Third Home rule, honest money, the strict maintenance of public faith, consisting ot K"ld, silver and paper convertible to eoin ou demand ; the strict maintenance of the public faith, State aud national, and a tariff for revenue onlv. Fourth the sulmrdination of the military to the civil power, and a general aud thor ough reform of the civil service. - . Fifth Right to a free ballot as the right preservative of all rights, and must and shall be maintained in every part ot the United States. . Sixth The existing administrafon is repre sentative of conspiracy only, and its claims of ri:ht to surround the ballot boxes with troops and deputy marshals, to intimidate and obstruct the elections, and by unprece dented use of the vote to maintain its cor rupt aud despotic power, insults the people, and imperils their institutions. Seventh The great fraud of 1876, by which, -upon a falt-c count of the electoral vote of two States, the candidate defeated at the polls, was declared to be President, aud for the first lime iu American history, the will of the peoplo was set aside under the threat of miliary violence, struck a deadly blow at otu system of representative govern ment. The Democratic party, to preserve the eountry from the horrors of a civil war, submitted for the time, in tbo firm and pat riotic faith that the people would punish this crime in 1SS0. This issuo precedes and dwarfs every other. It imposes more sacred duty upon the people of the Uuion than was ever addressed to the conscience of a uation of freedmen. Eighth We execrate tbo course of thisad niinistr,Mou in niukiug places for political criminals, aud demand a reform by Statute which shall make it forever impossible for a j defeated candidate to bribe his way to the seat f a usurer by villainies upon the peo ple. Ninth The resolution of Samuel J. Tilden not ngaiu to be a candidate for o'ection, the exalted place to which he was elected by a majority of his countrymen, and from which he was excluded by the leaders of the Re publican party, is received by the Democrats of the United States with sensibility, and they declare their confidence in his wisdom and patriotism and integrity, unsullied by the assault of the common enemy, and they further declare to him that he is followed into the retirement he has chosen for himself by thc.syropattiyand reaped of his fellow-citizens, who regard him as one who, by ele vating the standard of public morality and adorning and purifying the public service, merits the lasting gratitude of his country and, his party. Tnnth Free ships and a living chance for American commerce on the sea and ou the laud, no discrimination in favor of transpor tation lines, corjioratious or monopolies. Elmenth A men (intent of the Iivrlingame Treaty; ho more Chinese immigration excep for travel, education and foreign commerce, aiut therein carefully quarded. Twelfth Public money and public credit for puhlid purposes solely, aud public lands for actual settlers. Thirteenth The Democratic party is the frirnd of labor aud the laboring man, and pledgee itself to protect hint alike against the cormorants and the coiumuue. Fourteenth We congratulate the country upon the honesty and drift of the Democrat ic Congress which has reduced the public x peudituivs to 40,000,000 a year; upou the continuation of prosperity at home aud the national honor arbond, and above all, upon the promise -jf such a change iu the adtninisi tration of this government as shall iin":re its genuine lasting reform in every department of the public service.
