Instead of condemning the or ganization for a few acts of this kind, w hy don’ t people realize that the organ ization as a w hole is not to blame, and try to aid in removing such things and in.iking a bigger and better organiza tion out of the company here. This can tie done by encouraging respectable, de cent, ami manly young lellows to join. In time this will have its effect. The had part will gradually be weeded out, and the good will take the place of the bud. So it is in everything. The offi cers of company 11, ami most of the en listed men, are taking an active interest in their organization, and today Dallas and Polk county has one of the largest FROM and best companies in the Oregon Na tional Guard. A little support from the public, a little more interest on the pari of the public, a willingness bv the par ents of boys— who should have this mil itary training—to permit their boys to join tne organization, will soon advance this company to a high state of efficiency in things military, as well as morally ami physically. If I had forty bo\s, 1 would insist upon each and every one of them taking three years military train ing with a militia organization. Here hoys are taught military discipline dur ing drill periods and w hile on encamp ment* ; ihey are taught how to shoot; how to take care ot themselves iu h physical w ay; how to lie neat and clean ; and how to endure hardships. Outside of drill periods and military encamp ments, members of the the militia are citizens. The officers of the Oregon National Guard have no control over members except while they are ou ac tual duty, be it drill, encampment, or or active duty. Returning to the Armory proposition. If the city of Dallas would appropriate $5.000 and the county of Polk $5.000 for (FACSIM ILE SHOW N ABOVE) tiio construction of an Armory, the state of Oregon would give $10,000, and we would 4>uve this building in this county. Wi h $20,000 we could buy the land and construct an Armory as good as the Albany Armory, with the excep tion of having an improved second floor, which wonklu’ t really be necessary. It I seems to me that all persons interested in the up-building of Polk county and in seeing Polk county progress would take hold of this tiling and push it along. These appropriations spoken of, if made by general tax, would amount to but | a very littlg to each taxpayer. No one would notice it. It is an opportunity ff C ocoa, Chocolate, to get something good in Polk county Products, that we should not overlook ; nor should C offee, we delay iu arranging for it until the appropriation by the state is exhausted by other cities and counties with a more progressive and up to-date people than we have here. I love my city and really a county, ond I believe it to be composed of some of the most progressive people in the state; I don’ t want to have to ad mit any thing contrary to this belief. I can’t see w hy Dallas and Polk county should let a city like Woodburn, not as l irge as Dallas, and without hardly a uullars payroll, depending almost solely upon the fur in ing country around it for its support, get the start of them in a | matter of this kind. Woodburn has made arrangements to get a $20,000 A r mory, the city giving $5,000, the comity of Marion $5,000, and the state $10,000. The answer is simple, I have taken the pains to study it in detail. I have JJ>ent considerable time with Captain Tooze, and have learned much from him ; a great deal I have learned from observation. I attended regular drill of Company H last Thursday evening. There were many ladies there, inas much as the Circle ladies held a meet ing after drill. I want to say that 1 was, and 1 know most of the ladies pre sent were also— most favorably impress ed with the showing the boys made. I feel provoked with myself for not hav ing gone before. Hereafter I intend to go often. It made me feel proud that 1 lived in a city aud county that could produce as manly and well-appearing a body of young men as I saw there that evening. The people of Dallas should go aud see the boys drill. I assure yon that it is interesting. Company II is not a Dallas institution by any means. On its rolls are men living in Dallas, Monmouth, Independence, Falls City, Uickreall, and the country surrounding Dallas. It is a county organization. It is a magnificent structure, and one any city might well feel proud of, if the cut of it that 1 have at hand is a correct and true cut of it, and 1 am assured that it is by persons who know. Personally I want to see Polk county secure one of these structures. 1 have no pecuniary interest in the matter, but am interested solely because I want to see Dallas and Polk county progress. 1 want to see more modern improvements here. Though 1 would not he financial ly benefited at all by the construction ol such a building here, 1 would be willing to donate the sum ol $50, besides my proportion of any tax levied for the pur pose-. A building of this kind located m Polk county wdl give Polk county a suitable budding for the holding of con ventions and other large public gather ings. As remurkrd by the editor of the Observer in a most well written editor ial some time ago, this would provide a place for the holding of farmers’ meet ings, telephone conventions, political meetings, teachers’ institutes, goat ex hibitions. poultry shows, and for all the other public shows and exhibitions giv- « n by tiie people of Polk county with a suitable building for the holding of state conventions of different kinds. These meetings, etc., could be held in this ar mory building without cost. Such a building would be supported and main tained by the militia company stationed here, the militia company also paying to the state each year a certain amount of its allowance for rent. 1 was talking to a man on the street here yesterday regarding this proposi tion, and he made this contention: Why should we erect such a building here just for the use of one company of militia? We could get along w ithout this militia company. I wouldn’ t care if the com puny here was disbanded. It is composed of a bunch of rowdies an y way. When I left this man, besides being thoroughly disgusted with him and his ideas, I saw why it was that progress was retarded; why it was that improvements were kept back ; places w hich could be cities with a little con certed effort on tiie part of its citizens, were kept in the village class. It was simply the presence of too many men like this one I talked with. As long as huc I i men have any influence in the man aging of city or county affairs, just so long w ill the city ahd county remain in a reactionary condition, instead of progressive condition. It is true that we have but one com pany of militia in this county, and if we were to construct this armory just for the use of tliis one company, I might agree that it ’ would be a little extra gent. Hut such is not the case. It will be constructed for the use of the public on all occasions w hen the public needs to use it. We could get along w ithout your newspaper; without a high school building; without u fine stone court house; without improved streets, and What with board sidewalks, or even hard dirt sidewalks. We would all probably live just as long. Hut what would we amount to without these things. Of course a militia company is not a necessity in this city during times of peace, but it is oil field o f great extent underlies: a good thing.
