Smith, of Sherman, bas introduced a bill for "an act to regulate railway traffic between Celilo aud Tbe Dalles." .The bill provides that, "whenever any person or persons, company or corporation shall grade and furnish with ties, without cost to tbe railroad company, a switch, siding or incline from tbe line of the O.
