WaahiBRton, April 11 —A* a remit !
of the work of tbe governmrul, recently

(iron)»« of anarchists
have been discovered in almon! every

Detailed informstion

it is known that steps are now being
taken by the government to get ac

their Individual members, and that the

The clue to the location of the anar

a list containing the names of several
thousands which recently fell into the
hands of the government.
Tracing
down the list, it has I wen found that
for every name on it there are several

DRAFT CODE OF PROCEDURE

In 1006 traveling librarira bad been
authorized by law in twenty Ova at aloe,
in sixteen ot t'-ese, th« ilbrari«« were
in the direct charge ot state libraries

This wonderful record of growth
from ‘he id-a promulgated by Mr. Mel-

toatlornial, not only that Illiteracy is
becoming unpopular, but that g’x.l

rime was when some of
our scholar« thought that ba-1 reading
was better that none at all. A well

It would be lietter for people to read

-lay. our rural population had little or
nothing to read. Magazine« were ex
pensive, ami the almanacs and county
papers made a very meager literary
diet. Flven the doubtful good of having
the cheap weekly papers thrust into
the dooryard was denied tlie average
farm home.
In these days, when the farmer is
jitst aa cloae to the heart ol the world
aa the rest of os, il lie ebo> sea to be,
he is greeted by a bewildering oppor
tunity for choice among medlocte and
even more vicious publirations than
were common twenty years ago. There
are capable men and women, highly
cultivated and uaeful eiUaens, whorre
early reading was largely of the char
acter then current in the cheap week
lies; but who shall dare to prophesy
that the youth of today, whoao literary
excursions take him into the company
of “Butter Brown" and "Happy ifow
liga.." will have an even chance with
the youth of a generation ago to devel
op into a useful and law abidirg citi
zen?
The influences ot the dukes,
haughty c*-ant«seea, swaggering pirates
and common rulliana of thoee days was
certainly not so quickly transmuted
into bad conduct as that of the current
yellow favorite.
Isolation had its advantages for the
pe< pie on our farms. Today, tbe farm
er’s lad, only lees I tian his city contem
porary. has the worst that our time«
aflurd thrust upon him. In the cities,
the public libraries are live to the ne
cessity of gettiug people to read, and
Io read that which is, at least, not dit-
tinctly harmful, with strenuous efforts
to promote the more vigorous and help
ful sort of reading.
That thoee tn
charge ot traveling library system« are
fully conscious that wise selection of
the books means much to the common
wealths whose interests they serve,
may be seen from the character of the
books they are sending to the villages,
country school and farm houses. It is
recorded of one well selected and com
bined collection of 40 volumes that in
three years it traveled over 2,000 miles,
and had 01« recorded loans io 28
months of actual circulation in 8 differ
ent neighborhood«. Only 64 per cent
of this circulation was fiction, eo that
the«e encouraging figures show that the
miscellaneous b-oks are being read and
appreciated. What tbe genera! result
of the circulation of this better class of
books in more or less bookless commu
nities is, no one may definitely know,
bnt the librarian of any sytsem of
traveling libraries could find in tbe cor
respondence of her office innumerable
and eloquent testimonials of the good
work that is being done. So general is
the belief that this class of literature
will help people to live ou farms and
in villsges more intelligently, and
therefore more contentedly, that state
workers in f.vrtr.ers’ instituteshave perj
sistently acte i as advocates of traveling
libraries, with excellentand immediate
reenits in many cases.

3»S'&OLD sores
No old «ore exists merely tiecause the flrah is dieea«e<l at that partic
ular spot; if this were true simple cleanliness and local applicatiaas would
he.il them. When«- -r a s ire or ulcer refuses to heal readily, the blood is at
fault; thia vital fluid is filled with impurities and poisons which are being
constantly discharged into the place, feeding it with noxious matter and
irritating and inflaming the nerves and tissues so the sore cannot heal.
These impurities in tbe blood may be the remains of some constitutional
trouble, the effect of a debilitating spell of sickness, leaving disease germ«
in the system, or the absorption by the blood of the fermented refuse matter
which the buddy channels of waste have failed to remove. Again the cause
may tie hereditary, the diseased blood of ancestry being handed down to
posterity ; but whatever tlie cause, the fact that the sore will not heal shows
the necessity for the very best constitutional treatment. There ia nothing
that causes more worry and anxiety than an old sore which resists treatment.

Look to United States
Port Au Prince, April 9.—There is
reason to believe that measures are
being taken in this city to force tbe
interver tion of the United Sta'es if
possible.
At the moment apparent
tranquility prevails.
A prominent
Haytitn official, said today:
“At
present conditions here are intolerable
and it is impossible that they can con
tinue beyond a few days. Prompt in
tervention on the part of the United
States or some other power is the only
means of avoiding a condition of abso
lute anarchy.”

consumption.
Minister of War Pic-
quart issued orders that the supplies of
food delivered by cert^n contractors be
•ent to Paris for nrcroecoplc examina
tion. That much of the food was un
clean and unfit to eat has been estab
lished and the inveetigaticn is being
continued.
