THE OREGON SCOUT.

EDITOR,
City and County Official Paper.

.1 HAD SYSTEM.
Wo litivo an illustration of the work
ings of the pet scheme of ninny people
of this country, for the ovcrnmc:it
to own the railroads, in tlie squabble
over the proposed Manitoba rnilroad.
The 'povernincnt" Iiiih a very large
interest in the Canndian Pacific rail
road, and the managers of the line
think they should have the exclusive
railway privileges of all the British
possessions in America. When it is
proposed hy the people of Mnliitoba to
have an opposition lino, to get the
production of their soil, of their mines
and forests, and of their industry to
market, tin attempt is made to heart
them off by legal processes. The gov
ernment in this case is the most soul
less and troublesome monopoly im
aginable, us indeed, it would bo in
any like case. This great monopoly
rcaons thai, the people of Mmilolm
must await the pleasure of the Cana
dian Pacilio to get their products to
market. It will fiiinish thcin faciltie
when it gets ready, whbh is to indefi
nite to encourage enterprise. Monop
dyis always assumtivo and insulting
to the rights of the people, no differ
ence whether the monopoly is control--led
by private individuals, or by the
4 'government.." "Wo must, have
competition, and that is what the peo
ple of .Manitoba propose to have, and
they are ho prcsistent and determined
in their reasonable demands, that
they are almost certain to have com
petition. Monopoly of anv kind of
power is galling and oppressive. Mo
nopoly of the power of government
like an empire, is the most oppressive
monopoly. The centering of all kinds
of property in the government has the
sumo tendency or worse. The sine
cure.? paid for out of the public crib
arc now piito numerous enough', and
it would be u better job for this renin
try ir u few of them were lopped off,
than if u wholesale number wore add
cd. Napoleon Bonaparte was a mo
jiujioiinl oi power, aim Europe was
compelled to send him to St. Helena,
in order to have pence in tho familv of
nations. The Western Inion tele
graph company is a great imdrieh,
....... . . i . . j i i . ..
curpui-uiioii , uui, n. nas nvais mat are
great and rich, and would ovorshad
mv ami oui grow mom it tiiey were
autocratic with their power. This is
competition, and we in this country
Jiavo un infinitely better service, with
very much lower rates, for telegraph
ing than (hey do in Jingland, where
the government owns all the telegraph
lines, except those owned by tho nows
papers for their own exclusive use.
i no crauus in tiiis country who want
the railroad and telegraph Hues owned
by the government, are respectfully re
ferred to the people of Manitoba for
example of the practical working of
tho one system and to tho pooplo of
England for an example of tho bene
ilicout. and accomodating service of the
other. Theory is a good thing to feed
tho mental gastric economy of super
ficial craukR, but practice is the sub
Htantlal food demanded by the think
ing apparlus or the common everyday
merchant, farmer and tradesman, by
tho pooplo whoso pockets and business
nro effected by the great systems that
aro tho out growth of recent progres
sive discoveries. Tho people of the
United States are henrtily in sympa
thy with those of Manitoba, and ad
miro their grit and determination.
Wo hope with them that the backbone
of tho groat, monopoly may be effect
ually broken, and that competition
onotigh will bo furnished to give Can
ada decent service and fair ami honor
able treatment. Statesman .

doing away with the board of officials
required by tho present system of tax
ation with its incentives to fraud and
corruption. The Labor party further
propose to promote tho welfare of the
commonwealth and secure equal
rights to all by placing under public
control such agencies as arc in their
; nature monopolies. It will have mu
nicipalities supply their inhabitants
with light, water and heal, Have the
(Joverinent issue all money without
tlio intervention of banks, add postal
saving banks to the postal service and
assume public control of railroads.
Some of these principles are revolu
tionary in character. That of making
land pay all taxes will doubtless prove
attractive to hundreds of thousands in
large cities, and a large vote is cer
tain to bo polled for fJcorgc and his
platform at the oust i;ig election in
the Umpire State. The Socialists,
however, denounce him and his pol
icy, and at a meeting held in New
York City the name of tho Great
Theorist was received with great hiss

Electing senators by state legislature
gives rich men and corporations to
much chance to manipulate the mem
bers of a legislative assembly into
their own views of measures, It is
much easier for them to influence a
few men than it would be to get into
tho good graces of the voters ai large.
It is too often the case that men elect
ed by the legislature to tho Senate ( 1 l);,ir
United States arc not the men the
people at large desire to sec fill those
ofllccs of trust. It is too often fie
case that there is a "rabbit in the
bush," and the "you must tickle me
if I tickle you" principle is the only
one on which a senator is elected.
Some political aspirants for office will
have their man picked out and vote
for him purely from tho belief that it
will assist, them to obtain the realiza
tion of their pet schemes. This would
be nioro difficult to accomplish were
our honators elected by a direct vote
of the people. Wo believe tho farmers
of Texas did the right thing when
they voted unanimously to elect sena
tors directly by the pooplo of the
several states. The dav is not far dis
tant when, not only our U. S. sena
tors, but the president of th! United
States, will be chosen by a direct vote
of the people.
The terrible railroad disaster at
Chatsworth, in Illinois recently, in
which so many persons were hurled in
to eternity witnout aniomcnt's warn
ing, appeals to humanity with uplift
ed blood-stained hands imainst tho
recklessness of railroad companies in
allowing their trains to bo over loaded
and that too in tho face of the fact that
they know' their road is not what it
should be. These disasters are of too
frequent occurence of Into for tho pub
lic to shut their oyes to the fact, that
tho grossest carelessness is being prac
ticed by railroad companies to theini-
miuineut danger of human life. It
is about time that the pcoplo should
rise in their might, and demand of
railroad officials (hat human lifo shall
no longer bo made a sacrifice, that the j

The Labor party of Xcw York has
adopted a platform of principles and
iiomlnutcd a full ticket. Now York
r doo9 not oloet a (iovornor this year,
nnd tho huad of tho ticket is Henry
C!eor(o, for Secretary of State.
Tho platform approves of tiror&o's
laud theory, hut does not aim at se
curing tho distribution of wealth by
force. It. tlocu not propose to disturb
any man in his holding or title, but by
abolishing nil luxes on industry or Its
products to louvu to the producer the
full fruits of his exertion , and by tho
tuxutlou of laud values only to duvoto
to thu common good these values,
which, arising not from exertion, but
from tho growth of society, belong to
tho community at-a whole. Tho in
creased taxation of land is not accord
ing to ami but according to value.
The Labor party therefore claims thai
while It relieves (ho working farmers
small homestead owners of tho undue
burdens now imposed up on them, it
will mako speculation in laud unprofit
able, and thus throw open abundant
opportunities for the employment of
labor and tho building up at homes,
whllo simplifying tho (lovernmcnt by
corporations may bo enriched. It is
about time that the people should rise
in their might and demand in tho
name of justico and linnianitv, that
these terrible heartrending catasro-
phies shall reuse, or that tho selfish
blood of greedy railroad otlicials will
run red with vongoueo of an alrcadv
too long suffering public. The charges
which coino up against tho otllcers of
a road when ono of theso lifo destroy
ing accidents occur, of their solfish
neis, their brutality, and their almost
utter disregard fon lifo. has been so
well sustantiated by many eyo wit
nesses, lliat. that alono should bo suf
ficient to place them during tho rest of
their natural lives behind the prison
burs of tho peuitontary.
