in wheat, of course, makes the temp
tation to falsify stronger than usual
this year, but what a commentary on
speculative desperation and madness
is furnished by the fact that, to accom
plish personal ends, crazy, icckless
gamblers will not hesitate to poison
the very sources and fountains of pub
lic information and knowledge. He
who puts poison into a well is justly
execrated as a villiau ami a criminal of
the deepest dye; but the black-hearted
rascally speculators: are allowed to
send out false reports and misleading
lispatchcs all over the country for the
purpose of stealing the money of their
victims, without a single word of re
buke. Can there be no law to punish
such scoundrels as they deserve? or
must this business go on until half the
country is llnaneially ruined by it?
Every well posted man knows that

lipatclies or reports sent out by
speculators regarding railway stocks
or grain. Thn majority of t hem aro
intended to mislead and deceive, and
if, by chance, tho real truth is told
occasionally, it is only for tho sake of
variation in coloring, or because the
gamblers can make the truth more
serviceable to them for the time hulim
than a lie. Thousands if not mill
ions, of dollr.rs have been lost on
wheat alone in the Chicago market
during the past few years, by believ
ing lies concerning the condition of
crops in this country and in Europe.
It would seem that the ipcculatirs
must have a regularly organi.ed It ti
reau in Mew York and other cities,
with ramillcaiious tar and wide,
whose miriness it is to get up reports
-about tho stock market and about
grain, and then scatter them broadcast
through the laud. .More than this,
i:iirhiin well known statisticians and
agricultural writers in Europe are do
liberately hired, it is believed, on Ibis

were very beautiful, specially so was
the adornment of the portrait, of the
Queen at the head of tho grand stair
case. From a lloral crown at the top
of tho picture, two streamers of (low
ers were suspended , one bearing the
date of the Queen's ascendency to the
throne, 18:(7, and the other tho year
of the jubilee, 1887. A similar rib-
j bou ornamented the bottom of the
portrait, bearing the letters V. 15. I.
' iu brilliant colors. There was no
j speech making but at the end of the
dinner, Secretary Uayard proposed the
toast, good health, long life and
prosperity to Queen Victoria. After
the toast was drunk, MinUtcr West
proposed the health of the president
and these simple ceremonies closed
the dinner.
The Society of St. (Jeorge is the
douatorof tho ward iu the Cartield
hospital in commemoration of the
jubilee, a most useful, and, iu re
membrance of the sympathy shown by
the Queen during President Curlleld's
last illness, a most appropriate jjift.
One tea tu re of the dedication exercises
was the opening with prayer by Rov.
Dr. Giesy of tho Protestant Episcopal
church, and thoclosing with the ben
ediction by Enhhi Stern of the .Jew

The civil service commission lias
invited the secretaries of the illtierent
local civil service boards of the princi
pal cities to meet on the :21th. of .luno

for the purpose of systematizing the

them practically tho same in all the
larger cities of the Cnlted States.
Dr. Hamilton, chief of the marine
hospital service expresses the belief
that there is no dauber of a further
spread of tho yellow fever at Key
West, Fin., every precaution having
been taken to prevent the spread of
the epidemic. The simplest sanitary
rules, such as are applied lo any well
ordered household, would prevent the
origin of tho disease. A local law,
Well enforced, that would keep drains
ami tho gutters of the streets open and
sprinkled with lime or copperas, ami
yellow fever no longer will be tho
dreaded pestilence it now is iu tho
cities of the South-east.
