In short, we should only need to blooknde the Spaniards by sea, give tbe insurgents all the rifles, cartridges and oannon they need, and the Spanish army, bottled up in Havana and the other important sea ports, would have to choose between the moreaaing devil ot perfectly equipped rebel army in front and the deep Bea of starvation behind.
