clock in the forenoon, and to spend a
greater part of the day, until 4 1'. M.
in gossip, reading the newnpapern and
promenading in the corridor. At
half past three o'clock they began to
make tlieir toiletK for tho closing hour

Practically there haH heen no Com
missioner of Patents; during the pres
ent Administration. Sir. Cleveland's
first appointee was a criminal lawyer,
named t Montgomery, who, if he had
heen asked at the time to define a pat

The employees, clerks, examiners,
bureau chiefs and copyists, turned
their energies to play, while thirty
thousand inventors, paying into the
Patent Ollice over a million of dollars

change came in the shape of tho pres
ent Commissioner, Mr. Hall, an intel
ligent, educated, phlegmatic man, who
not only know how to define a patent,
hut did nothingbtit defiinc, refine, su
per and suhtcrfmc them, until his sub
ordinates and patent lawyers cannot
find his meaning.
His definitions, in the shape of de
cisions on cases appealed to him, have
been in the teeth of the law and estab
lished usage, and have thrown the
practice into confusion. Meanwhile
the actual work of the Patent Ollice,
that of examining inventions and issu
ing patents, has gone from bad to
worse. Mr. Hall, absorbed in the mys
teries of abstract Patent law, a'picars
to be unaware that the immense force
of principal and assistant examiners
are months behind with their work
ami are making no effort to catch up.
This is not an overdrawn picture of
tho condition in which Mr. Vilas
found tho Patent Ollice. To picture
the chagrin, tint despair and the agony
of the thirty thousand or more inven
tors, whose rights under the Patent
law have been so shamelessly delayed
and neglected would require the gen
ius of a Dore.
Mr. Vilas has a Napoleonic habit of
poking about the camp incog, and
without brassdiaml accompaniment.
Last week ho took u'stroll through the
Department. He saw things that are
(piite familiar to tho habitues of tho
3'atent Ollice, but which tilled him with
righteous wrath. His salaried men
were reading, telling stories, joking, lol-
ling with their feet upon tlieir desks,
as oblivious to surveillance as to the
distant clamor of thirty thousand
swindled applicants for patents.
Then Mr. Vilas inquired concerning
the condition of a case about which
the inventor had written to him. If
any but the Secretary of the Interior1
had appealed to Mr. Hall he would
have got only such plausible oxplana-'
tion as tho negligent and culpable ex- 1
amiuer could make up. Ho probed i
tho matter and found that action on i
the case had been wantonly neglected. ;
The inventor, who is a very poor man, j
had lost several hundred dollars. Hut
this is only one of many thousands of'
cases.
'fho result of Mr, Vilas' tour of in
spection, was an order issued prohibit
ing reading, letter writing, gossiping,
loafing and visiting among the em
ployees of the Patent Ollico. The or
der is excellent. lint its enforcement !
"There's tho rub." The employees of
the Patent Ollico occupy as many as a
hundred rooms, ami they work or
rather avoid work with closed doors.
They aro skilled in tho ai ts of evading
.espionage, ami if school-boys contrive
to oat apples and read dime novels tin-
.dor the eye of the teacher, what can
not these older oll'cndcrs do behind
.closed doors, screens and mammoth
.desks.
Tho wretched condition of business
(tindor tho present head of tho Ollice,
.and his eccentric rulings has suggest
ed a remodeling of tho V. K. Patent
Oillco and its laws. Senator Gorman
mas introduced a bill in the Senate to
establish a court with three judges,
whose duty, among others, shall bo to
hear urn! decide appeals from the nil
jugs of tho Commissioner of Patents.
