    easy stepups at the crossings, which in the event o f
hard surface are entirely done away with. 1 he com­
pany stands ready to put in as small a job for Dallas as
three blocks, they relying for the balance o f the work
on the satisfaction that is bound to ensue, and the or­
ders for the balance needed will come later. They say
that this has been their experience everywhere and they
do not expect Dallas to be different. The matter o f hard
surfacing is no doubt grow ing in sentiment, especially
since the bithulitic people have found it practicable to
use our macadam and not have the property owner pay­
ing for excavating and doing the primary work all over
again, but our council does not find itself willing to take
any such responsibility on their hands, nor are they
going to. Warren Bros, figure that it will cost the
property owners on our main streets something like $5
a front foot to put on the hard surface, this meaning fo r
half the street. I f hard surfacing is done th is y e a r .it
will have to come up to the council by petition from the
property owners themselves, showing conclusively that
they desire the improvement. We understand that pe­
titions to this effect will be circulated in the near fu­
ture, and the matter definitely determined, for the com­
ing year at least. The Item izer hopes that the improve­
ment will go through, and stands ready to sign up for
our property on Mill street. What say the rest o f you?

I f those political plums have to g o to republicans,
the Item izer knows o f no two men who are more enti­
tled to them than Lawrence K ey t and Chalmers K irk ­
patrick. Mr. K ey t has all his life been a true blue re­
publican, one that the party leaders should rely on, and
who was never found sidestepping. Since Mr. K irk ­
patrick joined the republican ranks, he has been in the
s u r e category, and we are glad to see them receive the
appointment. Both are well qualified for the position,
and if they obtain them, will fill the offices with credit
to themselves and the state. Polk county is doubly
honored by their selection.

The only lady speaker at the Jackson ban quet the
other e v tn in g in her otherwise most estimable talk, ad-
v cated the givin g up o f the Phillipnes. Her only reas­
on was that the mothers o f the land had already given
enough o f their sons and did not want to give more to
retain them. This is an instance where sentiment runs
away with business judgement. The mothers o f our
land are annually givin g more o f their sons to keep up
our railroads than they would in the acquirement o f a
half a dozen islands, and will continue to give them for
other development purposes as long as the world rolls
on around. The islands have cost us too much money
to now give them up, especially before we have been
financially reimbursed and the development o f the coun­
try and its population finished.

wasted in looking up records, it
was ordered that E. M. Smith be
employed to do the work at five

Lyin g is not altogether an unmixed evil, but may
be so necessary to the occomplishment o f a good pur­
pose as to be a duty, where truth would be a sin. Lies
are too precious to be wasted. Mark Twain in an essay
on “ The Decay o f the A rt o f L y in g ” read before the
Historical and Antiquarian society o f Hartford, said:
“ The custom o f lying has suffered no decay, for the lie
as a virtue, as a principle is eternal. As a recreation,
a solace, a refuge in time o f need, the fourth grace, the
tenth muse, man’s best and surest friend, the lie is an
immortal and cannot perish from the earth. "B u t the
noble art o f lying has given way way the hab­
it o f slovenly lying. L yin g is a necessity, hence a virtue
N o virtue can reach its highest usefulness without care­
ful cultivation. Therefore this art o f lyi ng ought to be
taught in the public schoole. What chance has the un­
cultivated liar against the expert? Judicious lying is
what the world needs. I sometimes think it is best not
to lie at all than to lie injudiciously. An awkward lie is
often as ineffectual as the truth. None o f us could live
with an habitual truth teller, but thank goodness, you
don’ t have to. He is an impossible creature. He does
not exist, and never has. The man who strictly speaks
the truth to save his soul has no soul worth saving. T o
lie to help a poor devil out is worthy o f all praise.
W. E. Arnold, a representative o f the bithulitic
pavement company c f Portland, was a caller last week.
He made a proposition to the commercial club for the
placing o f his hard surface pavement on our present
macadam system o f street covering. Bv scarifying the
present roadway, the company say that it will be in fine
condition fo r the application o f their compound, and that
jt will stick just as good as though they put on the sub­
grades themselves. It will raise the grade o f the streets
some three inches, but they assert that this will not
hurt anything, as our walks are now too high to make

A t the meeting o f the Jackson club in Portland last
week it was the consensus o f opinion among the 400
democrats gathered from all parts o f the state that in
tne givin g out o f patronage none others should be con­
sidered excepting those who have through thick and
thin remained loyal to the principles and national and
state tickets o f the party. It was thoroughly agreed
that the everlasting kibosh should he put on the office
seeking aspirations o f all renegades that they might as
well keep out o f the race for all the good it would do
them. In all o f which the Item izer most heartily con­
curred, as we do not believe it right nor justice that the
true blue democrat, who has for years fought the battles
o f his party, should now be laid aside and the reward
which might be rightfully his, handed out to some half
faithful follow er o f democracy, who never was quite
certain just what stand he was going to take on nation­
al or state matters, and who every once in a while thought
himself perfectly safe in voting with the other side. The
keynote o f all the speeches at this banquet was to the
effect that to the victor belongs the spoils, and all would
stand united in seeing that he got them. Unity on a
certain principle is the basis o f party strength, and the
man who is continually wavering should be considered
an outcast at all times most certainly when favors are
to be awarded, as this uncertainness o f his may have
been the means o f causing others to waver, thus to some
extent detracting from the party’s strength both at the
polls and elsewhere. Those who forgot to follow Bryan
cannot be considered Wilson stppoiters, and can in no
way expect now but to take the consequences o f their
own unfaithfullness. The meeting last week was to
lay down these principles, and to pave the way for a
successful and thorough organization along these lines.
Only by such methods can the party be successful in the
next warfare.
