Oregon’s Agricultural College,
at Corvallis, will have the best

horticultural research work when
the new horticultural building,
to cost $36.'W, is completed.
Work has been started on the
foundations. In future, the col­
lege will lay special emphasis on
advanced work in the study of
orchard problems, looking to the
extermination of insect and fun­
gus pests and seeking to adapt
different varieties of fruits to
the various soils and climates to
be found in this state. This
work is, of course, undertaken
at present, but with the addition­
al facilities it is expected much
more will be accomplished.

Prospects are that the fight
for one cent letter postage will
be one of the warmest that will
come up for a long time. But
just what the reason can be for
demanding a one cent rate on
letters will not be apparent to a
good many people. The reports
from the postoffice department
go to show that the department
is run annually at considerable
loss. How wili cutting postal
rates help this? The rates as
they now exist should be tried
more thoroughly before making
any changes. We are informed
that the express companies hand­
le magazines and newspaper
bundles for 1-8 cent a pound, and
that the railroads carry this ex­
press matter at 1-4 cent per
¡round, up to 50» miles, Now the
jrostoffice department is paying
2 cent- |>er ¡round for the same
service, and there is no reason
why that rate is not double what
it is worth. One fourth cent per
pound for 500 miles would be
about the same as 1 cent a pound
for 2000 miles, which is far over
