Grand Jury Report.
A Document Rather Out of the
Usual Run.
SJOMF. rUP.TlNKNT SUOOr.STlONS.
To the Hon. Circuit Court of the
State of Oregon for Union County.
We, the Grand Jury, in and for
said county and state, duly empaneled
on the Lltii day of Dec. 18SC, respect
fully submit the following report:
We have been in session, in all,
ten days.
We have found and returned into
court three not true and one trite bill
of indictment.
We have examined the Sheriff's
office and find the same well kept.
The Sheriff has furnished Us. with the
following statement :
Amount of di limiucnt tux, August
20th, lvSMi, $10,:?2S.O!). Amount of
delinquent tax collected by A. N.
Hamilton, to date, $2,lliY.:M. Re
ceipts taken up from person- who
were returned delinquent A. L.

Good.ill.fbv McCubbiti) $2.00. Total,
2. :1T0 70.
Total delinquent tax to date, ?7,9.i?.
.'59. We find that the former Sheriffs
have collected n considerable amount
of this, which has not been accounted
for, and we recommend to the county
court the necessity of holding them
strictly to account for the same. We
also think it Would be economy to
drop from the tax list the names of
persons that have left the country or
have died, and have left no property
out of which the tax may be collected.
We find that former county courts
have failed to require the Sheriff to
make tin- required oath in making re
turns of the delinquent t.x list. We
recommend the law be rinidly en
forced ill rtferetice to the collection of
taxes, and that the Sheriff take the
oath prescribed by law. Also that the
county court require the county treas
urer to settle promptly at every regu
lar session of said couutv court and to
call in county Warrants in their order
as fast as the treasurer has fund with
which to pay them oil",
j We have examined the county jail
j and tind the .une well kept, the pri
I oners securely and if ell provided for.
I We hnv rxuinined the county out-
hitilJ'tigk and tind them in bad con
I ditlon. We recommend that the
county court have sid buildings taken
I aW.y add tic' ones put in thcii place,
I ami said tieW ones kept ill order.
We JiaVe examined the Cotinty
iCl tk's Office. We earnestly rec'u-
mend Hut the books in Cleik's olli.v
! be kept ill a dilfeient shap. In the
Way tl'e book aru now kept it kcenis
j that all account re kept together.
I While wo think they can be under-
stood in their present shape, We think
il woillil he much Oetler to have each
iccount kept separate, so that (mind
Juries, hereafter, Can see itt a gluilec
what each office receive during the
year, and also What is paid out during
l he year.
We find that the papers, pertaining
to the Judgment Rolls, and Probate
matteJH id the Glcrk's office, ate in a
bad condition as tlu v now uivi and
i recommend that the county court in
i cur the necessary expense of putting
the same ill neat and proper shape,
and thai, they bo kept in lite vault, and
no one except the clerk oi' Ills dcpil
tics lie allowed to handle them. Also
that the comity Court incur the liec
cssaiy expense of indexing euiluty
Warrant. from J til v, Jtirif), until the
present, iiieiiiilbcnt took the ollli.e in
July IhbiG, and to requite the present
cleik to continue such indexing dur
ing hi term of ofll e without extra
pay, so that Ihu financial condition in
the county may be correctly ascer
tained. The futility Olurk has furnished in

ward of $5,000 for the recovery Mf the
dead body of Willis Skiff and afterward
made an appropriation of $1)00, to be
used as the expenses of parties search
ing for the body in order to secure the
reward. We are of the opinion that
the reward wa sulfieient to induce a
thorough search for the bodv and that
the appropriation of $500 was unwar
ranted. We have examined the condition of
the county paupers and find them con
tented and well eared for.
We recommend that the county
court cause mutlled dontk to be put in
the circuit court room in place of the
doors that are in use nt the present
time, as the noUc of the opening and
shutting of the doors now in use is the
ouuc of great annoyance and incon
venience in the court room.
We find the present state of affairs
in regard to our public roads and high
ways in u de) lorable condition, and
ask the people of Union county to pe
tition the incoming legislature of the
State of Oregon to enact some kind of
liws to relieve us of existing complica
tions respecting otir road laws.
