WASHINGTON.
An tntcrr.tttiiR Letter 1'rom Our IIckii-
l.ir Correspondent.
Washington, Jan. 18th, 1889.
Editok Okkdox Scout:
Tho House of Kcpresontiilivcs lias
wrestled wish the 0tntiibti3 Tcrritorinl
bill fur tovcral ilnyn, mostly in u decent
and orderly manner. Mr. Springer
and Mr. Cox wcru lic.ird at length, af
ter wfiich the avoral delegates from
tho torritoiien wore given a chance.
Tho rc.ult was that the Congressional
Record of the fallowing morning looked
like the advertising shoot of a western
real estate agency. Jt was one of the
most thrilling numbers yet issued by
that able journal, and should be read
by all admirers of painstaking and ar
tistic liars , It ia expected that as the
bill stands, the democrats not being
united in its favor on tho question of
the division of Dakota, the proposed
legislation will die in conference. Still
the admirable energy displayed by the
people of Dakota, and the large delega
tion' of representative men of both
parlies sent here by tho statehood
meetings to urgo division, may turn
the tide of battle.
Tho contest in the Honso this week
may seriously affect the fight for tho
upeitkership of tho next House. In
tho debate over tho report of the com
mittee on rules, two candidates, Iteed
and C'Hitioii, were skillfully placed on
tho defensive by tho friends of Melvin
ley and Duriows, and they succeeded
in leaving Heed and Cannon to vote
with the democrats. Tho defeat, if it
may bo called such, was of course
more a defeat of Heed, whoso leader
ship is avowed, than of Cannon. JJeed's
anger was plain to bo seen. General
Henderson is another mad candidate
for tho Hpeakcrship. I To says that tho
published report that his candidacy is
only a sttblerfugo in Cannon's interest
is a blnck lie.
The president has ordered G moral
Swaim, now suspended from the office
of Judge Advocate (Jcnoral, before a
retiring board. Tho order involves the
roinitsion of tho sentence of the former
court martial and a clearing of Swaiin's
record. J I is sentenco of suspension
for twelvo years would expire .July,
18!)0. Ilotiremont in his oaso, would
not, however, involve a vindication of
his honor, Ocnorul Swaim was regu
larly convicted, though his punish
ment was mild. General Black's
friends aio vigorously pushing his
claims to succeed Swaim. Tho only
objection urged against him is that his
physical disability, as established when
his largo pension was granted, would
necessitate his retirement in two or
'three years at most, littt General
Dlack's'frionds claim that three repub
lican senators will vote for his confir
mation. There is an element of dan
ger in tho case. There are not lucking
republican honatora who long to invcs
tigat'i tho pension ofiloo and score
Commissioner Dlaek. His nomination
would a fiord tho opportunity.
Tnd election of Anthony Higgins as
a genu tor from Delaware is welcomed
with enthusiasm by tho republicans
and with personal satisfaction In such
democrats as know him best. In t o
midst of the shouting, full pruho is
given to Senator Quay, whoso letter to
tho Delaware republican, who teemed
hut a week ago involved in a
destructive fight, brought about a
speedy settlement of all dilllculties.
Messed is tho peacemaker. Lucky is
Mr. Higgins. Two years ago the lead
er of a congressional forlorn hopo, a
poitk-ian hopelessly in the minority in
a vrot pocket owned by tho Hayards
and their kin, he is suddenly thrown
on tho dotted wavo'of victory.
On Thursday, tho ono hundred and
oighty-thitd anniversary of tho birth .of
Honjuinin Franklin, found tho monu
ment erected to his memory by Mr.
BtiU'on Uutclnhs in front of tho Post
newspaper otlieo, Btill awaiting un
veiling. It appears that Mr, JIutehius
bus been for tome time involved in a
joint debate with tho sculptor, a war
faro that became ag rcHsivo when the
ticulptor placed his name as artist up
on tho base in lottors fivo inches high.
Mr. Hutehins, as nn old newspaper
man, didn't intend to givo Mr. Sculp
tor a fivo inch advertisement forevor
free, e.o in tho dark watches of the
night ho had the mime cut oil'. It is
to bo regrettml that like time and tide
tho anniversary of Ji. Franklin's birth
wait for no man.
Three largo excursions wont to Hal
timoro this week to Kdwin Hooth's
performance. Tho fact that Mr.
J loot h never comes to Washington is
h decided a "chesnut" that I must
apologiio for mentioning it. 1 am led
to recall it by tho fact that Tuesday
night was tho anniversary of tho night
ho left Washington, tovoral years after
the nsHirsination, with tho bones of
Ills misguided brother who killed
j'nfrident Uncoln. What memories
might havo come to him, oven through
tho linco of Bhylock, as ho looked
upon tho Washington contingent that
his vow of Hint fearful night had coin
polled to come to him, opens a vista
of speculation. The ploughmuu, in
tilled tioldM uf jjottcvi turns up tho
