one of the latter is placed by mistaken
friends in the editorial chair of any
nowspapcr, and giron unbridled li
renso to vent his spleen , and full scope
for silly chatter on matters that should
receive tho serious attention of men of
hemic, tho curtain harrangues of Mrs.
Caudlo, sink into insignilicauco, unil
the onlv result is "confusion worse
confounded." Wv arc led to these
reflections by tho perusal of u column
mid a half of driveling nonsense which
appeared last week in one of the La
Grande papers, relative to the condi
tion of county affairs, and the position
taken by this journal therein.
It is a fact, and has been doubtless
noted by all, that tho greatest amount
of talk indulged in concerning the ras
cality of private individuals, and ofll-
cials of high and low degree, is al
ways by blatant wiiulhags, who carry
none of tho burdens themselves, who
pay no taxes, and who are utterly ir
responsible for anything they say.
"If 'tis a pity, pity 'tis, 'Ms true,"
and we nave no desire to enter into a
controversy with such , The Scout is
tho ' 'mouth-picro" of ovory honest
man in the country who desires to use
it to express an earnest thought. We
nro glad to havo any question of pub
lic importance ventilated in its col
umns, and while wo are not answera
ble for the sentiments expressed by
our correspondents, we deslro to give
evcryono a hcarkig, and draw our
own conclusions.
Tho Scout is indopoudant in every
thing, neutral in nothing, and what
ve givo utterance to, editorially, we
will be found responsible for. Possi
bly wo may err in judgement, but if
we do, are over ready to be enligh
tened, and to maku amends. "When
tho vile aspersions of one of tho above
mentioned grannios can affect us in
the least degree, in the estimation of
intelligent people, we shall bo great
ful to any kind friend who will take
u bare bodkin and usher us on to an
other stage of existence.
An AsHOSSinotit Law.
Some of tho principal features of the
proposed tux bill, prepared by tho tax
commission. The bill provides for
the assessment and taxation of all real
and personal property in the Mjito,
and of all personal property or the res
idents of the state. No matter where
It may bo, railroad , Insurance, ex
press, telephone, sleeping-car, wagon-road
and bridge companies, shall
bo taxed on their gross receipts, tele
graph companies on miles of wire.
The trqo cash value of mortgages hav
ing been ascertained shall bo assessed
to tho morgngco and morgagor in pro
portion to their re.ipectlvo interests.
Each county shall ho divided into as
Bcssment districts and the assessor
fiball appoint a deputy, subject to tho
approval of tho County Court for
each district, who nhull adjust assess
ments in accordance with the true
cash value of all property. Assess
ments shall he made upon all proper
ty us it existed on tlio tlrst day of
April in Cituh year, and the roll must
be complcto on the 16th day or .May.
Taxes of all classes, stato, county,
road nnd school district shall be pay
able in a lump to county treasures,
duo Oct. 1st. each year and delinquent
dun. lbt , followingafter that dato tho
roll is turned ovor tu the sheriff and fi
per cunt, added and power to distrain,
nud sell properly , etc , and provided
rules for redemption of property sold
for tuxes. Taxation of property is an
important question and the proposed
plan ought to bo well considered by

There is a move on foot to have the
registration law declared unconstitii
tioiiai. aii injunction suit was
brought in the Stato Circuit Court at
Portland, on Wednesday, against the
County Court of Multnomah Countv
to restrain it fiom putting the regis
tration law Into effect, Tlic judge,
after hearing the argtiirent, decided
that thorc was no equity in tho bill of
complaint presented, that tho plaintiff
was not entitled to any relief, and dis
missed the bill. The case will be
carried to tho Supremo Court, which
will fully test the constitutionality of
tho law. It will bo a good thing to
hnvc Hits case disposed of, as it lias

throughout the State.

resolution says, should do her utmost
to support all the efforts that may be

it is suggested, should negotiate with

country to join with Germany iu the
coinage of silver of full value, and
thus enable other countries to resume
tho unlimited coinage of silver. The
resolution of collide is warmly com
