President Cleveland in his wisdom
)ias seen tit to recommend that con
gress appoint i permanent board of
commissioners for the purpose of look
in,' into, and invosliontiii"; the cause
of labor strikes, which have' reccutly
been of frciincnt occiirrence. and hv
whirh trade has been partially pat
nly zed, honest workmun tin
of employment, which ha caused
or less suffering, and human iife has
been sarrillscd, all of which has been
the outgrowth of a eoullict between
employers and employees. We sup
pose this commission 'would be inves
ted with the power of not only finding
whether the causes which led, or in
the future may lead to the open rebell
ion of the Knights of Lr.bor, are just
causes, and that the Knights of Labor
arc either right or wrong, but to com
pel cither the. employers or employees
to settle the dilllculties between them
upon the terms proposed by such com
missioners. Otherwise, it would seem
to us thai if the tatter power h not
delegated to them, that lamely having
the authority to investigate the cause
of strikes, leaving the setlleineiitof the
dilllculties to the pur! his directly con
cerned, or to await the action of leg
islative measures, would he a mere
fnrco. In our humble opinion, the
appointment of such a boHrd would in
no way facilitate the adjustmentof the
difllculties between the employers and
cmploceos to any considerable extent.
It might for the moment, but it would
bo just as hard to arrive' at an amicable
settlement of the (inferences a if loll
between the parties themselves. If
tho laws of the different, states in re
gard to unlawful gatherings cannot or
will not now he enforced against such
rcrolts, how much better will it be,
or bow much more rigidly will the
laws be enforced at the dictation of a
few men constituted to devise means
of settlement!1 Will their proposals
to the parlies be aeeceded to any more
readily than the propositions of cither
of the parlies themselves? We do not
believe in capital or moneyed corpora
tions grinding the laborer down be
cause it is in their power so to do.
Neither do we believe thai labor should
so antagonize capital that the ousiiiess
of tho country should sulfer stagna
tion thereby, (.'.ipiial, it is true, is
potent, the same is true of labor.
Both should 1:0 hand in hand. Capi
tal should receive a fair prolll. on it
Investments, and labor should like
wise receive a fair compensation for
its service. Wo believe in the Knight,
of Labor defending thorn-elves against
the real wrongsnot the fancied ones,
that may be unduly imposed upon
them by an unscrupulous corporation.
We likewise believe in capital and cor
porations defending theniielves against
the dictations of any body of men,
Who choose to eoerce any corporation
into submission of their terms of Mime
rnncled wrongs. The results of such
strikes do not tend to yain tho sympa
thy ot those who coolly look upon the
matter with unbiased minds, and if
any sympathy really exist, it is gen
crallv dispelled by the parties engaged
coming in direct and open hostilities,
ending iu the shedding of human blood,
in which, as most cases have turned
out, innocent parties have been the
victims.
