"influence" in political matters is
equally as great.
' WHY IS IT!
In discussing the merits of the var
ious candidates now in (lie field for
county oIUccr, why is it that the aspir
ants for the olllce of clerk and sheriff
receive the greatest amount of atten
tion, when, really, they aro of less (
consequence to the people than almost
any of the others? The clerk and sher
iff have certain duties laid down for
them, and aro under bonds to faith
fully perforin the same, and the peo
plo havo nothing to lose or guin there
by. Notwithstanding this is truo, as
every ono inus4 khow who will reflect
a moment, tho strife is centered on
these two, while the far more impor
tant ofllros of commissioner 'and as
sessor aro rarely considered or thought
of. This docs not speak well for the
good sense and discernment of the
people at large. Would it not be a
wiser course to let the clerk and sher
iff care for themselves, and give atten
tion to matters of more importance?
We will venturo to say that four-lifllis
of tho delegates to the two conventions
that placed tho tickets in the Held, do
not know any thing about tho uieii
they nominated for assessor or com
missioners. It is tho general idea that
after the all-important nominations'
for representatives, sheriff and clerk,
aro iiiado, thai it is necessary to "rec
oncile the different localities ami har
inonizo the ticket," and to that end
any kind of material, so that it is in
digenious to tho right locality, is made
to do service.
Tho olllco of assessor, in particular,
is a very important ono, and but few
jnen arc titled by education, exper
ience and natural adaptability for per
forming the duties of the olllco accept
ably, and for tho best interests of till)
county. Mo should bo a wide-awake
thorough business man , well posted in
every thing, able at a glance to cor
rectly estimate the value of lands,
stock of all kinds, implements and
machinery, mining and milling prop
erty etc. lie should bo ablo lo go in
to a general merchandise storo, or any
other kind of a storo and approximate
its value. lie should bo thoroughly
acquainted with the banking sys
tem and able to enter institutions of
thlsklndaiid assess them intelligently .
In addition to having such knowlodgo
ho should bo honest, decisive, linn,
unyielding and impartial.
If such a man could bo secured to
assess this county, our taxes would
bo reduced from 21 mills to, probably, j
8 mills on the dollar. Tho wealthy
owners of largo tracts of land, herds,
money and shares in corporations,
would ho forced to pay more in pro
portion to what they own than haft
been the case, which would lighten
the burdens of that class tho great
majority who own but n small
amount of property, but are assessed
nt about what is I? worth.
Whether the two aspirants for the
olllco of assessor of this county aro
capablo, and will fill the bill, or not,
wo cannot say. having been ulmblo to
And out much about them. If they
aro dollcient, those who know them

ted by Mr. Milo P. Ward, who re
cently closed n series of meeting: in
this city, is1 ndt such as will commend
lteclf lo the inoro thoughtful of our
i people. A resolve, made underpress
ure hi ought to bear by importuning
friends, is rarely lasting, and a pledge
taken while under a state of excite
ment, in nine cases out of ten, is bro
ken as soon as the influence under
j which it was given is withdrawn, and
emotions, ratner man to me reason,
in working for needed reforms is not
lo be commended, and that our people
failed to enthuse under tho exhorta
tions of Mr. Ward, is much to their
credit. Wo believe that Union is as
moral u town, and contains as many
earnest temperance people, according
to its size as can be found anywhere.
The statement of Mr. Ward that Un
ion was the most intemperate place he
had ever encountered, is-an injustice
to us, and must lay him open to criti
cism. If the statement is true, then
we must at once conclude that the evil
of intemperance Ins not assumed such
gigantic proportions as many believe
it has, and heroic measures for its
suppression are not necessary at this
time. A drunken man is rarely seen
in. Union, the city jail has been with
out a tenant for a long time ami our
city recorder has not been called upon
to try a case for many months. Mr.
Wards meetings were largely attended
and marked attention given to what
he had to say. Iiecausc the converts
were not so unmet ous, and the contri
butions not so large as expected, is no
reason why he should let his choler
rise and speak unkindly of us. If the
good people of Union were placed in
one end of the scales and Mr. Ward in
the other, we are constrained to be
lieve that our end would not flop up
with such rapidity as lo throw us out,
although Mr. Ward may have an idea
that such would be the result.
TUEY11A VE CONFIDENCE.
Tho Milton Eaylc, replying to accu
sations made by the La Giando Ga
zelle, to the effect that J, II. Haley,
our uomimec for joint senator, had
made the people of Milton promises
of some kind to secure their support,
says :
"No promises of any kind whatso
ever regarding division were made by
Mr. Haley while hero, .or at any other
time. Upon being questioned, he
merely said. 'I will do what is right
by the people of Umatilla county, the
minority as well as the majority.'
Regarding this question of division we
will say that with Mr. Haley in the
senate we are just as confident of suc
cess as with Mr. Mattoon. lias tho
latter given any assurance that he will
do more than a Umatilla man? No.
And so, taking tho two men, one a
democrat, the other, a republican, the
Eagle prefers the democrat first, last
and all the time. Wo further believe
that .lames 11. Haley will do us justice
in the legislature, simply because he
has so promised . ' '
Thus it will be seen that Haley makes
no rash promises for the purpose of
securing votes, but his promise to do
justice to all parties if relied upon im
plicitly by those who know him best.
What better endorsement could any
man have? The people of Union
coutitv look upon llnlcy in the same
light that tho people of Milton do, and
their faith in his integrity will be dem
onstrated next June by a rousing ma

