Dr. Lombroso, a representative of a
number of scicntilic men in Italy who
for tho last few decades have devoted
themselves to a careful study of crimi
nal types. Their point of view is a
strictly scicntilic one they regard a
crimp as tho expression of a dangerous
trait ot cnaracier. a no character is
moro important than the act. More
over, the criminal is not a spontane
ous, capricious product; Sic clous not
stand alone, but belongs to a class
Thus tho anthropology of the criminal
classes becomes a distinct object of
study. Again, criminality is essential
ly a morbid phenomenon, and is a de
fect analogous to insanity or idiocy
In this aspect tho criminal is a psychol
ogical slimy. 10 cliarnctcmc the spir
it of this movement in a few words,
one may say that it lavs stress on tho
criminal rather than on tho crime.
In general one may recognize three
types or causes of the outbreaks
against tho social order physical, so
cial. and anthropological. Among the
lirst maybe mentioned climate. In tho
Argentine Republic the sharp changes
of temperature favor a revolutionary
character in the inhabitants. The sea
son of year influences the amount of
crime; crime predominates in the warm
months. Uf l'Ja revolutions in burope,
the months of Juno and July have the
largest share; November and January
the smallest. So. too, heat is a factor.
Southern countries Italv, Spain, and
Greece have the largest number of
revolutions; northern countries Rus
sia, Sweden, and Norway have the
least. Geographical position and other
physical causes could bo added. As so
cial causes Dr. Lambroso regards the
struggle for supremacy among the va
rious social castes or classes; a dishar
mony between the existing civilization
anil the prevailing economic condi
tions; an opposition between the politi
cal forms and the national feeling and
needs. Such are the moro constant oc
casions of revolutionary outbreaks as
shown in history. Merc accidental cir
cumstance';, such as the appearance of
a great lender or writer, must also bo
considered.
Finally, the following are the promi
nent anthropological causes: The co
existence of rnees not really assimilat
ed, with, perhaps, a tendency to politi
cal changes, hereditary anomalies of
character, such as criminality and mor
al insanity, or acquired anomalies, as
alcholism and insanity. All those go
to form three classes criminals by he
redity, by habit, and by mentar dis
ease. These have furnished the subject
matter to the new science of criminal
anthropology.
One must not suppose because these
criminals are clas.-ed under the insane
thoy will not bo active in political
crimes, for though they may be men of
small intellect, yet tlio absence of the
restraining power of a well-developed
moral sense makes tho bridge between
thought and action shorter and smooth
er. A mere fanciful conception of possi
ble crimes will take so strong a hold
on thoir minds that the act itself will
follow. More sensible and rellecting
criminals would be repelled by the con
sequences and dangers of the act. In
addition to this class of criminals, who
become breakers of tho peace simply
because that happens to be the most
accessible method of venting their por
verso instincts, there is another class
who are led on by a wild passion for
the destruction of tho old and tho crea
tion of something now. They need rest
less activity; thoir present condition
seems the worst possible. As a rule,
too, they are very fond of notoriety,
Thoy are in love witli crime. The pain
of others is a keen satisfaction to them;
its horror attracts them. Tho French

The modern anarchists, socialists,
and dynamiters no doubt contain an
clement of these hereditary criminals,
who uso tho political object as a mask
for thoir instinctivo tendencies to law
loss outbreaks. Tho socialistic and the
criminal types of faco presont strong
resemblances. In somo cases the intro
duction of such a criminal element
transforms a purely political organiza
tion into a baud of outlaws; tho Mollie

All these facts urge the study of
theso defective classes. Society lias a
right to defend itself against those ene
mies of all peace and progress. Hut
the punishment must be directed to the
removal of the evil. Tho born criminal
can read ly bo detected; tho craniologi
cal peculiarities, tho absence of a moral
sense, the reckless cruelty of his deeds
point him out. Tho treatment of these
must aim at removing all opportunities
of indulging their passions, for moot
ing others of their kind (for the opi
domic contagion of this disease is one
of its worst characteristics,) for bring
ing into the world others fated to fol
low in their footsteps. For their chil
dren housos of correction and careful
discipline should bo at hand.
Tho relat on betweeen insanity and
crime is ono of both causo and efl'ect.
Esquirol has shown an increase of in
sanity and suicides at each outbreak of
tho French revolution. Lumier de
clares that tho excitements of 1870 and
1871 woro tho more or less indirect
causes of 1,700 cases of insanity. This

inonl, tending to prounouueed insanity
in one d roction and to pronounced
criminality in another, is brought to
front by n common cause. Very fre
quently, too, both tendcnclos can be

for example had attacks of maniacal
exaltation pud a passion for continual
ly scribbling. lie had a sloping fore
head, wa3 prognathous had a promi
nent jaw and high chock-bones, and a
haggard eye, all of which correspond
closely with t he insane type of face
Later his delusion of ambition changed
into tno of persecution and homicidal
i monomania. Dr. hoinbrosn cites case
after oiw, all telling the same story.

