
fourth year he plants the second five in
timber, seeds or cuttings, making, at the
end of the fourth year, ten acres thus
planted, j A patent may be obtained for
the laud at the expiration of tight years
from date of entry, upon showing that
for said eight years the laud has been
plowed and the trees have bepn planted
and cultivated as aforesaid, that not lass
than 2.700 trees were planted on each
acre, and jthat at least 675 living, thrifty
trees are, at time of making' proof, grow
ing on each of the ten acres. The appli
cant under this act is held to a strict
compliance with the law. If he fails to
plow or plant the full amout, and within
the time specified, he looses his right
For instance he makes a mistake in meas
uring and plows only four acres the first
year lie can t correct the error or save
his right by plowing the other acre, or
six acres the second year. Only the
planting of such trees, seeds or cuttings
as are properly tienoiuinated timber tree?
will be considered a compliance with the
law. Cottonwood is recognized as. tim
ber under the act. There is no further
expense in securing a patent excepting
land office fees of $4 on ICO acres, and
'I'll cents a hundred words for taking
testimony.
We are informed that great efforts are
being ma'le to accomplish the will of the
majority in Umatilla for a division of
the county. It is nothing but right that
the county should be divided. The pre
sent state of affairs is very expensive and
annoying to the people. W. W. Daily

Like most other counties in Eastern
Oregon, Umatilla in too large for eonven
nianagement in county affairs, and, now
that the extensive territory is becoming
quite thickly populated it becomes a
cumbersome institution to handle with
one little government. The subject will
be agitated to the consummation of the
scheme at no distant date. Yamhill lle
jiorter. The division question in Umatilla Co.,
Oregon, is daily gaining strength. That
eounty ought to be divided, and if it
isn't done this year, it will be done in
the near future, for the public good de
mands it. Walla Walla Watrhtnan.
The Statesman now goes in fairly and
wpiaroly in favor of a division of Umatil
la county. It is altogether too largo for
practical purposes, and experience has
very plainly showed us that the more
the people are concentrated, the more
prosperous they become. A parallel
case was that of Walla Walla county.
We assisted to cut off Columbia county,
and now the two counties are more thriv
ing and prosperous than before the di

The foregoing extracts show how the
division of our county is regarded by
those who are not directly interested.
The Walla Walla papers are in a posi
tion to speak pointedly on this question.
Their county was once too large, though
not nearly so extensive as ours, and now
they are experiencing the benefit of di
vision, financially and otherwise. But
even to those who are more remote from
us the question can only appear in one
light.
The Legislature of the State convened
last Monday. Of the many hundred
bills that will undoubtedly be subulitted
to the consideration of that deliberative
body, we are particularly interested in
one at least, j The division of Umatilla
county into such a number of poices as
will best subserve the convenience of a
majority of its legal voters, and at the
same time decrease their taxation, is a
matter well worthy of Legislative action.
That a goodly majority of the people of
this county earnestly and honestly desire
its immediate division does not admit of
doubt. They have so expressed than
selves in a petition to the Legislature
now in session? It is true that this
movement has not failed to meet with
opposition. But the arguments ad van
ced in favor of division have never been
fairlv met nor answered. The few
individual!! who would suffer inconven
ience or pecuniary loss by the probable
change of county seat have done every
thing in their power to thwart the wishes
of the people on this point, and the
mean resorted to have not ahviys been
tlits most creditable. Misrepresentation
and low cunning have been their favorite
bet futili! weapons of defence. But lo
cal and personal aggrandizement has to
give way to the general welfare. The
people by their petition have said so, in
terms that may not be misunderstood,
It n.)w remains with the Legislature to
act upon the will of those directly con
cerned in this matter. It is something
that is above party or personal consider
ations and we fully expect to find it act
ed upon in that spirit, and that justice
will be tloneio our people who are labor-
in" under tlae great inconvenience and
burdensome taxation of our immense
countv.
Prof. Craweord, superintendent of
the public schools of Portland, in his re
cent report, takes occasion to condemn
in fitting terms the pernicious practice of
allowing children to take part in theati i
cal representations. His rebuke is time
ly .and well merited, and must needs meet
with theapproval of all good and thought
ful parents or guardians. The amount
of injurv inflicted on the impressionable
mind cf youth by their participation in
these aiueteur theatricals and amuse
ments of a similar character it is impos
sible to calculate. It is evident ho.vever
that every delicate, modest and sensitive
child must suffer from such publicity.
And it is high time that the educators
of tiie country should lift up a warning
voice against this prevailing evil. It has
become too common to have little children
take part at exhibitions, Sunday School
concert, festivals and such like gather
ings, and that at a time when they should
be kapped in bed enjoying the sleep so
necessary for the young. It is no ex
tenuation of the fault that the little ones
enjoy it or that fond parent are delighted
with the exhibition of their precocious
smartness. Taking part in these enter
tainments is done at the risk of the mod
esty, morals and health of the juvenile
actors : matters of much more importance
than the pampered pleasnre of the child
ren or the foolish pride of the parents.
A moment's serious consideration will
reveal the correctness of this position.
E. B. Hall, Greenback Treasurer of
Lucas county, Ohio, is defaulter for
47,000, and has left for other parts.
