society will discuss the Indian quatiou
on next Saturday evening. Geo. Thorn
ton and Harry Warren will lead the
debate. The remainder of the pro
gramme ill consist of dialogues, reoi
tatioua, songs, and the society paper,
and will close with a laughable farce by
three of the members. A good time is
anticipated and a large attendance
expected.

Mr. Oeoar Minor took bis departure
the first of last week for Newberg, Or.,
in the Willamette valley, where be pur
chased several head ot thoroughbred
Durham bulls and two thoroughbred
Poulon China pigs to place on his farm.
Mr. Minor is expected to return home
this morning.

anniversary of Eddie's fourth birthday.

Elder J. W. Jenkins, of The Dalles,
will be in Heppner and hold regular
services for the Christian church at the
opera house ou Saturday evening and
Sunday morning imd evening. You are

Mrs. Hamley, who has been in Hepp
ner for several days in the interest of
the Portland M. E. hospital, took her
departure for Walla Walla Wednesday
evening. Her collections in this city

Zoe Patterson entertained quito a num
ber ot her young friends at home io
anniversary of ber twelfth birthday.
The young people had an enjoyable time
for several hours in playing at different

ing where he weDt to interview Governor
Pennoyer ia bebalf of Malcolm Church,
sent to tbe penitentiary three years ago

Hs.ls-11 at Monument. His sentence was
fifteen years. -Mr. Simons bad previ-
oualy sent a lengthy petition to the gov-
ernor praying for the pardon of Church,
but on ascouot of it not being signed by
tb distriot attorney the governor re-
fused to act in the matter. Mr. Simons,
however, suoceeded in having Governor
Pennoyer commute ten years ot Church's
sentence, leaving him 22 months yet to
serve. Church reoeived the news of the
commutation ot bis sentence with many
expressions of happiness, and seemed
very grateful to Mr. Simons for the in
terest he manifested in his behalf
through friendship. Mr. Simons waB in
formed by the officials that Cburoh was
the most exemplary prisoner in the pen
itentiary. He imforms that Dial, Stull
and Mulkey, sent tor murder from this
oounty are all well and that Jack Parker,
well known here, sent up for killing a
man at Burns, is working in the foun
dry. Mr. Simons reports lively times
in the capital.

Seriously Hurt. Charlie, the little
son of Mr. end Mrs. N. S, Whetstone,
met witb what has proved to be quite a
serious acoident while at play with the
other children on the school ground
Friday last. In running Charlie slipp
ed and fell, striking bis right side
against the sidewalk. On returning
home after sohool hours he oomplained
of not feeling well but nothing was
thought to be seriously the matter witb
him. However, bis oondition ooutinued
to grow worse and Monday morning Dr.
Shipley was called in and, after an ex
amination, gave it as bis opinion that
one ot the little fellow's kidneys had be
come loosened and broken from its
fastenings by the jar of the tall. He
complains of intense pain in the region
ot his kidneys and his legs wbioh bave
beoome stiff. It is to be hoped that the
aocideut will not prove fatal and that
Charlie will soon be around again able
to resume his studies and play at school'

Killed By a Convict. Last Mon
day at Walla Walla, between 11 and 12
o'clock at the penitentiary, Convict Fred
Hoyt killed Conviot George Reif by
striking him on tbe bead with au ax.
Tbe men were at work exoavating pits
in the brickyard at the time. Beit was
in one and Hoyt another, about 50 feet
away. While tbe work was going on
Hoyt picked up an ax lying on the em
bankment and deliberately walked to the
pit where Reif was working, and without
warning bit him. The eyidence showed
that the latter bad tried to ward off the
blow with 'his arm, which was broken
and out deep into the shoulder. Hoyt
again struok Reif, twioe on the top and
aide of the head, killing him. At tbe
coroner's inquest tbe jury found a
verdiot charging Hoyt with deliberate
mnrder. Hoyt was sent from Pieroe
oounty May 17, 1890, under sentence of
20 years tor tbe murder of a mau named
Crosby. Reif was serving five years for
grand larceny, committed in Taooma,
where he has a mother living.
An Old Soldier's Recommendation.

A House Thief. Hugh Med lock, of
Lone Buck, last Monday night borrowed
a borse and saddle from William Brown,
of that plaoe, ostensibly to go to Thirty
Mile, but instead be took a different
route entirely. The Condon stage
driver met bim on tbe road and upon
arrival at Lone Book informed Mr.
Brown of the fact. A constable immedi
ately started after Medlock and traoed
him as far as this city, arriving several
hours after his man had taken bis de
parture for other parts. However,
tbe oonetable from Lone Rook got Con
stable Whetstone, of this oity, to
j accompany him and Wednesday they
sooured tbe country but could get no
trace or information of the fugitive. A
description oi Medlock and tbe borse
j and saddle has been telegraphed to
I different points oo the railroad and
should be sbuw up will be arrested,
i Medlook formerly resided in Heppner.
He has served, so we are informed, two
terms in the penitentiary and bears a
very unsavory reputation. At Lone
Bock be married and went under the
name of Johnson.

