THE OREGON SCOUT. AMOS K. JONES EDITOK, City and County Official Paper. Thursday, April 3rd, 1890. OlIIt ItOTTKN MAIL 8EKVICK. We notico that our exchanges from nil parts of the country nro a unit in condemning the manner in which the mail service is conducted and all agrco that it is not worth while to depend upon tho mails any more. If this is a result of one years republican man agement what may we not expect after three years moro of it? It ia tho most rotten management that tho country has over known and the rot tenness eccms to be equally distribu ted from Postmaster General Wanna makor down to every brainless and conceited snipe who does duty as postal clerk on tho various lines of railroad. It is about time for tho news papers to tako the matter, in hand and vcntilato tho wholo disgraceful system. Thk Scout has commenced and will do what little it can. Why it should take mail matter four days to get from Union to Island City, Summervillo end Elgin when there is a daily 6er vico between tho places is a mystery to us. Thk Scout is mailed at this oflleo and sent out of Union every Thursday and there is no reason why tho people of tho above named places, and in fact, the pcoplo throughout tho cnliro country should not receive it on Friday. Tin: Scouts for our subscrib ers in tho towns in tho lower end of tho Vttlloy and Wallowa county just fdl ono mail sack. This sack has noth ing else in it and is marked in plain letters "La Grande." Now tho fault is just here: Tho postal clerk on tho cars docs not throw the Back oil' at La Grande or tho La Grando post master purposely keeps tho papers in his oflico for sovcral days. Wo give tho wholo gang fair warning that wo intend to loeato the blame where it belongs if wo have to employ a do tcclivo to do it. Our readers through out tho country shall got their papers on Friday or wo will know tho reason why tlioy do not. rUIIMO NUISANCKS. It is of eommon'occuronifor tholaw regarding nuisances to bo vioii00 either through thoughtlessness of the parties tis to tho rights of their neigh bors or on account of their ignoranco of tho law. This is not right, and for tho health and well being of tho pco plo at largo, the law should bo rigidly enforced. Wo nro consiantly in re ceipt of letters of complaint from va rious parts of tho country. A lottor, winch is before us from Eug lo valloy, says : "A groat many cattle and other stock died in this valley tho past win tor, estimated at COO head of cattle nlono. Many parties havo dragged tho carcasses to tho back of their own farms, leaving them on thoirown land, but near tho rcsidonco of their neigh bors, eo that the dead animals aro becoming nn intolerable nuisanco. I havo been requested by n number of citizens to write you and ask what steps aro necessary to bo taken to abate tho nuisance, as present condi tion aro not only vory disagreeable, but will probably provo very unhealthy for tho residents of tho valley. I eo by Hill's code that tho nui sanco may bo abated by action in cir cuit court, but if wo aro compelled to wait for that court's action couio of us will be compelled to movo to get a breath of fresh air." In order that all may bo acquainted with tho provisions of tho law cover ing cases of this kind wo publish it, in full, below : Sue. I. If itny )eion or pontons shall put nnv dead nnitnab, cnrciiMi. or art thcicofor any otlior doleterioim Mihstance, Into any well, or into any Mining, brook or branch of running water, of which uso is iniuluof for doini'.HIo purposes, every per son so oU'endlng xluill. on conviction there of, ho lined in any .sum not less than three nor moro than ilfty dollars. .Si:c. Bi:c. !l. If any person or peixins shall put nuy part of tho carcass of any dead animal into any river, creek, pond, rond, street, nllov, lane, lot. Held, meadow, or common, or if the owner or owners thereof shall knowingly permit tho hiuno to remain in any of llio aforesaid places, to the injury of tho health, or to tho nuiie-iinco of the cithsens of this state, or any of ;thein, every perron no offending shall, on eonvle Hon "thereof, bo lined in any Mini not less tlmn two nor more llian twciity llvo dol lars, ami every twenty-four hours during which said owner limy permit tho samo to remain thereafter ehall bo ducined an ad ditional olloiiso ngaliiDt tho provisions of this uct. Theiik nro Ecvcral excellent water powers in tho city of Union that would bo utilized if they could bo purchased nt any reasonable figure. The parties who own thoAinworth IJrnzec power nsk if 10,000 for it which places it out of the reach of most manufacturing companies. They value it at that price when