oath. I can very easily say that tho
oath was never taken by any sheriff of
Union county. If he is so anxious for
me to take the oath I w ill say his Hon.
settled with the former sheriff, why did
he not make him take the oath he is
howling so loud about. It will be seen
by the above statement that that sher
iff left uncollected over eight thousand
and four hundred dollars which
made most of Union county's delin
quent tax.
The true inwardness of this fault
finding Judge seems to bo a desire of
periodical changes in the sheriffs
ollice, so that when his term of llice
expires he may himself step into the
sheriff's ollice. It is not because he
loves McAllister so much, but that he
loves (ioodall a little bit more. He
loves Goodall enough to issue script to
himself to the amount of several dol
lars for viewing bridges and roads, also
ho loves his pet attorneys enough to
give them several hundred dollars in
county litigation, and deny it if you
can or daic. Tax-payers may natural
ly ask themselves to what good is it to
collect delinquent or any other taxes
if the money is to be squandered in
such a lavish fashion as the above facts
which can bo and are substantiated by
tho records. Let men be tried by
their deeds and not by the theory of
party politics in county ollices. I also
might ask the readers' pardon for
noticing tho tissue of falsehoods fabri
cated in the over-anxious mind of Mr.
(Ioodall, in this open letter, but space
forbids too long an apology. 1 cannot
omit his erroneous, if not knowingly
false, statement in regard to $G,000 of
tho assessment of 188(5 turned over to
me, It is not true, it is a whopper
made out of whole cloth. It is shown
by the records that not one cent of
Wallowa county's delinquent tax was
turned over to me for collection. "A
considerable tax is lost to the county
on mortgages owned by non-residents."
(See Goodall's letter.) This
eminent Judge says he "urged and
threatened me." Yes, I admit he has
annoyed, worried, provoked, and final
ly, not satisfied with pursuing me in
private, he has now attacked and un
justly complains and accuses mo in
the public prints, but the record does
not support him. Let us refer to the
county statistics :

It will be seen that $152.57 was lost.
T would not go to so much trouble to
explain things were I not anxious to
satisfy my friends, both in the demo
cratic and republican parties, that 1
havo used untiring dilligencc in secur
ing taxes on mortgages of absentees.
In this connection I would suggest
that tho names of tho mortgagors were
not furnished by the assessor, nor were
the descriptions of land given against
each mortgagor. Eor each year the
land was assessed to each mortgage
company in bulk. "Delinquent tax
payers (misnomer) are continually
leaving the county, whereby the tax is
lost lo the county through the neglect
of tho sheriff, and who the sheriff
should interview." "Who the sherilf
should interview." Tin's is aspeciman
of the Judge's exploits in English
Grammar. I imagine his logic is on
a par with his distortions in logic and
misrepresetations of facts. This hunt
er up of trifles seems to watch name
less and off-hand contributions from
various points in the county about
citizens going to other points. Let us
see. He speaks of tho Cove corres
pondent to your paper and the depar
tures from there. Re it known to you
O. V. Goodall that theso same Covo

laborious, clumsy, unjust and vindict
ive contribution to the passing news
paper literature of tho day, hatched

ion county, I ask your indulgence for
directing your attention to this un
called for attack, and I think you will
agree with mo that 1 havo shown you
by the public records as may be found
in my hands, and that I neither exag
gerate nor misrepresent. To attempt
to meet all tho insinuations and false
hoods deliberately coined by this un
wise Judge would take too long and
too much of your valuable space and
I do not beg any pardons.