HEPPNER SCHOOL MATTERS.
Inasmuob as the time is near at hand
when the eleotors of school district No.
1, will bs called upon to vote a sohool
tax, a few plain statements of facts,
(at least as I understand them) touohing
the oondition of the school, tbe implied
promises of the distnot, etc., may be ot
interest. First allow me to oall your
attention to the notion taken st tbe
annual school meeting two years ago,
when were present tourty-four electors,
voting (41 to 3) to levy a ten mill tax
that year; to continue the school nine
months in tbe year; to pay earn1) salaries
as before, and to employ two additional
teachers (six being the number at tbe
time.) Tbe meeting olaimed that the
rooms were too full, and that from thirty
to thirty-four pupils were all a teacher
should have. Now could such action
upon the part of the taxpayers be con
strued in any other way, than an
implied promise to your chosen direotors,
the teachers and to the public in general,
that you were not only willing, but
anxious tbat the school should be kept
op, to say the least, to its present stan
dard, and iuiprovedupon if possible. Such
aotions were very commendable, but
would it not have been more so, if such
implied promises were carried out.
Now let ns see what has sinoe been done.
Ot the ten mill tax referred to, nut one
cent was ever collected, owing to what I
suppose to bave been an oversight in
legislation, at the time tbe present
assessment law was enacted.
Tbe two additional teachers were
never employed for evident reasons, but
did your school stop? No, it was
oarried on under the same oorps of
teachers; the same salaries, and in no
way was an unnecessary expeuse in
curred, but how were these expenses
met, how were your teaohers, interest on
bonds etc., paid? Simply upon the
oredit of the district.
Your direotors believing that tbe
following year ample provision would be
made in tbe way of tax levy, accordingly,
borrowed money and used evary means
in their power to maintain tbe dignity
of the sohool and oredit ot the district.
But what was done the fallowing year?
A 7 mill tax was levied. This virtually
meant but 3 mills per year, (bear in
mind the ten mill tax was never collect
ed ) Now I ask you in all candor, what
must necessarily be tha result? Nothing
more nor less, than an aooumulating
indebtedness upon the distriot, which,
at tbe present writing, amounts to about
$800 borrowed money, $2700 to $3000 for
teaohers, and there is now due for school
furniture purohased over three years
ago about $2500. and, for payment of
tbe last named amount, the district is
threatened with suit. Now gentlemen,
let us look this matter fairly and square
ly in the face, let every one who is
interested in the future ot tbe sobool,
whioh means to a very great extent, the
future of the town, oounty, as well as
selfish financial interests.
Make it a point to be on hand the 30th
of this month, and disouss this matter in
all its details. Let us see what we can
do, and what we had better do. Shall
we discontinue the school or shall we
not? Personally, I most emphatically
say tbe latter, and I believe this to be
tbe sentiments of tbe distriot. As to the
expense of operating tbe sohool, by
referenoe to tbe records, you will see
tbat the average daily attendance during
the nine months of last year was 225,
whiob gives over 37 to eaoh ot tbe six
teaohers, eaob day in the year. If ever
any teaober bad less at one time, she
must have had mora at another to
aveiage this.
The average oost of tuition for the
same nine months was $1.80 per month
for eaob pupil, based on the average
attendance and inoluding the coBt of all
the teachers and the prinoipal. This is
probably less thnu of any other schools
around here. It is, of oourse impossible
to say what tbe average attendance will
be for the present year, as tbe school
year does not end this Jane. However,
t bave gone to tbe trouble to ascertain,
and find tbat today, 23rd iust., the
attendance is as follows: Room No. 1,
57; No. 2, 35; No. 3, 50; No. 4, 37; No. 7,
54.

ing a number of voung friends of Miss
Ethel Sperry gathered at tbe residence
of V. Crawford and tendered that young
lady a pleasant surprise party, the

Serious Runaway. Last evening ai
the Monument stage was ooming down
the steep grade on the Bisbee bill, en
route to this city, tne bob-sleigh
crowded onto tbe horses and frightened
tbem so that they became unmanage
able and ran away. When just this
side of Mr. Bisbee's house the runaway
team veered from the road, upsetting
tbe sleigb and precipitating tbe occu
pants, a Mr. W. F. Geary and sister,
Minnie, ot John Day, and tbe driver
Ben Hunsaker, down the steep embank
ment. The team oontioued on tbeir
mad flight witb the sleigb bottom side
up, and reaching tbe power bouse ran
into the fence where the tongue was
broken out, tbe horses continuing on at
breakneck speed finally brought up
against a telegraph pole on Main street
with tbe doubletrees and tongue still
attached to them. Mr. Geary and
sister miraculously escaped uninjured,
hut Mr. Hunsaker was not so fortunate.
He was picked up after the accident by
Mr. Farnswortb in an almost insensible
condition and oonveyed to bis home.
Dr. MoSworde was immediately sum
moned and after an examination found
that the right clavicle and first rib bad
been fractured and that Mr. Hunsaker
