Description or a Fair Hold by the Negroes

This irf just the name given to it by
both raced; tlio while and tho black.
It has been ciibtomary for tlio colored
people to hold ii fair in lluleih N. C,
during the week following the Statu
Pair. Ah ttbovo stulcd, it is called tho
Tho Colored Fair. Tho po tors which
announce tho fair are all headed as
above. And properly; because it is
not a fair for tho colored people, but
it is u fair of nnd by tlio colored peo
ple. It is not a little sugar plum
thrown to tho colored people by the
whites, as h consideration for staying
away from the while- people's fair. It
begins with the colored people and is
carried through and complotcd by them
Tho whites do not Bay to tho blacks,
'lYou jtit stay away from our fair this
week and wo will let you have fcomo of
our nico things next week; and you
can have a fair all by yourselves."
Tho fair of tho North Carolina Stato
Agricultural Society is open in all its
priviligcs of competition and attend
ance to whites and black alike. Tho
latter attend in lnrgo numbers, but wo
have never scon a black exhibitor; and
they have no voico in its management.
Tho whites attend tho colored fair;
but they do not exhibit, and they have
no voico in its management. Tho ne
groes will bo on tho Stato fair grounds
with side shows and eating tables. At
tho colored fair whites will bo found in
tho eamo capacity. Wo onco found
on tho colored fair grounds a whito
confectionery from tho classic realm
of Saratoga Springs, N. Y. At tho
Stato fair, tho colored man buys his
entrance ticket and goes in at tho same
gato with tho whito man. At tho col
ored fuir, tho whito man buys his en
trance ticket and goes, in at tho same
gato with tho black mun. And let no
man flatter himself that because ho is
whito ho is bestowing a favor upon his
brother in black in going to bis fair,
and as a representative of tho higher
race, will bo invited to walk in. Oh,
no. You take your choico and pay
your money if you go in. And when
onco imido tho fence you will obey tho
rules of the colored man, or lock arms
with a colored policeman.
Tho colored fair originates with tho
colored man, is advertised, olllucred,
managed and carried through by tho
colored man. It owns no grounds,
and houco is not ornamented with
mortgage hnnds of no market value.
It makes Mnall expenditures in its get
up and titniistgoiiioiit, hut report no
annual delleits. It is a regular org n
ization, ami holds a place as a recog
nized iiiftilntinn. For two years the
State bus given it tho u&o of its luu
racks and grounds attached.
A poison attending both the white
and colored f.drs in inclement weather,
would bo likely to am-ei l. that tho blacks
had the more comfortable and miitalilu
(tumors. Tho uiihoads made special
.arrangements for transporting those
who wUhod to attend tho fair, and
gave special late; which rates were ap
parently lower than those givon to tho
whites tho week previous. Of courco
onr readers will wish to k ow some
thing of tin articles exhibited.
Them were no products of manufao
tilling establishments on exhibition.
Tho blacks have none; and whites do
not Kii'iu to koo enough value in tho
trado which may bo had from the
blaoke-, to exhibit for advertising pur
poses. Homo artiolcs of skill and
beauty, made by hand, may bo scon
at thoHo fairs. Otherwise, tho exhibit
of manufactured artiolas is a blank.
Tho show of stock, for farm or road
purposes, may bo described in similar
words. Tho display of agricultural
produotH will not equal, in quantity,
that of tho whites; but in quality it is
fully tho poor of anything tdiown by
tho wh i s.
What (hen makes up a colored fair?
Mainly tho colored people; having a
cood lime in those t-ensiblo ollorls to
bo like the whites, which are surely a
means of improvement and a help to
tlio woe.

You can hear nothing else butelcclion
talk here just now. The democrats
aro naturally loud in their deinontdiu
tions of joy, for to tell tho tiuth they
aro even more astonished al tho result
than are the republicans. They ex
pected to win tho House by a small
majority, but their most sanguine rain
bow chaser had no idea of tho tidal
wave that went their way. Of course,
thero are now plenty of democrats who
with a straight face will tell you that
they expected Iho result to bo jntt
what it was, but they didn't all the
same. Tho republicans attempt to
make tho best of a bad thing by talk
ing of "on" year," "usual result," "al
ways to bo expected," etc., but they
cannot hide tho effect of their fright
you can see it in their faces. The best
informed among them expected to
loso tho House by a small majority,
but the man who would havotold them
Monday nibt what tho result would
really bo would have been considered
by them a lit subject for the insane
asylum.
What makes tho republicans take
their tevero drubbing so much to heart
is, that Ihey tliemtolves are responsi
ble for having stated eaily in tho light
that this was a National campaign
and that its result would show whether
tho people condemned or approved
of the administration and tho republi
can majority in Congress. Now tho
democrats are guying them unmerci
fully and reminding them of all their
foolitih talk about tho National cam
paign. There is one ropubbcan who, if ap
pearances indicate his feelings, is not
cast down by tho result of tho elections,
that is Secretary Ulaiuo. I saw him
this morning and ho was in tho very
best of humor, and I am told that he
romarked to a friend that it was no
mote than ho expected. Two things
which wcro potent issues in tho fight
just ended tho Molvinloy tariff law
and tho Federal election bill both of
which proved to bo heavy burdens to
tho republican party wore opposed by
Mr. Ulaine, and the knowledge of this
is probably what makes that gentle
man go gooibniitured in tho fnco of
tho defeat of his party. Tho fact that
his lival, Speaker Keo.l, strongly fa
vored these measures bus not been
foigotten by Mr. Maine.
Mr. Harmon has taken iho result
very much to heart, as owing to the
reports of Mr. J. S. Clnrkxni, who was
assisting tho congressional committee,
ho hud become convinced that his
party would retain their control of
'iho Houo. Mr. Clarkson went away
as soon an tho result was known, os
tensibly for bis health, but it is prob
ablo that ho was very glad to got away
from tho explanations ho would havo
boon asked to make. It is not now
thought that Mr. ClarkMin would
havo the slightest show for a ciibinot
position oven if thero were half-a-dozen
vacancies.
Vietory has its troubles too. Al
ready thero aro evidences that tho
light among tho democrats for tho
frpoakorship of tho next llouo is to bo
long, stubborn and bitter. At the
start thero aro half a dozen candidates.
Mr. Mills thinks tho removal of Mr.
Carlisle to tho Sonate and iho death
of Messrs. Randall anil Cox gives him
a mortgage on tho speakership, but
hisjelaims will bo hotly ddUputed by
those who believe themselves, better
qualified to wield tho speaker's gavel
than tho Texan. Among them aro
Mr. Criap, of Georgia, who proved
himsolf'an able purlimoutarinn during
the last session; Mr. MuMillam, of
Tennessee, a prominent member of the
ways and means committee; Mr. Hy
num, of Indiana, who obtained a na
tional lvpntalion by being cons-ured by
vote of the republicans of tho of tho
Hguso for his abuse of Speaker Hood;
Mr. Spiinger, of Illinois, who often
adorned tho speaker's chair when Mr.
CurlUlo was speaker, and Mr. Hrookin
ridgo, of ICoutukoy, who U personally
puo of tho most popular men who ev
er nerved in Cougars.
