COURT HOUSE OPPOSITION.
At a meeting of the citizen of
Eight Mile precinct Tuesday, reso
lutions were passed condemning
tu action of the county court in
ordering the building of a cew
court house. This is a matter in
which every citizen should fcm in
terested, and while there is do
require retaliatiou, and that the
Pekin government would decline
to grant 'most-favored - nation'
treatment to the Tinted States iu
the commercial treaties which are
to Is negotiated by China with
this country. Should other nations
secure tariff advantages which
America will not poeaeei, they
would be able send their goods in
to the interior of China, where a
great market awaits them. Cali
fornia is vitally interested in the
Chinese market, and the prospect
of a considerable curtailment of
her lucrative trade with the Orient
naturally disturbs her 'delegation, i
which is working for the new ex
clusion law. It is believed that
China will be willing to compro
mise on the basis of certain modi
fications in the exclusion law. The
Eastern firms engaged in the China
trade, and the railroad and steam
ship companies on this Coast, are
strongly opposed to the Chinese
exclusion law, and, while not stiong
at the ballot box, they are always
strong in the lobby at Washing
ton when they have anything at
stake. The success of the trans
contintal railroads and the steam
ship companies in blocking the
Nicaragua Canal bill for years
shows how formidable is the op
position of a poweiful Washing
ton lobby energized by vast cor
porate interests. The whole
straggle today over the choice of
routes, whether by Nicaragua or
Panama, is meiely the work of an
able lobby, bich skillfully plays
oDe project against the other in

people of Eight Mile in their op
position to the building of a new
court bouse, and for which due re
spect should be shown, but from
the tone of the resolutions, it ap
pears that the meeting was prob
ably a little too hasty. .That if,
the deliberations were of an in
formal manner. If it was a use
less expenditure of money and
would work a hardship on the tax
payers of Morrow county, the
Gazette would not be in favor of
building a new court house, in fact
would be opposing it in a manner
that would not be misunderstood.
The question of building a new
court house has been before th
people for some time. The first
meetiDg was held io Heppner. It
is true that it called on short
notice. It would have been better
if more notice could have been
given ovir the county. Bat after
all the meeting was only for an ex
pression of sentiment A great
many of the heaviest taxpayers of
the county were present at this
meeting and the sentiment was
unanimous in favor of building a
new court house. The fact that
little or do opposition has been
heard of with the exeeption of
Kigut Mile precinct, which oomes
at a time aiVr the matter has been
decided, would indicate ' that a
large majority of the citizens are
in favor of building a tew court
house. It is necessary that Mor

The la'est ediot of fashion calls for a
sleeve of much larger proportions in all
outdoor garments. This ia more et
peciallv noticeable in evening wraps, al
though many of the newer coat and
jacket sleeves are greatly enlarged in
size, particularly from the elliow d.wn.
It stands to reason that the elaborate
tleeve of the smart gown or separate
waist cannot be crowded into a tight
outer sleeve without detriment. In the
February Delineator there is an ex
haustive article on the making of the
latest sleeve on outer garments. Nu
