The playing of billards by

This is a move that can be en

she is the youngest of the three.
,Ne Mexico hd a- population of
about 194,000 iu 1900, ; which ia
abont the number required for a
representative m congress from
the states. She has -been a terri
tory for over half a century. Ok
lahoma had 398,000 inhabitants in
1900, or enough to entitle her to
two votes in the house of repre
sentatives, though she has been a
territory for ODly a dozen years.
Arizona is the smallest of all
the territories having only 122.000
population at the time the census
was taken two years ago. As her
growth in the decade, however,
was 105 per cent, the chances are
that 6he has in the neighborhood
of 130.000 people no. The out

bright. This is particularly true
of Oklahoma. As the silver issue

these territories. Partisan reasons ragut model.
may sway some votesand this
may delay the adojisBion of 60ine
pf the three. Oklahoma, even
with the new accessions made to
her population in 1901. is likely
to be carried by the Republicans,
though the Democrats have the
better chance in bi)th Arizona and
New Mexico. Counting four
elrctoraJ votes for Oklahoma and
three each for the other two terri.
tont-e, tbe lernocrats would gain
two votes for President by the ad
mission of the threa territories,
yet this will hardlv be sufficient
to give them the election. Lav.

there is no good reaeon to oppose
