RENEGADE AMERICANS.
Anti-Expansion United States Senators Said
to Correspond With Traitors.
The bead ot tbe movement at Hong
Kong for tbe purchase of arms for ex
port to the Philipines is E. W. Sylvester,
associated with whom is Louis Spitzel.
Both are Amerioaos, says a Hods Kong
special to tbe Philadelphia Times. Syl
Tester will be remembered by citizens of
Philadelphia as F. W. Sutterle, presi
dent of Keen. Sutterle & Co., of that
city, who failed with such disssteroos
results in 1895. Sutterle is at present a
member of the firm of Louis Hpitzel &
Cn.nt Hhnnahai. and a man DBmed
Baker is in tbe employ of the Qrm and
stationed at Tien-Tsin.
Louis Spitzel, the bead of tbe firm, is
well known in China as having been
(rind for reoeivioa stolen goods. Be
wss oleared, but his brother got three
years in prison. Tbeir agents at New
York are Abestein & Oo who went into
bankruptcy in 1895.
Howard W. Bray, who is the head of
the deDartment of pnblioity and tbe
brains of tbe insurgent advisory board,
is an Englishman. He went to Manila
noma fears aso in oooDeotion with tbe
firm of Smith. Bell & Oo. While there
be got possession ot an estate of
wealthy Filipino, deceased. He tried to
get recognition before the British consul,
but tailed, as be could show no consider
ation given for tbe estate, which ran up
into the millions. He bad to fly from
Msnila and take up bis residence at
Singapore. He oame to Hong Kong
about a month ago, and lives in a hotel
under an assumed name.
It was through his instrumentality
that the United States ooansel-general
at Singapore. E. Spenoer Pratt, was
brought into such notoriety in connect
ion with Aguinaldo, and through wbiob
he lost bis position. He also Instigated
tbe absurd suit against Oounul-Qeneral
Wildman for tbe purpose ot bis own
politioal ends. He has oarried on all
the correspondence with the anti-expan
sion Uoited States senators, and possi
bly Senatoa Hoar would be able to give
the press some very interesting oorres-
ponddenoe if he obose.
A third member of the gang, who is
also an American ot the name of Oruik-
shank, is at present in jail in Manila,
having been arrested for plotting against
Amerioan interests on American soil.
It is hoped that through tbe efforts ot
Oonsul-General Wildmsn tbis gang ot
renegade Amerioans will be evioted
from tbe oolotiy by the oolonial govern
ment. If they onoe get Into China
where American consuls have extra
territorial rights, it will be very easy to
plsoe them where they will never do
any more harm to the country wbiob
they have betreyed.

Future ot the Bicycle.
It is agreed by all bicyole manufactur
ers that tbe 1899 models represent tbe
perfect wheel. Improvement seems to
be impossible. Precisely tbe same thing
is true of Hostetter's Stomach Bitters
represents tbe limits of science in
overcoming disease, and it is impossible
to make a better aedicine for the stom
ach, liver, kidneys and blood. A few
doses of tbe Bitters will start weak
nervous and bloodless people on tbe road
to strength. A regular course ot treat
meet will bring baok tbe pink to the
oheeks and sparkle to tbe eye. Sleep
will come naturally, and it will be re
freshing and healthful. Dyspepsia, in

pletely banished, and tbe blessings of
true health bestowed. Never take

MoClure's Hagaslne for April
Cleveland Moffett's aooount ot
his
Journeys on tbe engines and in
the
postal oars of tbe fast mail, at rate of
upwards of ninety miles an hour, gives
the April McOlure'a a fairly dramatic
opening. Toe intensity ot service re
quired of men and mechanism under the
new schedule, that saves full day
time between tbe two ooeans, is depicted
almost as the author's personal experi
ence. The article is spiritedly Mas
trated by W. D. Stevens with drawings
made from life.
Tbe reminiscenoes of Linooln from
Charles Sumner, Carl Sohnri and others
embodied in Miss Tarbell's aooount of
Linoolo's attitude and relation to eman
oipation, give tbe paper much historical
value as well as add greatly to its inter
est. Linoolo's wise, cautious proceeding
in tbe policy tbat oulminated finally in
tbe historio proclamation; bis cordiality
to oounsel;bis calmness under reproaob;
and his tenacity ot opinion and polioy,
are all brought out aneodotally in tbe
most vivid way.
Other noteworthy things in the nam 1
ber are a series ot poems by Hamlin
Garland, "Tbe Trail to tbe Gulden
North;" oharaoteristio short stories by
Rudyard Kipling and Sarah O. Jswett; a
strong story ot politioal life, and a hum-
oroos little story ot far western life. It
is an interesting number throughout.

Washington, April 7 With full mili

In acoordanoe with the directions of

was a vast oonoonrse of people while
through the trees towered the glittering

played by tbs bands. The religions
