are confronted with the bad con
dition of the pavement on Main
(street. The water should not be
allowed to run across the side
walk iu freezing weather.

struction shows a whole lot of
early neglect.

Telegraph coripauy has in this
city a telephone in almost every
busiuess hr.uge and many private
residences. With the business of
the city and the outside connec
tions, the monthly revenue runs
into the hundieds of dollars.
Every resident of Heppner who
owns property that brings in a
revenue is taxed, aud each must
bear a certaiu proportion of the
burden. Not a single telephone
of the telephone company pays
one cent of taxes. It is true that
the lines are taxed, but only at a
nominal rate in which the number
of 'phones used cuts but little
figure. For the privilege of
putting 'phones in the city, the
company should pay a tax on each
and every 'phone. If a proper
law were passed by the city coun.
cil, it could be easily enforced.
Let the telephone company pay a
just share of city taxes for the
good money that it is taking out of
Heppner.
It is now generally conceded
that J. R. Whitney, the present
state printer, is far in the lead in
the candidacy for the nomination
for state printer. Mr. Whitney's
best indorsement is his record in
the office daring his first term.
The Gazette hopes that Morrow
county will be in line with the
other counties in giving Mr. Whit
ney a majority when he is nomi
nated, which is now a certainty.
Heppner is undergoing, the un
pleasant experience of a coal
famine like several other towns of
the Northwest, however, we are
more fortunate than some others
for the reason that we can get
plenty of wood. While wet and
green wood is undesirable for the
unfortunate husband who has to
build the fires these cold mornings,
still it beats no fuel at all. A re
port from the United States Geo
logical Survey, issued this week
states that the mining of coal for
the year 1905, was one of record
breaking activity, the output of
the Eocky Mountain region, along
with the rest of the country show
ing a decided increase. Notwith
standing this fact, the railroads
and the Northwest towns are short
on coal. The Gazette does not be
lieve that Heppner will be able to
get any more coal this winter, so
we must be content'.with wood.
Brother Bennett, of the Irrigon
Irrigator, who has had much to
say about Mot row county roads,
and, by the way, holds that honoi
able position of vice-president of
some good roads association, and
who has not been at all times com
plimentary in his remarks about
the county court, especially when
there is anything about a road in
the matter, has been appointed
road supervisor for his district.
This is certainly getting even all
once, it is said that Mr. liennett
is already figuring on building
an elevated, ap-to-date, 20th
century ripsnorter of a road from
Irrigon to Rabbi tville, and that
automobiles will be running out of
Irrigon in all directions. Anyhow
Mr. Bennett will have a chance to
make good on some of the prize
methods which he has been ex
ploiting with wind and on paper
for a long time. It is also re
ported that Bennett has already
hired a herder to drive that G,000
000 coyotes that he recently saw
swimming the Columbia, over the
roads, believing that the toe nails
of the varmints will scratch out
the rocks and level the grades.

was rather a mean way to pay off
an old grudge.

The order imposing a heavy tax
upon peddlers covers a greater
scope than most people would
think in giving the matter passing
notice. It is a protection to every
business man in Morrow county.
The general purpose and iutent is
not to especially prohibit the small
peddler who slls trinkets of small
value, but the main object is to de
liver a blow at the big fakir who
comes every fall with -the stefO
rauge, or chap buggies aud
WHgons, tne interior ana unwhole
some groceries, etc., who reaps a
rich harvest in big profits through
misrepresentation and fraudulent
methods. The plan of work with
these fakirs is entirely at variance
with legitimate business methods,
and the permauent business man
who must shoulder the burden of
government bears the injury.
These fakirs jump in and are soon
gone. They do not pay one cent
of taxe3 and give nothing for the
privileges that they have that are
paid for by home people..
Morrow county people will not
be bothered much with fakirs
after this.
Gazette prints costs money.
Many people in their earnest
ness for what they believe, are so
unreasonable that if they are given
one-half column one week, the
next week they want four columns
to explain why they used the half
column, and if this amount of
sp tce is refused, they get mad and
call the paper unfair because they
are not allowed the whole thing.
If the matter is paid for, no privi
leee ih abused. The man gets
what he wants, the paper disposes
of its stock iu trade.

At the last session of the county
court an order was placed on
record fixing a county license fee
of 400 on peddlers and hawkers
operating in the county. This is
enforcing the anthority which the

honest newspaper is all that the
paper has to sell. It is all that
any newspaper ought to sell.
The Gazette cannot afford to
pay the expense of distributing
the views of the different parties.
This paper is forced to charge for
its advertising in order to stay in
business and make a living for the
proprietor, and furthermore, the

The question of granting a tele
phone franchise is now before the
city council of Heppner. Of
coarse a perpetual franchise is ask
ed for. It ie not the desire of the
Gazette to be antagonistic to any
public enterprise, especially when
the promoters are residents of
Heppner, which is the case in this
particular telephone question, but
the intent is to call attention to
the fact that present conditions
will not last a great length of
time. The city of Portland today
is reaping the results of unwise
action in giving a sweeping fran
chise to a gas company. It was of
little consequence when the fran
chise was granted when Portland
was a small town, but conditions
hare undergone a great change.
While Heppner may never be a
great city, still the town will get
larger and the future should be
guarded. Franchises are the
stock and trade of a city, in fact
about all that the city has to eell
or give away and the custodians of
this public property should guard
it well.
