Developments at the Oregon

encouraging results. The working
of this mine would be of great
benefit to Heppner. It would mean
a big pay roll.
While this is the extremely dull

ing and improving. Work on a
fine new two story stone buildiDg

The building of a new two story

Ashland saloon men are having
a hard time of it. WheD the cir

The cases will be appealed to the

A statement issued this week by
The First National Bank of Hepp
ner. shows deposits amounting to
$ 10,051. '24. This is the very best
argument that could be produced
for proof of the prosperous condi
tion of ilorrow county. With a
population of less than T000 people
in the entire connty , it is a remark
ably good showing.
The American people will not
believe that Rear-Admiral Schley
is a coward even if the historian
Mac! ay has tried to brand him as
such. The recent eontroyerey has
caused much feeling all over the
nation. The matter will be thor
oughly investigated by the board
of inquiry, of which Admiral Dew
ey is the chairman. The histor
ian's rough language is Tery much
out of place tn 6ay the least
improvements in the way of con
ducting railroads.
The people generally sympathize
with the laboring men in the great
steel strike. The laboring men are
assertiDg their tights and should
have some recognition for the way
the strike is being conducted. It
is time for labor to put up a bold
front for rights. The trusts of
course make great complaint about
the demands of the working men.
The Oregonian in speakiDg of the
matter tells the whole truth in the
following: "It is complained that
the labor onions are endeavoring
to compel men not in the unions to
join them, aid that this compulsion
is without justification. Terhaps
it is. Bat the methods of the
trusts are entirely similar, and the
labor unions are only following an
eiample that they find necessary,
in the circumstances, to their pre
servation. The trust compels sim
ilar establishments to merge their
interests, under penalty of ruin.
It ''freezes out" those that refuse.
If the trust is justified in its meth
od of combination and means of
enforcing it. labor is justified in its
effort to unionize the workers in
the mills. The Diirnose and the
operation are essentially the
same."
The increa.-e in the foreign trade
of the United States continues to
be a surprise to Europe. Th Lou
don Statist, speaking for England,
says "the figures of onr trade with
America conclusively show the
enormous profits which the United
States is making in its foreign
commerce." It points out that for
the year which ended with June
30, lfOl, "we have bought $740..
000,000 in produce from the Unit
ed States, while they have bought
of us $90,000,fNtO. The trad bal

by Spain was the fact that no ef

and even on those islands there
were large districts occupied by
wild tribes. The Malay Moham
medans of Sulu and Mindanao ac
knowledged the sovereignty of
Spain, but that sovereignty was
never exercised. The Sultan and
Dattos received small salaries from
the island treasury, nominally in
payment for governing their dis
tricts, really as the cheapest way
to keen them quiet. Soain. of
course, could sell us no more au

old arrangement continues. If we
w ill let the Mohammedans and the
wild tribes alone they will let us
alone. If we feel it our "mission
to couvert these people into citi
zens of the New F.ngland type, and
incidentally to exploit their coun
try, we may require the services of
quite an army for some time. A
people so ignorant and unappre.
ciative is likely to call such beuev.
olent assimilation mere conquest
and to fight to the best of its abil
ity. So far as the civilized tribes
are coiicerLed. however, it is plain
that the work of the army is near
ly done, and the sooner the most
of it is called home the better.
