Full Text of the Declaration
of Principles.
, The Republicans of tbe United States,
assembled by their representatatives in
national convention, appealing for popu
lar and historical justification of their
claims to the matchless achievements of
years of Republican rule, earnestly
and confidently address themselves to
the awakened intelligence, experience
and conscience of their countrymen in
tbe following declaration of facts and
principles:
For tbe first time since tbe civil war
tbe American people have witnessed the
oalamitone consequences of full and un
restricted : Democratic oontrol of tbe
government. It has been a record of
unparalleled incapacity, dishonor and
disaster." In administrative management
it has rathlessly sacrificed indiapensible
revenue, entailed an inoreasina deficit,
eked out ordinary current expenses with
borrowed money, piled up tbe public
debt by 8262,000,000 in time of peace,
foroed an adverse balance of trade, kept
perpetual menace hanging over tbe re
demption fund, pawned American credit
to alien syndicates and reversed all the
measures and results of suooessfal Re
publican rule. In the broad effect of its
policy it has precipitated paoio, blighted
industry and trade with prolonged de
preision, olosed faotories, reduced work
and wages, halted enterprise and orip
pled Amerioan production while stimu
lating foreign production for the Ameri
can market. Every consideraton of
public safdty and individual interest
demands that the government shall be
resoued from tbe bands of those who
have shown themselves iooapable to
conduot it without disaster at borne and
dishonor abroad, aud shall be restored to
the party whloh for' 30 years admin
lHtered it with nnequaled success and
prosperity; and In tbis connection we
eartily indorse tbe wisdom, patriotism
and snocess of tbe administration of
President Harrisoo.
Till TARIFF.
We renew and emphasize our alle
giance to tbe policy of protection as the
bulwark of American industrial lode
peudenoe and tbe foundation of Ameri
can development and prosperity. This
true American policy taxes foreign pro
ducts and encourage borne industry and
pots Ibe burden of revenue on foreign
goods; it secures tbe American market
for the Amerioan producer; itnpbolds
tbe American standard ol wage for tbe
Amerioan workingrnen ; it puts the fac
tory by tbe aide of tbe form, aud makes
the American farmer Iras dependent on
foreign demand and price; it diffuari
general thrift, and founds the strength
of all on tbe treogth of each. Ia lis
reasonable application it ia just, fair and
impartial, )Uallj opposed to foreign

lican party favors such protection as will
lead to the production on American soil
of all sugar whioh Amerioan people nse

more than 8100,000,000 annually.
WOOL AND WOOLENS.
To all our products, to those of mine
and field as well as those of the shop
and factory; to hemp, to wool, to the
product of the great industry husbandry,
as well as to finished woolens of the
mill, we promise most ample protection.
MERCHANT MARINB.
We favor restoring the early Amerioan
polioy of discriminating doties for the
upbuilding of our merchant marine and
tbe protection of our shipping interests
in tbe foreign carrying trade, to Amer
ican ships tbe product of American
labor employed in Amerioan shipyards,
sailing under the Stars and Stripes, and
manned, offioered and owned by Amer
icans may regain tbe carrying of our
foreign commeroe.
FINANCIAL PLANK.
The republican party is unreservedly
for sound money. It oaused the enact
ment of the law providing for the
resumption of sppcie payments in 1879;
since then every dollar has been as good
aa gold.
We are unalterably opposed to every
measure calculated to debase our cur-

renoy or impair the oredtt of our conn-

We are, therefore, opposed to tbe free
coionge of silver, except by international
agreement with the leading commercial
nations oi the world, which we pledge
ourselves to promote, and until soon an ()
agreement oan be obtained, the existing
gold standard must be preserved. All
of our silver and paper currency now in
circulation must be maintained at a
parity with gold, and we favor all meas
ures designed to maintain inviolable tbe
bligationa of tbe United Htates and all
our money, whether ooin or paper, at the
present standard the standard of tbe
most enlightened nations of tbe earth,
AS TO PENSIONS.
The veterans of tbe Union armies de
serve and should receive fair treatment
and generous recognition. Whenever
practicable they should be given prefer
ence in the matter of employment and
tbey are entitled lo tbe enactment of
aucb lawa as are best calculated to se-
oore the fulfillment of pledges made to
them in the dark days of the country'

pension bureau, so recklessly and un
justly oarriml on by tbe present ad minis-
trat ion, of reduoii.g pensions and arbi

demand a naval power commensurate
witb its position and responsibility. We,
therefore, favor ooctinued enlargement
of the navv and complete system of har
bor and seacoast defenses.
' FOREIGN IMMIGRATION. -
For the protection of the quality of our
Amerioan oiHztnship and of wages of
our workingmen against tie fatal com
petition of low prioed labor, we demand
that tbe immigration laws be thoroughly
en foroed and so extended as to exclude
from entrance to the United States those
who oan neither rend nor write.
CIVIL SERVICE.
The oivil service law was placed on
the statute boobs by the republican
party, whioh has always sustained it,
and we renew our repeated declarations-
that it shall be thoroughly and honestly
enforced and extended wherever practi

publican party, and urge the passagi-

We favor the admission of tbe remain
ing territories at tbe earliest praolioable
date, having dui regard to the interest of
tbe territories and tbe United State. All

should be seleoted from bona fide real-
dents thereof, and tbe right of self-government
