The genial Ed Coppner, representing
Feldman & Co., Portland, was in the
oity yesterday. Mr. Coppner is well and
favorably known in this section and is
rapidly building np a lucrative trade
for bis house in Heppner. He was Bt
one time editor and publisher of the
Arlington Beoord and later was engaged
In the general merchandise business at
Lone Rook. Everybody knows Ed and

Good Work. Mr. M. I). Roche, dep
uty Btate organizer of the Woodmen of
the World, did good work in a very
short time in bis organization of a camp
of the order in this oity. Arriving in
Heppner last Friday Mr, Roche went
right to work on the proposition and
last evening successfully instituted a
oamp in this oity with a obaiter member
ship in the neighborhood of 60 names.
Mr. Roche is highly pleased with his
work in this city and informs ns that it

Business Men's Meeting. Pursuant
to a call published in the Heppner Ga
zette, signed by W. O. Minor, Frank
Oillism, Geo. Conser, J. F.' Spray and
E. G. Sperry a member of the repre
sentative business men of the town of
Heppner met at the City hotel to discuss
the advisability of organizing a board of
trade. Geo. Conser was elected chair
man and J. N. Brown secretary for the
occasion. On motion a oommittee of
three was appointed consisting of
Messrs. Gilliam, Cobn and Briggs to
solicit membership. On motion the
secretary was instructed to confer with
the board of trade of neighboring towns
and procure, if possible, oopies of bylaws

Mrs. George Patterson of Antelope, ar

Dalles Times-Mountaineer. She was en
route to Aurora on the sorrowful mission

sister, who died last Tuesday, to her last

that city. She was accompanied by Mrs.

zette!. The attempt of the ring to force
Mr. Dolph upon the people stope at
nothing. Tbe an tie, however, are true
to tbeir promises in every particular.
Nothing is overlooked that bears in it
a spirit of reform and retrenchment, or
that is for the benefit of the masses,
regardless of party. They have also
been on the alert to thwart all measures
not in Beoord with ths the people's
interests, but on the contrary favorable
to trusts, combines and the machine.
Heretofore the maobine has dominated
in both branches of the legislature, but
this time it is very difflonlt for it to
manage tbe npper house, which has too
many independent senators who are,
in tbe vernacular of the age,"onto them
selves." The Gazette readers have been in
formed as to tbe merits and demerits of
tbe two new ohaters proposed, which,
in justioe to both, contain some very
good things, but at the same, time con
tain so many bad ones that as they now
stand both should be beaten. Tbe
proposed board of publio works is a
scheme to give a few riob men life time
jobs and to put them in position to get
tbeir asphalt paving concern on the
inside, employing thousands of men,
who at the ring's dictation would form
loose men enough to control primaries
and eleotions for a whole generation.
Under suoh domioatiou Multnomah
County can and will oontrol the state
forever in tbe interest of a few men. So
a private or looal matter becomes of an
exceedingly public nature in the above
mentioned oases.
The charges that a "saok" Is being
used to influence legislators against tbe
Multnomah oounty measures, come from
the gang who have corrupted the whole
state in their desire to rule, and it falls
very flat. It is also the same orowd who
are using all the corrupt means known
to man to elect Mr. Dolph,
Hon. H. W. Corbett's big banquet,
given at Portland last night, was a
flat failure. It was given to influence
the legislature to pass the ring's
measures, particularly one of the charter
bills. All present exoept five were antis,
and of these five two were populist and
three republioans who aocepted tbe
invitation to "keep posted." They were
not long in learning tbe full purpose
of the meeting.
Tbe machine's fallen fortune reminds
me of Mark Twain on Sitting Bull,
after bis subjugation by the government.
It was like this: "Ths war cry of the

Representative Patterson, by tbe as
sistance of Senator Gowau in the upper
bouse, has passed some local measures

learn Dolph will never be elected, though
it may be no senator at all, yet it is quite
likely that a compromise will be ef

Work of the Railroad Commission.
Attorney Frank Kellogg, of this city,
is in reoeipt of a letter bearing date of
Feb. 5, 1895, from Hon. I. A. Maorum,
on behalf of tbe board of railroad com
missioners, of wbicb Air. ftlBorum is
obairman, relative to petitions sent the
board asking- for a rednotion of grain
rates from Douglas station on the Hepp
ner branch. Tbe commission baa given
the matter their careful attention and
will undoubtedly be able to aooomplisb
mnch good in the interests of our people
in procuring for tbem the desired redno
tion in freight rates. Mr. Maornm in
his letter says : "In order to facilitate
the matter, tbe oommlssion have deemed
it prudent to present the matter to Mr.
E. McNeill, receiver of the O. B. & N.
Co., in an informal way and thereby as
certain tbe beat method to pursue in the
matter. As soon as Mr, MoNeill re
turned, we presented tbe matter to him.
We went fully into the merits of tbe
oase, showing to bim tbat tbe present
condition of wheat raising was suob that
if tbe farmer oouldnot obtain some relief
and better returns for bis oroDs, that
wheat raising would from necessity, be
abandoned and tbe business wbiob tbe
railroad obtained therefrom would be
out off, and tbat tbe railroad was more
interested in tbe continued production
of wheat than any other party.
"From tbe interview it was found tbat
whilst Oold Springs station in given a
grain rate oil tbe freight sohedule, there
is in fact, do grain shipped from that
point, bat as all tbe stations are listed
on the schedule, whether grain is shipped
therefrom or Dot, it has its place on tbe
schedule.
"We also find that the Heppner branch
(and all similar branohes) is maintained
and operated at considerable expense be
yond what would be necessary to do tbe
asms business on the main line, and that
a reasonable charge higher than tbat for
a corresponding distanoe on tbe main
line, would not in itself be an unjust dis
crimination. We find also tbat grain rates for 1895
are now under consideration by the O.
R. A N. Oo., and we feel confident tbat
we shall be able to obtain a reduction in
tbe present rates when a decision is
finally reached.

whole matter, and the prospects for a
folnre reduction, and taking into con
sideration tbat tbe larger portion of tbe
crop of 1894 baa already been moved, and
the possibility tbat lbs sohedule (or 1895
may be pat into effect before all tba bal