they arc asked to sell, but when the abscseor interviews then the value drops lo about five hundred or a thousand dollars. This is not rigl and wo call tho attention of tho assessor and tho county board to the matter, and ask that this and all other property of a like character be assessed at its true valuo as tho law directs. We shall, probably, havo occasion to olludo to this subject ngain. It seems that Justices of tho Pence in this county are very direlict in tho dis charge of their duty. They shall, onco n month report to tho county treasurer all money received on fines and salo of cslrays. Vory few of tho Justices of Union County have done this although they havo been notified more than onco by tho treasurer to do to. Their refusal to comply with the law in this matter makes them subject to inves tigation by the grand jury. Doubtless considerable sums of money have been collected in this way which should bo in the county treasury and not in the pockets of the Justices. FOREST DALE DOTLETS. Horn to the wife of Samuel Painter March 0, a daughter. A Mr. Chandler of Pine was recently united in wedlock to a Miss Walk. It is rumored that J. II. Thaysen will soon start a blacksmith shop in Halfway. Wo were informed that an organ ization known as "Sons of Veterans" was to bo formed in Eagle on tho 22nd inst. Wo learn that Mr. Knowles is to tench tho Fairviow school and 0. Ken dal the Sunny Dell school. It is rumored that a certain eligible young man of Pine, in order to stand off tho beaux, has sent out for a mar- raige license. Pine has been much moro fortunnto than her sister vallev of Eagle in loss of cattle, yet the long protracted winter has caused quite a loss of stock here. Wo havo heard n number of t lie patrons of school complaining and it tiiis with just cause that the school moncv Id expected for winter schools and young clnW'Jr and those living at some distance aro UiCiC'fV deprived of tho benefit of school. Only Q)W who has over spent a winter nmid tho mows of Pine, knows it to bo the easo that schools here in winter cannot bo of benefit except lo older pupils and those who reside very near. Our tclmol hoiiECs are not always centrally located and wo know of parents hero who would liko to tend their children to school, but living from one, two and thrco miles from the school house can not possibly do so in winter. Tliero seems to bo a number of un thinking perirons hero who allow some of the runners of La Grando who nro in our midst lo do their thinking for them and others wlio have toiiiu imag inary grievance to revenge, who would cut oil" tlioir right hands to spito tln'ir left as it woio, in oilier words vote for tho removal of the county teat to La Grande and pay high taxes lo help build .$100,000 worth of new county buildings. Somo of eouiec who haw no moro judgement than to vote for tho lemoval are non-taxpayers and don't euro how thoy help create taxes for other people, but even thoy are voting against their own introtits if they expect or hope in years lo eomo to pay taxes in this county. Soino portons who allow their prejudices to overcome their reason seem to think that they havo n grudge to vent against the town of Union; if they have any grudgo it must be against the county ollleials, and not against a town that happens to bo their place of rcsidonco for their term of olllce, ami county ollleials aro going to be and do the same whether in Union or La Grande, but taxes will not. Some heio who are talking loud in favor of La Grande as a county seat do not even know where the town is Minuted, Wo heard of ono putty head who when told that Union was nearly centrally loeateil in respect to locality and agricultural rescourees, and asked where La Garnde was "didn't know Vposed it was some whoro in Grande Hondo valluy." Such ignorance it is to bo hoped, however, is the exception and not the rule. CAitJtncR. Dovk. Kamavkaulo Koaoue. Mrs. M tclmol Curtain. I'lninlMd. FrovT : Phase allow me n. small space in your valuable paper in which to make n few statements of facts. Having just been informed that I have been trying lo get a license in Union to marry n nieco of mine, I will state that there is not ft word of truth in any euch talk, as I hnvo never said a word to nnv one on tho subject. Surely' our worthy county clerk, Mr. Xeill, would bo tho proper person to apply to for a license, and ho can tes tify that I hnvo never intimated any thing of the kind to him. And as to the slander that is in circulation in regard to our character, I can testify it is all utterly false, and if necessary I will defy Oregon to establish a better character limn each ono of us has.