agrees with the opinion of an Italian
alienist that his trial was simply "scan
dalous." The real place for such be
ings is in a much-needed institution
an asylum for insane ciimiuals.
A few words as tocriniinals who have
acquired their sinful traits. Alcohol is
tlie most common caiue. This always
plays a prominent role in political out
breaks; the French revolution is no ex
ception. Hero is another great practi
cal problem needing solution.
So very hasty a sketch of an impor
tant theory is necessarily unsatisfactory.
It may serve, however, "to call attention
to the fact that a change in our view of
crime and criminals seems about to
lake place.
The soveral interests involved in this
change of view are many and impor
tant. When a chemist is called to
court to give expert testimony tho law
accepts tlie results of .science as final
but wlion tlie doctor testifies it is at
onco evident that tho medical and legal
points of view aro essentially diuercnt
and in conflict with one another. The
law is interested only in the question of
responsibility, anil ilemanils a "yes or
"no" when "a truly scientific nnswor
can not be given in that form. A
medico-legal case almost always pre
sents strange inconsistencies. The law
should certainly be as ready to accept
the testimony of science from the doc
tor as from the chemist, anil should re
member that they may both bo equally
valuable though not equally ilelinitc

principles of tho law courts, a great
and beneficial change in tho treatment
of alleged insane criminals is sure to
follow. Our knowledge of these mark
ed classes is becoming sufficiently av
curate anil scientific to warrant a prac
tical application of these views in tlicu
legal trials, and a theoretical appreeia
tiou of them in our theories of ethics.
Farmers Can Raise Their Own Trout.
.there are many larmers who own
trout streams, and would like to have
them restocked, and somo others very
feebly attempt to do it by putting in
few thousand young fish. This would
restock a small stream if it were done
oven year for some years. Hut it is
folly to suppose that a largo stream.
which has been fished for years, and
thousands taken from it every year
can bo restocked quickly by putting in
a few hundred, or even a low thousand
young fry. It is much easier to stock
a stream than to raise fish in pond.

about forty-five days old which is
about the time the fish culturist lakes
charge of them until they are ready
to feed, thoy are then tolerably able to
look out for themselves. In stocking
a stream with trout, tho young fish
shoulil be taken to its lieail-wnior '. or
put into tlie springs and little rivulets
which empty into it. As thov grow
larger, thoy will gradually settle down
stream, and run up again to tlie head
waters in the fall and winter tospawn.
When putting fish into a stream, do
not put them suddenly into water much
warmer llian that ot tlie vessel in winch
they have been transported. Thoy
will not be so likely to be injured by
putting them in water a few degrees
colder: but try to avoid all sudden
changes, and gradually raise or lower
the temperature of the water in which
vou bring them, until it is oven with
that of the stream in which thoy aro to
placed. Perhaps in no branch of fish
culture, are the results moro immedi
ate, or more apparent, than in restock
ing streams. Very many inland streams
that were onco inhabited by trout, are
now wholly depleted, not only of that
lisli, but of all others. They aro beau
tiful, sparkling little streams, but so
far as food-producing element goes,
thoy aro valueless, and in a largo ma
jority of cases-, thoy make a wonderful
return lor tno resiocKing.
No brook, that has onco contained
trout, need bo without them if tho wat
ers remain pure and cold, l believo
there are no waters moro satisfactory
to stock than brook trout streams, be
cause they aro always buforo you. In
stocking waters with shad or salmon.
thoy migrate to the ocean, and only re
turn once a year for the purpose of
spawning; with salmon-trout ami white
fish, thoy stay most of tho time in tlie
dee) waters of our lakes; but brook
trout remain where they aro placed,
grow, and aro caught among tlie resi
dents, and contribute directly to tho
support and amusement of tho people.
