THE MOSSBACK.
When men of energy desire
To start tho progress of a town,
And make the place of some renown;
Who hold them back as if by lire?
Tho Mossback.
And when some ono from other place,
Attempts to help the town along,
And causo within a busy throng;
Who hold a cyst before his face?
Tho Mossback.
And when with time and monoy spent,
A few with energy inspired,
Have gained the point so much desired,
Who then so quickly raise their rent?
Tho Mossback.
By vigilance and daily toils.

To make, and each can take apart;
Who strives most eager for tho spoils?

The great benefit that this enter
prise will bo to tho city is obvious to
all, but it is only on-:, of tho several
even moro important, that will bo spee
dily set iu motion by the projectors.
That tho company has unlimited
means to carry out all their plans tho
names of tho gentlemen appearing in
the incorporation papers, which were
liled with tho secretary of slato this
week, will fully guarantee. They are,
.lames H. Hutchinson, W. It. Hutch
inson, J. W. Sheltou and R. W. Pur
dum. As set foi ih i i articles the
mime of tho company iu to bo "Tho
Union Electric Power and Light Com
pany," and it proposes to engage in tho
business of buying, improving, dealing
in and Belling real estate, constituting
and operating electric power wires and
light in the city of Union and vicinity
and to do a general electrical business,
in all its branches, in Union County,
the- principal office to bo iu Union.
Tho capital stock is .$100,000, divided
into two hundred sharc-H of !?o00 each.
Tho stock is all taken and tho com
pany held a meeting and elected their
officers last Tuesday and aro now ready
for active operations. Recent exten

would be in un base the it uiing mill

for the Cotfm place of $15,000. By
these deals a power has been obtained
suifuient to run the electric light plant,
an electric railway from this city to
the depot, and have a surplus of ono
hundred horse power which may bo
utilized for other purposes.
In order that the plans and pur
poses of the company might be under
stood by nil our citizens, circulars were
distributed calling a meeting for Mon
day evening. The court hotiye was
packed full of interested citizens who
listened attentively to speeches by
Messrs. Purdum, Shelton and Carroll
who explained the intentions of the
company and assured tho people that
every enterprise proposed by the com
any would be commenced at once
and Miceesfully carried out. They al
so made a proposition to tho woolen
mill committee to furnish power for
the mill at a nominal pi ice. This
was done for the purpose of aiding
that enterprise, as much as posMhlc.
Speeches on the subject were made
by a number of citizens, some of whom
seemed to be a little bit dazed at the
rapidity with which business could he
done, "when 1 didn't know anything
about it' and in consequence their
speeches were rather incoherent. The
woolen mill committee, however, met
at tho council chamber next morning
when tho following proposition was
formally presented to them in writing:

General Manager.
This offer will no doubt bo ac
cepted as no proposition could bo fair
er. It would be cheaper for the mill
company than owning tho power them
selves, and cheaper than they could
run it if they did own it.
Tho Hutchinson Bros, deserve and
will receive gieat credit from tho citi
zens of this place, and business men
everywhere, for pushing these matters
forward so rapidly, for investing theii
own capital and for their sagacity in
securing the co-operation of outside
capital. They are tho men for great
enterprises and when they tako hold
of a thing in earnest all opposition
may as well withdraw. They mean
business now and are fortunate in hav
ing such able advisers and helpers as
their attorneys Mosrs. Shelton it Car
roll who, also, deserve great praise for
their zeal and hard woik in this mat
ter and their untiring clforts in tho
interests of our oily.
In addition to the purchases men
tioned above tho company havo bonded
ami will purchase considerable land
adjoining town on tiio west giving the
Hutchinson Bros, and tho company
nearly the exclusive ownership of the
land on that side. This will be divided
up into lots ami blocks for a short dis
tance out, then into live and ton aero
lots for a short distance further, and the
land remaining between that and tho
railroad will be divided into about forty
aero tracts and placed on the market.
Nothing will improve tho town moio
than this. It will furnish convenient
and cheap places for homes for hun
dreds of families and will be greedily
appropriated by hunio-ecckors. The
oleciric railway will run through tho
center of this tract and inako every
location easy of access.
In regard to this railway to tho O.
R. it N. Co's depot, however, wo will
say that that is contingent upon the
Union Pacific company keeping thtir
road wheio it ia. That company is
now considering tho advisability of
moving the road to tho opposite side
of Pyles' canyon, by way of this city.
Should they do so, and the company
just formed sincerely hope they will,
tho electric line will not thou bo a
necessity and will not bo built. In
formation will be received in a few
days of tho Union Pacific company's
decision in tho matter, one way or tho
other, and if they do not intend to
change tho road the electric railway
will be built and iu opperatiou inside
of two mouths.
To our friends throughout tho
country these evidences of Union's pros
perity and permanence will be a source
of pleasure and they will bo glad with
us, hut to our enemies, particularly
those of La Grande, it will bo "another
county sent Bchemo" and they will pro
claim it as such. To them wo would
say: Keep as easy as you can, for,
boforo many weeks elapse, mid long
before the oloction iu Juno taken place,
thco enterprue Will bo fully estab
lished and no longer mutter of doubt.
