ular liberty lias had ceaselessly to de
fend itself against efforts to overthrow
and destroy it.
The instinct of despotic class privi
lege is always the same; its methods
and its instruments change with
changing conditions. In our timo
money is its weapon as in other times
the sword of the soldier, the intrigue
of tho diplomat, the malediction of tho
priest and the lash of the overseer
have been. The subjection of the
mass to tho will of the class has been
tho end sought always and is tho end
sought now.
This is tho ono fact of conscqucnco
in American politics to-day that class
privilege is actively necking to estab
lish itself in tho Republic by agency
of money Our one supreme concern
at the present should be to prevent
the gravely threatening setting up of
Plutocracy on tho pedestals from
which we have cast down our older
tyrannies.
The facts lie plainly before him who
chooses to open his eyes and look.
Tho senate of the United States has
become a millionaires' club. A con
siderable list of tho members of that
body could be made, every ono of
whom is a senator because ho had
money by tho millions, and because of
nothing clso whatever. Congress has
in its seats representatives of railroads,
banks, manufactories and other cor
porate or trust interests under tho
fiction that thoy aro representatives of
tho people. They arc elected by money
to save money for money. Tho vico
president of tho United States is many
times a millionaire, who was elected
for his placo oponly and shamelessly
to sccuro the use of his money and tho
mouoy of his rich friends in tho cam
paign. Tho ofllco of l'ostniaster-Oen-cral
was recognized as Air. Wanna
mnkcr's property as if by purchase the
moment Mr. Harrison's election was
known to havo been secured by tho
corruption fund to which tho pious
Fcnnsylvanian had so lavishly con
tributed. Every cllbrt to relievo tho people of
their burden is met and thwarted by
tho money power, which seeks and
sees its advantage in tho mainlenanco
of unjust and unequal taxation fat in
excess of tho treasury's ncod. Exam

season this is very important.

its proprietorn to mako it a permanent
and paying business. Such a paper
as The Annotator will not lack sup
port in a community that puts up iffiO,
000 for the purposo of securing hotter
railroad facilities. May Stuumcrvillo
and its excellent paper livo long and
prosper. '

thermometer recklessly plunging into
the nineties. With few exceptions,
tho capital has been during (lie past
week the hottest town in the United
Slates. Those ablo to go, havo made
haste to leavo the city. The President
is numbered among the unfortunate,
and will not bo ablo to join his family
at Deer Park beforo next week. Tho
number of ulla-fashionablo pcoplo in
official lifo that havo followed tho Har
risons to that charming mountain re
sort is surprising. Mrs. Commodore
this and. Mrs Roar-admiral that arc
there in full force. Tho Hiking family
carriage is drafted into the service of
Mrs. Harrison, and tho babies and
Hov. Mr. Scott her father, and tho
schemes that the naughty spoilsmen
havo concocted to got possession of tho
President when ho goes to Doer Park
aro deep laid. Tho seat of govern
ment will practically be in tho moun
tains for the next month.
During tho Sullivan-Kilrain light

Tannor'fl ulwoneuon Monday, by the
discharge of three members of tho
medical corps of tho' Pension Bureau.
Commissioner Tanner refuses to ac
knowledge that his relations with the
secretary are strained or that these
discharges were intended as a rebuke.
Ono of the discharged employees, a
Dr. Carpenter, alleges that he was dis
charged because ho was too liberal in
allowing big rc-ratings of pensions.
He-rating, as a system, was dis
covered by General Black as' a very
neat means of showing that former
administrations had not dealt liberally
with the soldier. Theso re-ratings
were, however, not allowed to greatly
deplete the treasury by their size and
woro generally restricted to tho doubt
ful slates. Thoy attained their great
est number during the campaign last
fall. '
Corporal Tanner's accession to pow
er was regarded by a vast number of
ex-soldiers as an unalloyed blessing.
The cp; was "the old Hag and appro
priations." Thoro was to be enough
money for all, and ono would have but
to ask to receive. In tho Pension
13 urea u itself is a small but powerful
clique of pensioners whoso members
aro continually applying for increase.
An assistant chief of ono of tho divis
ions baa applied for increase seven
times in the last three years. This
cliquo saw a golden chance to obtain
re-ratings and in about tho time it
takes to tell it, a dozen of tho crowd
had mysteriously had their claims re
considered, obtaining thereby from
eight or nine hundred to thirty-five
hundicd dollars each. They literally
passed on the merits of each others
claims. Tho game finally attracted
tho attention of tho secretary, with the
result described.
Tho muttered threats heard against
the secretary, from a small circle of
theso people, ho does not heed.
