ItUILIUXG ANI) LOAN ASSOCIATIONS.
The idea of building and loan
asso -
ciations is a new one and originated in j
the phcmomcnal growth and large J
nroiits of life and (ire insurance com-'
panics, and has been moro eagerly
grasped in tho wild and wooly west
whore rapid settlement nnd booming
towns create a greater demand for
means with which to keep pace with
tho times, than clcswhere in slower
going countries. It is an idea, too,
that just suits the speculative turn of
mind of the average weslorncr and ho
readily bites at tho bates thrown out to
him by the oily tongucd agents of these
concerns. Tho citizens of Union have
invested pretty heavily in two of these
institutions, namely, tho American
lluilding and Loan Association, of
Minneapolis, and tho Washington
National lluilding, Loan and Invest
ment Association, of Seattle. The
press dispatches recently stated that
the iirst named had been found to bo
an unreliable swindling .concern, and
was about to bo suppressed by tho
government oflicials. This caused
a wide spread panic among tho sub
scribers, who at once abandoned pay
ments in the same. However, a friend
of the association now publishes a
statement in the Inter Ocean that the
report recently printed in tho press
dispatches is misleading, lie says the
Examiner stated "in his opinion it is
expedient to wind up tho affairs of the
association," giving as a reason that
tho amount of money used for expen
ccs exceed tho net earnings by about
kix par cent, but said in a subsequent
report: "Wo do not learn that tho
association has not met its obligations,
or that it has refused to meet any
claims which wero just and by their
conditions duo and payable." Tho
author of this information further
slates that "Tho officers of tho asso
ciation are in possession of evidence
that goes to prove that a conspiracy
has been formed to wreck tho associa
tion, get possession of tho assets, buy
up tho members' claims, and clear
a cool million. This wrcckini: busi
ness is not aimed at tho American
alone, but all building and loan asso
ciations that aro cutting into tho would
be wreckers' businecB.
There may be some truth in this
and it is possiblo the subscribers will
not lose so heavily as thoy thought
thoy would. Tho weak condition of
this association has shaken the faith
of many in tho Seattle concern, and
they are withholding payments until
something more reliablo can bo learn
ed about it than the representations
of tho agents who organized the branch
in IhiH city a few days ago, whoso ac
tions and words to say tho least, were
not calculated to inspire confidence. An
application or two for loans have been
forwarded and if theso aro met in a
prompt and business like manner,
tho confldonco of our people will bo
in a measuro restored, It is not our
wish to disparage foreign institutions
of this kind. They are, if responsible
and conducted on tho correct princi
ple, no doubt a great benefit to tho
citizens of any town, but at tho muiio
time, they should not bo jumped at too
eagerly. Their reliability should bo
fully established before encourage
ment is given them.
Tho citizens of ovory town should
form an association of their own and
invest their small change where thoy
know it will bo safe, and where thoy
ro sure of gotting a good interest on
their monoy. All local arrangements
of this kind aro prospering, and can
not help prospering if rightly man
aged. Union should liavo such an
organization and can liavo if tho prop
er steps aro taken. If you have a
dollar or two to invest do not bo run
ning after strange gods, but invest your
money in your own community and
thus help to inako everybody pros
perous and happy.
Wnv should such a blot on tho face
of tho earth as the Russian government
go unnoticed and such a bloodthirsty
flond us tho Czar bo pormitted to live?
Thcro aro questions that all civilized
and humane nations should answer,
ltecent advices from that country
relate atrocities almost to cruel for belief
which mo sanctioned by tho Czar and
tho Catholic church. Tho people
of the United (States should cast tho
stars and stripes of our own dear
country over tho exiles of Siberia and
give them liberty. It would bo a
glorious thing to die in a cause liko
that, and America could furnish nil tho
volunteers that would be necessary.

The ticket, with tho exception of tho
tail of it, is a good one so far as we can
judge, particularly the conquering uld
chief, Sylvester l'cnnoyer for governor.
Ho is the people's favorite and can be
elected easily, but tho others will have
a hard light. We never did any harm
to Wager and don't know why ho
should heck to injure us. We suggest
the name of our old friend J. M.
Sheppard of Vale, for state printer,
lie is anxious to be sacraliced and will
make a lough old light while tho work
is going on.

VICIOUS ASSKSSMKNTS.
No moro conclusive proof of our
miserable mode of assessment could bo
adduced than tho one fact brought out
at tho assessor's convention, namely,
that mortgages are assessed at one
half their value in Multnomah,
Columbia, and Wasco counties; at two
thirds their value in linker Clackamas
and Morrow; at three-fourths their
value in Union and Washington, and
at their full value in Grant, Umatilla,
Yamhill, Sherman and Linn. The
great injustice dono by this vicious
mode of executing our assessment laws
may be shown by a familliar example:
Suppose a man in Columbia county
loans if 2i ,000 taking a real estate
mortgago as security. If the tax levy
lie 20 mills and his mortgago is assessed
at one-half its value tho amount of his
taxes would bo .$200. A man in
Yamhill loans $25,000 on real estate
and takes a mortgage. If the tax levy
bo 20 mills and his mortgage is a sessed
at its face value his tax would be $500.
Hero A with a capital of 20.000 pays
$2f)0 more than II who has tlio same
capital and tho tax rate is the same
against each. Tho whole trouble and
injustice arises from tho fact that
many assessors do not do their sworn
duty. Tho law provides that mortgages
shall bo assessed to tho full amount of
the debt unless in tho judgment of the
assessor tho land or real property by
which such debt is secured is not worth
as many dollars as still appeals unpaid
of such debt. If all property wero
assessed in accordance with law there
would bo no trouble about the matter.
At the icquest of Senator .1. II.
Mitchell, the Secretary of tho Depart
ment of Agriculture at Washington
has sent us a lot of vegetable seeds and
requests us "in tho interests of agricul
ture" to make a report not later than
Nov. 15, or Dec. I, which shall include
tho name of tho variety, its quality,
and adaptation to our locality. As wo
don't know as much about farming as
Horace Greoly did, we aro compelled
to ask our farmer friends to help us
"lit. Any of them who will take tho
seeds, and make tho required report to
us, can have them by calling at the
editorial oifteo. Tho package is
comprised of about fifteen or twenty
choice varieties.
Tin: l'endleton Hoard of Trade is in
receipt of a communication from
James V. Haskell, of Albany, Oregon,
asking what inducement will beolferod
by that locality in starting a woolen
mill, in tho way of subseiiptions and
taking stock. Tho proposed mill
would employ about 150 hands. Tho
board there aro taking considerable
intrcst in tho matter. As Union lias
hotter advantages than any other
placo in Eastern Oregon for such an
enterprise, would it not bo well for our
people to place themselves in communi
cation with Mr. Haskell? If it is dono
it should be done without tlelnv.

One thing worthy of note in this
place is, that with the exception of one
or two men the two section crews whose
headquarters are here are ranch men
and boys. This affords quite a source
of pocket money for the boys, and
experienced bosses find the followers

As yet, no teacher has been em
ployed tor our coming school term.
This is a pleasant district in which to
teach, the wages aro average, and ta
king it all in all, it would be a fine
layout for some young man or lady
who desires a summer's employment.
