Bwcr to your request for particulars of a
conversation I had with your father, and
to which I alluded in n speech before tho
chamber of commerce, tho following is my
best recollection:
About four years ago I sat beside Gen.
Grant at dinner. There were many cmirti's
slowly served, and tho entertainment lasted
beveral hours. We discussed many mutters
suggested by his travels around the world,
and among other things lie- aid to metliat,
when in China, Prince Rung, who was re
gent and tho real ruler during the minority
of tho emperor, told him of their contro
versy with Japan. War was to b- de
clared, and tho prince thought it would be
a long nnd bloodv one, and asked Ucn.
Grant if he would act as arbitrator. The
general declined for want of time, but prin
cipally because ho was a private person
nnd had no power to enforce his dei Nion.
Ho suggested, however, tho terms of com
promise. When in Jnpnti shortly ntter
ward the mikado's ministers told their
nido of tho trouble, and revealed the fact
that several of the European governments
were actively stirring strife on both bides.
Imping to benefit by tho war. The hhiiiu
request was mado to him on tho part of
tho Japanese government to act as arbi
trator and, again declining, ho stated the
substance of tho compromise ho had ad
vised for China. Tho two nations adopted
MtlHtantinlly tho terms proposed by Gen.
Grant, and a disastrous conflict vim
averted.
Tho conversation drifted into his rcla
lations with President Andiew Johnson.
His narrativo of this period was one of the
most graphic descriptions to which lever
listened, and it is unfortunato for history
nnd posterity tliat it cannot bo preserved
as it was told. It haB the local coloring of
conversations with and statements bv tho
chief nctors, and of tho situations of par
ties and persons as events occurred, invul
uablo as a portraiture and estimate of tho
times.
I said in my address Gen. Grant perform
ed services to his country which were un
written, quite as important as any that
were recorded, and 1 think this narrativo
will bear me out.
This is tho substance of tho story: John
son began tho day after tho assassination
of Lincoln loudly to proclaim at all times
and places with constant reiteration, tho
shibboleth, "Treason is odious and must
be punished; and the chief rebels shall be
hung?" To give effect to this sentiment, as
soon as ho was inaugurated, he insisted
upon the United States courts in Virginia
lintling indictments against an uio leaning
members of tho confederacy. IIo also
wanted tho officers in tho rebel army, who
had left the regular army to join tho rebel
lion, to bo summarily dealt with by court
martial.
These movements of tho president pro
duced tho greatest consternation through
out the South. Tho confederate leaders
Appealed to Grant to protect them on the
parole he had given, lie saw Johnson on
tho subject, only to bo informed that tho
president was by tho constitution commander-in-chief
of the army, and that any
thing done by tho commanding general on
tho licld was dono subject to his approval
or rejection, and he rejected tho terms.
Gen. Grant urged that Leo had surrendered
on theso conditions, that tho rebels dis
banded their organization, submitted to
tho situation, and were carrying out in
good faith their part of the organization,
and every consideration of botli honor and
cxperienco demanded good faith on the part
of the government. Thoothercourso would
have led to endless gucrrila warfare, con
ducted in a country admirably adapted to
it by desporato and hopeless men.
Johnson obstinately adhered to hisviows
and assumed authority of commander,
when Grant flatly said that if there were to
be any court mnrtials one must bo called to
try Gen. Grant first: thatho would by every
means in his power protect his parolo and
appeal to congress and the country. In
tho halt called by this attitude of Gen.
Grant a very remarkable change occurred
in views of President Johnson. Gen. Grant
discovered that tho most frequent and
favored visitors to the Wliito houso wore
tho men whom the president had pre
scribed. In tho general's opinion Johnson's
loyalty was subordinate to if not entirely
dependent upon his intense hatred ol tho
slave-holding oligarchy. Ho was a poor
white, had been a journeyman tailor, and
notwithstanding tho distinguished public
positions ho had held, ho could not break
through tho closo barrier nnd was treated
socially with contempt by this proud aris
tocracy. When they plunged into rebellion
ho saw his opportunity. Ho believed in tho
powei of government, nnd thought that tho
timo had come when lie could defeat his en
emies, confiscate their property, liumiliato
their pride, and possibly destroy them. Tho
absorbing ambition and passion of his lifo
had been to be received and treated ns ono
of them by tho oligarchy. Having failed in
this, and suffered indignity in tho effort, ho
became ono of tho most vindicative inon.
He saw them defeated in their rebellion and
impoverished and now ho wanted to kill
them.
Willie ho wns devising moans to over
come Gen. Grnut's resistanco to this inst
purpose, tho leaders of tho old feudalism
called upon him. They admitted their for
inor treatment of him and justified it. Tlioy
said that in all nges and countries where
casto existed conditions were always possi
bio which promoted men who had achieved
success from the lower into tho nobler or
der. As president of the United States ho
beenme, regardless of birth orancestry, not
only a member of their order, but its lead
er. Johnson wns wild with delight; ambi
tion and pride wore both satislied. IIo be
came as anxious tosustain and perpetuato
In some form a system which had given the
highest social am1 political distinction to a
few families as ho had been to destroy it.
Grant did not havo long to wait for tho
formulation of his plan. Tho president
sent for him and said the radical measures
of congress were revolutionary and would
destroy the country. The war was over
nnd the republic wanted peace, and that
was possible only by a union pf all sec
tions. Tho provisional governments pro
vided for the seceded states were temporary
expedients without constitutional author
ity, and tho states had all tho
rights and should possess all tho pow
ers they had before the war. Ho hud per
fected a schema to accomplish this result,
and with Gen. Grant's assistance its suc
cess wus assured. Ho would by proclama
tion direct the rebel stntos tosend to Wash
ington their lull ouota of senators and rer
rcKentiltivrs. He had assnraurea from
enough membors Irom tho North, who
united with them, would make a quorum of
one house, at Nitut, it not both. The con.
grchs thus formed, h would recognli and
install at the capital. If the other north
ern members did not chose to join they
would be a powerless rump meeting in some
hall. To the general nuggestiou that thii
would start the civil war ufresh, the preel.

