All eaoh oertiflontes of nomination, acceptances and withdraw als, as soon as filed, shall be pnblic records, and shall be open to public in spection under proper regulations, and wheu a copy of any certificate of nomina tion, acceptance or withdrawal is present ed at the time the original is filed, or at any time thereafter, and a request is made to have such oopy compared and certified, the offioer with whom such certificate of nomination was filed shall forthwith compare such copy with the original on file, and, if necessary, correct the copy and oertify and deliver the oopy to the person who presented it. All cer tificates of nomination, acceptances, withdrawals, poll-books, tally-sheets, ballots and ballot-stubs shall be preserv ed as other records are, for two years after the election to which they pertain, at which time, unless otherwise ordered or restrained by somecourt, the county clerk shall destroy the ballots and ballot-stubs by fire, without anyone inspecting the same. Section 41. Any person who has been nominated and accepted some nomiua tion, as provided in this aot, may oause his name to be withdrawn from nomination at any time prior to the eleotion, by a writing declin ing the nomination, stating the reason, Bigned and acknowledged by him before some officer authorized by the laws of this state to take acknowledgments of deeds, and certified by suoh officer, and by filing the same with the Secretary of State or the county olerk or olerks with whom the certificate nominating him as a candidate was filed. Suoh withdrawal may be sent by telegram to the Seoretary of State through a county clerk, as pro vided by section 44 of this act in the case of certificates of nomination. Section 42. ' If any person rominated as herein provided dies or withdraws be fore the day fixed by law for the election, and the fact of the death becomes known to the satisfaction of the officer, the seo retary of state or county clerk or clerks in whose olliae the certificate of nomina tion nominating such person was filed, shall forthwith give notice by posting a certificate of the fact in a oonspiouous place in his office. In every such oase the name of the oaudidate who has died or withdrawn shall not be printed upon the ballots, and if already printed, shall be erased or cancelled before the ballots are delivered to the electors. Seotiou 43. If the original nomination thus vacated was made by a convention or assembly, and the convention or as sembly can reoonvene, it may fill the vaoanoy before the day fixed by law for the election. If the convention or as sembly has delegated to a committee the power to fill suoh vaoauoies, such com mittee may likewise fill the same. In every oase where the original oandidate dies or withdraws, as many certificates of nomination, made by electors, to fill the same office, shall be filed as are duly presented to the proper offioer before the dny fixed by law for the election. The certificate to fill such vaoanoy shall sub stantially oonform with the requirements for an original certificate of nomination, and shall be filed with the same officer the original certificate was filed with. Section 44. When suoh oiigiual cer tificate of nomination, thus vacated, was filed with the secretary of state, the cer tificate to fill the vaoanoy thnB occa sioned shall be filed with him, and it may be filed direotly with the seoretary of state or in the following manner: It may be presented iu duplicate to any county clerk, who shall file one of the certificates in his office, and upon being tendered the cost of transmitting the same, it shall be the duty of such ooonty clerk to forthwith cause the certificate of nomination to be telegraphed to the sec retary of state and repeated back, and be shall alee forthwith mail the duplicate thereof, by registered letter, to the sec retary of state. The secretary of utate shall file said telegraph copy of the cer tificate the same as if it was the original, and be shall also file the duplicate when the same arrives by mail. The seoretary of state shall, in certifying the nomina tions to the several county olerks, omit the name or names of all such candidates filed with him who die or withdraw, as aforesaid, and instead thereof he shall oertify the name or names of the persons who have thus been nominated to fill such vacancy. In the event that he has already sent forth his certificate, be shall forthwith certify to each county clerk, by telegraph if necessary, the name and residence of eacn person so nomi nated to fill suoh vacancy, the office he is nominated for, the party or prinoiple he represents, and tlie name of the per son for whom such nominee or nominees are substituted. Every county clerk shall prooeed thereafter in conformity with said later certification. (Section 4o. Not more than thirty (BO) days and not less than twenty-eight (28) days before the day fixed by law for the election, the seoretary of state shall ar range, in the manner provided in this aot for the arrangement of the names and other information upon the bal lots, all the names and other information ooncerning all the candi dates contained in the certificates of nomination which have been filed with him, and accepted by the nominees, in accordance with the provisions of this act, and be shall forthwith certify the same under the seal of the state and file the same in his office, and make and transmit a duplioate thereof by regis tered letter to the county olerk of eaoh oouuty in the state, and he shall also post a duplioate thereof in a conspicuous place in bis offioe and keep the same posted until after said election has taken place. Section 46. Not more than fifteen (15) and not Ibbs than twelve (12) days before the day fixed by law for the eleotion, the oouuty olerk of each county shall ar range, in the manner provided by tbis act for the arrangement of the names aud other information concerning all the candidates contained in the certificates of nomination whioh have been filed with him, and accepted by the nominees, and