The Alllanco Policy.
The National Knrtncr'H Alliance 1ms
decided to call a convention nnxt your
anil nominate a candidate for tho
presidency. Tins means a poesiblo
failure of the people to elect, but a
certainty of the Huccens of tho demo
cratic candidate, either in the electoral
college or in congicHH. If the election
were to ho held now tiie alliance would
have a reasonable hope of carrying
South Carolina, Georgia, Alabama,
Kansas, Nebraska tho Dukotas and
Minnesota. This would prevent, either
party from securing a majority, and
would throw the election into the house
where the democrats would have every
thing thoir own way. It is impossible
to say, of course, whether tho Alliance
will bo stronger or weaker next, year
than it is now, but. at present, it. is cer
tainly growing stronger.
It will have to modify its pn.gnitnino
however, before it can attract general
support, from outside of its own ranks.
The land mortgage scheme is not one
on winch any party can safely go
through a presidential campaign. One
of (tho resolutions which exhibits a
characteristic misconception declares
that, "we, as land owners, pledge our
Rolves to demand that tho government
allow us to borrow money frotn the
United States at the same rate of in
terest as do banks." Banks do not
borrow money from the United States.
Tho National banks aro allowed to
issue their own notes to tho extent of
90 per cent of tho face value of such
United States bonds ao thoy may hold,
but theso notes aro not legal-tender,
and nobody is obliged to tako them if
he does not want them. Tho govern
ment nUo keeps certain small balances
on deposit in tho banks, not for their
convenience, but for its own. The
money is subject tu call at a moment's
notice, when needed to make payments,
armors would hardly care to borrow
on such terms. The system of deposits
is a vicious one at best, and should bo
restricted to ti narrow limits as possi
ble instead of being extended.
Tho prospects of carrying any south
ern States for the allianco candidates
next year will bo seriously imparcd if
tho indorsement of tho Conger lard bill
is allowed to stand. Lard is a trivial
item to" tho northern fanner compared
to tho importance of cotton seed to his
Bouthorn brother. Tho mere agitation
of tho Conger bill has already de
pressed tho price of cottonseed oil, and
to far as actual business damage is
concerned the south would probably
rather risk tho Force bill than tho one
" which proscribes this essential pro
duct ISxaminor.

Oregon Weather Bureau for the week
ending Saturday, March 21, J891:
Wkatuku Tho tomporaturo has ris
en, but is yet slightly bolow tho nor
mal. Showors fell during tho week,
but not nverago amount. Generally
partly cloudy weathor prevailed, tho
sun whan shining being quite warm.
An occasional light frost occurred in
Western Oregon. In Eastern Orogon
frosts wore frequent at night, tho days
boing quite warm. Tho snow is about
all gone from tho vallnys of Eastern
Oronon. thoueh thoro yet remains
plonty in tho foothills and in tho moun
tains. Tho melting snow genorally
soaked into tho earth, making tho soil
very wot. In Western Orogon tho soil
is very wot from tho Eobruary rains
and March showors. Strong 60Uth and
southwest winds provailcd Thursday,
Friday and Saturday.
Chops Owing to tho wot soil condi
tions in Western Oregon, melting snow
and wot soil in Eastern Oregon, spring
seeding has genorally been dolayed.
Somo plowing has been dono on the
higher lands of Western Oregon and in
parts of Southorn Oregon. Whilo tho
weathor conditions havo not been up
to tho avorago, yet thoy havo been very
favorablo to tho fall and winter sown
grain which is invariably toported to
be in a most prosperous and promising
condition. Considerable growth has
been niado during tho wcok. In tho
Willamette valley, especially, tho sod
is wot which rotards Bpring work. In
parts of Western Oregon poach and ap
ricot trees aro in blossom, quince trees
showing leaves, berry bushes and
shrubs aro leafing, other fruit trees havo
swolling buds. Warmer weather with
sunshine is needed throughout the en
tire btato. Tho keiibon is slightly later
(hun usual. The prosperous condition
of the fall wheat, (hu wet condition of
tho soil and the lmnkwurd weather

slock lias been lost. In other stock
sections it is rare that loss is reported,
and on the other hand thoir condition
is generally reported to be good. The
grass is growing and furnishing good
feed.