"They who do it will be the rebeli, but If

He appeals to Oraut to ataud by him in
the crisis nnd they would be the savior of
the republic.
After endeavoring (or a long time In vain

him that he would drive the congress so
constituted out ol the capital at the point

ing to senators and representatives from
the loyal states and protect them. It nec
essary, lie would nppeal to the country and
the nrmy ho had recently mustered out ot
the service.
Johnson asked it ho did not recognize the
powers vested in the president by the con
stitution, and it ho would refuse to obey
the commander-in-chief. Gen. Grant said
tlint under such circum tances he moBt cer
tainly would. Shortly afterward the pres
ident sent for Gen. Grnnt and said to him
that the relations of our government with
Mexico were very delicnte, and ho wished
him to go to the City of Mexico nt once on
a very important mission. The general
knew tills was to cet him out ol the way
Riid put it in the power ol the president to
call as his successor to Washington some
oilicer by whom he could accomplish his
schemes.
Grant replied that it the appointment
wns a diplomatic one, he declined it. If it
was a military, lie refused to obey, because
the general ot tho army could not bo or
dered to a foreign country with which wo
are at peace.
The interview was a stormy one, but tho
subject was dropped. One day the general
wns sent west on a tour of inspection, lie
know that Gen. Sherman was to be his suc
cessor and in him he had absolute contl
dence. Tho outspoken loyalty of that
great soldier provontod tho project ever be
ing renewed.
It is at this date needless to speculate
upon what might have happened had Gen.
Grant actively assisted orpnsively obeyed
tho president. No ono doubts the courage
nnd obstinacy of Andrew Johnson, and
only a man of equnl firmness nnd determi
nation could havo prevented a most calam
itous strife at a most critical period ot tho
reconstruction of tho republic.

mation from Germany shows that Minis
ter Pendleton has much graver causo for
endeavoring to como to an understanding
with the German government ns to con
struction given to tho Ilancroft treaty than
is apparent from the brief dispatch which
announced tlint negotiations hnd begun.
It appears that Itismarck has again given
evidence of his increasing hatted ot tho
United States by interpreting tho Hancrolt
treaty in tho severest manner against all
German-Americans. Those who know most
about tho subject sny that if lie could liavu
his own wuy, and dared to enter upon such
a course, the oppressive edict which
is now enforced against the Poles
in tho northwestern province of
Gcrmnny would find a parallol in the re
strictive measures which would bo adopted
against Germnn-Americnns in tho mother
country who have never rendered military
sorvico there. It is stated that German-
Americans of this class in Germany havo
been notified that hereafter tlioir residence
must bo limited to a fow weeks or months,
and it tlioy in any particular, during ovei
tins snort period, become, irouuiesonis
they will bo subject to reeeivo notice atany
time to leave the country. It is claimed
that tho attitude which the German go
eminent lias taken is in direct violation ot
the spirit, if not of the lottcr. of the Ilan
croft treaty. It is undoubtedly this con
struction which Minister Pendleton U en
denvoring to secure modified.
An Excursion Ends in Riot.
A crod ot H0,U00 people, among whem
was a large number of roughs, gathered on
tho wharf ut Pittsburg to join uu excursion
to Davis island dam, where Capt. Paul
Hoynton was to give an exhibition. Tho of
leers ol the steamer were ovorpowered, and
their boat loudud to the water's edge. On
this account t.-ey were unable to muke the
trip, and auuounccd that the exhibition
would be giveu balort the wharf.
This IihI to a riot, during which the
roughs with axes and other implements
almost cut up the excursion burgea Edna
and Alice, and compelled the oltutm to
jump into tile river to save their lives, be
cuuse they would not refund the money
taken for tickets. A large force of police
men were ordered to the wharf, but order
was not restored for a loug time. Tb