which have been oertified to him by the seoretary of state, in aooordanoe with the provisions of this act, and he shall forthwith certify the same under the seal of the county court and file the same in his offioe, and make and post a duplioate thereof in a conspicuous place in his office and keep the same posted until after the eleotion has taken place ; and he shall forthwith prooeed and cause to be printed, according to law, the oolored or sample ballots, and the white ballots required by this act. Section 47. The oouuty olerk of eooh oouuty shall cause to be printed, accord ing to law, all the ballots required under the provisions of this not, and shall fur nish the same in the mnnner hereinafter provided for the use of all electors in the county. Ballots other than those fur- niBhed by the respective county olerks, aocording to the provisions of Jhis act, shall not be used or ciroulated or cast or oounted in any election provided for in this act. Seotion 48. All ballots designed to be voted shall be printed iu black ink upon a good quality of white paper, and shall be alike and of the same size in the some county, at the some .electipn. jDuplcBte impresSio'Ds -of the same "shall be printed upon cheaper oolored paper so as to be readily distinguished from the white ballots. These colored ballots shall be used solely as sample ballots for the information and convenience of voters, and shall not be voted, and if voted shall not be counted. Section 41). The ballots shall be styled "Official Ballot;" shall state the number or name of the preoinot and oounty they are intended for and the date when the eleotion is to be held; shall contain the names of all the can didates for offices to oe filled at that eleo tion whose nominations have been duly made and accepted as herein provided, and who have not died or withdrawn, and Bhall contain no other names of per sons, except thot in the case of eleotors of president and vioe-president of the United States, the names of the candi dates for president and vice-president may be added to the party or political des'gnation ; the name of the city or town or county in which the candidate resides shall be added to the name of eaoh oandidate; the name of each per son nominated shall be printed upon the ballot in but one place, but there shall be added opposite thereto the party or political desiguation, expressed in not more than three words for any one party, as specified in each of the certificates of nomination nominating him for the office. Royal Baking Powder Has no Equal. The United States Official Report Of the Government Baking Powder tests recently made, undef authority of Congress, by the Department of Agriculture, Washington, D. C, furnishes the highest authoritative infor mation as to which powder is the best. The Official Report shows the ROYAL superior to all others in leavening power; a cream of tartar powder of highest quality. The Canadian Tests: "The strength of the Royal is shown to be 23 per cent, greater than any other. , "As a result of my investigations I find the Royal Baking Powder far superior to the others. It is pure, contains none but whole some ingredients, and is of greatest strength. " F. X. Valade, " Public Analyst, Ontario, "Xo)iiiinoii of Canada," The names of the candidates for each office shall be arranged under the desig nation of the office, in alphabetical order, according to surnames, exoept that the names of candidates for the offices of electors of president and vice-president shall be arranged in groups, as presented iu the Beveral certificates of nomination. There Bhall be left at the end of the list of candidates for each different offioe as many blank spaces as there are persons to be eleoted to such office, in whioh the elector may write in the name of any person not printed oil the ballot, for whom he desires to vote as oandidate for such offioe. On the left margin of the ballots the name of the uppermost oan didate as printed shall be numbered 12, the next candidate 13, the next 14, and so on consecutively to the end of the ballot. The blank lines shall not be numbered. Whenever the approval of s constitu tional amendment or other question is submitted to the vote of the people, suoh questions shall be printed upon the bal lot after the list of candidates, and eaoh answer shall be numbered on the lett margin as in the case of the names of candidates. The ballots shall be printed bo as to give each elector a clear oppor tunity to designate bis choice of candi dates aud his answers to the questions submitted by canoeling or marking out the names of the candidates who are not bis choice or the answers he does not wish to make. And on the ballot may be printed suoh words as will aid the elector to do this, as ''vote for one," "vote for three," "yes." "no," "oanoel, crofs or mark out the names of candi dates not voted for," and the like. Eaoh white ballot shall have at the top thereof two stubs or margins, perforated along the lower edge thereof and adapted to be torn off after the ballot is folded, and without exposing its contents. The bal lot aball be of a sufficient length and width to permit this to be properly done. The white ballots shall be arranged and printed substantially in the following form: Section CO. There shall be provided and furnished for each election precinct not less than four white ballots for each vote oast in Bucb eleotion preoinot at the general eleotion next preceding, and a like number of the oolored or sample bullols. The oolored or Bauiple ballots shall be duplioate impressions of the white ballots, but without perforated stubs. These colored or sample ballots Shall be furnished as Boon as printed, at any time before the eleotion, by the re spective county clerks, in reasonable quantities, lo all eleotors applying for the same; and on the day of the eleotion, under the direotion and oontrol of the judges at eaoh polling place, the sample ballots shall be given in reasonable and proper quantities to all eleotors applying1 for them.
