Attorney-General .Miller for the va
cancy upon tho supremo bench, tlic
other eandidatc3 decorously withdrew,

But it appears that after tho unlucky
president thought hi had made up
his mind ho woko up to a realization
of the fact that it wnu not actually and
finally niado up. Thinking it over
again, it strikes him that the clcvivtiou
of Attorney-General Idillor would look
too much liko the icsult of u deal,
made before inauguration, by which
Mr. Millor was to get tho first vacancy
in tho supreme court and make room
in the cabinet for whoever could bo
decided upon as tho most available
man. Except Mr. Clarkson, present
assistant Postmaster-General, no man
is particularly urged for cabinet hon
ors. On tho other hand tho presence
of his old friend and law partner in
his cabinet is an anchor to the presi
dent. IIo knows that in his loyally,
iitleiut, there is no guile. Mr. Miller
hinuelf says nothing about his
chances; he simply yearns in silcneo
for an assistant justiceship.
Looking away from Mr. Miller and
not finding the Now York delegation
as hot after the pluco as it usually is
after all places, Mr. lfarrison'8 eye
naturally rests next on Indiana. And
there he finds u candidate in tho per
son of Judge Woods, of tho Pcdcral
court. .1 ud go Wood's reputation ends
with tho holders of his state, as Chief
Justice Fuller's fame was limited to
the lower courts in Chicago beforo his
selection. But Judge Woods is never
theless an able man and has done
wonders for tho party in his state.
His elevation is most important of all,
moro desired by tho representative'
men of Indiana than that of Mr. Mil
ler would bo.
If Mr. Miller nevertheless succeeds
in obtaining the coveted honor, Secre
tary Noblo will probably be transferred
to the Department of Justice, where
his recognized legal ability and care
ful attention to detail would earn him
full mead of fame. In tho interior
Department, with its hodge-podgo col
lection of bureaus that bear no possi
ble relation one to tho other, there is
no harmony and too much work. It
if! a department that demands tho tcr
vicos of an experienced butinetfi man
and politician and u man who has
been a long time in national public
life. Such a man, unfortunately, Mr.
Noble is not. Such a man Mr. Clark
son, tho piesent Assistant Postmastcr
GoiiLral, certainly is, and his elevation
to tho Secretaryship of tho Interior
would bo pleasing to his patty.
