Princo Albert of Monaco inherits
liis good qualities nnd tnlonts from his
father, Charles III., roipning Prince of
Monaco. Charles III. is now totally
blind. How snd it is that this Prince,
whoso cnstlo is situated in the most
picturesque spot on the face of tho
globe, poised lileo nn eagle's nest on
tho summit of a steep rock washed by
tho Mediterranean, can not enjoy all
these beauties. I nsked Princo Albert
why this little territory called Monaco
had escaped annexation to some pow
erful neighbor, why during centuries
it has preserved a special character.
"Of courso, tho situation is excep
tional," answered tho Prince, "but tho
cause of Monaco's prosperity is not its
geographical situation; seek for it
rather in tho hereditary diplomatic
skill of its rulers. Since DCS tho houso
of Grimaldi has reigned over this
country, and from the fifteenth cent
ury, at least, all tho Princes of Mona
co havo aimed at consolidation. In
tho sixteenth century Charles V. took
tho sovereignty of tho Grimaldis under
his protection, nnd in tho following
century an allinnco with Franco ac
centuated tho indopondenco of Monaco,
nn independence that came distinct
after 1815. In 1859, however, there
was danger for tho principality, and
then appeared my father, Princo
Charles. Thon ho was forty years old,
had received his education in Paris,
and had already given proofs of groat
intelligence. With great zeal ho
caused every ovont to turn in favor of
Monaco.
"To-day Monaco needs aid from no
country, its diplomatic corps is known
to tho entiro world, its commercial re
lations with foreign countries nro well
regulated, its monoy, struck with tho
head of tho Prince, is current every
where, and an order of chivalry has
been created perhaps one that has
the greatest valuo becauso of tho diili
culty with which tho decorations aro
bestowed. Although blind, tho Princo
of Monaco managea tho affairs of his
government with perhaps moro skill
than any other chief of state."
When I asked Princo Albert if ho
had over received tho decoration of
tho Legion of Honor, he replied:
"Yes, I was made commander Inst
year because of my zoological re
searches, and I assuro you that tiny
red ribbon is to mo a prouder badgo
than all tho high decorations I havo
received. Franco is my favorite coun
try, for in my veins thero is French
blood. I am a great-grandnophow of
Duguesclin and Dunois, horoes under
Charles VII., and during tho Franco
Prussian war I fought for Franco."
Leo XIII. said of Princo Albert:
"Ho is a truly wise Princo," and this
is not faint praise, coming from tho
Holy Father. Albert is really a sage
of olden times, a philosopher, a man
who seoks enjoyment only in science.
Six months of tho year, Princo
Charles lives at his castlo at Mnrchais,
department of tho Aisne, France.
There ho is tho Providence of tho
country, and recoives tho greatest ro
spect from tho inhabitants. Princo
Albort regrets that the treaty with
reference to tho Monto Carlo gambling-house
is not voidable for many
years, but he agrees with his father
that tho lilancs havo mado tho fortuno

I havo in a previous letter spoken of
Princo Albert's matrimonial difficul
ties. When only twonty-ono ho mar
ried tho daughter of tho Duke of Ham
ilton, bat eight or nino years later
their marriago was dissolved by tho
Vatican. Six months later tho Prin
cess married a Hungarian. Count Tns
silo de Festetics. Since that time she
has never seen Albert of Monaco, and
although ho has not explained tho
causes of their trouble, ovon to his in
timato friends, tho world in general
blames tho Princess. Tho Hon Louis,
now nineteen years old, will soon
grnduato from tho Sarbonne. Ho ro

sinco tho separation ho has not seen
his mothor.
