According to the latest style in mourn­
ing attire, a contrast Is offered to its
crinkly surface of crape by the addition
of fine dull cloths—voiles, cashmeres and
soft, lusterlcss reps.
Black and white combinations are evi­
dently a feature of dress not to be over­
looked next season, as something iu these
effects is brought out on nearly every
model thus far shown.
Some of the new cloth bolero jackets en
ruite with handsome spring costumes are
so covered with guipure lace, uppliques,
bauds, revers, facings, etc., that they can

The coat* and jackets o f the spring
season o f 1900 are as satisfactory in
shape, outline, adjustment, fabric, finish
and appropriate decoration as any models
devised since the day of wraps began.
With many of the handsome evening
dresses sent home this season are guimpes
made of various rich or delicate materi­
als. These are designed to transform the
decollete waists of the dresses into gowns
appropriate for afternoon receptions and
early diuners.
Accordion plaited olaek tulle will be an
important fuetor in the decoration of
Easter hats; also loops and choux of
black velvet ribbon, graceful scarf ends
on “ dress” styles and a fascinating mix­
ture of ten roses and foliuge, Purina vio­
lets. peach blossoms and white lace on

A man, “ apparently educated and re­
fined,” has been fined $50 for mutilating
publications on file in the Chicago Public
library. lie pleaded to be released, say­
ing that he needed the clippings in com­
piling statistics.
A special service for the detection of
gambling has been organized by the po­
lice in Vienna. The police seek for of­
fenders not only in cafes, but in clubs
and even enter private apartments in the
hope of surprising poker players.
The special train in which the Russian
emperor traveled iu his recent German
trip carried among other things two cows
