WAsniXGTOy, D. C. Oct 3, 1887.
"Perhaps I could . not better begin
this letter tlian by giving a brief de
scription of the elegantly appointed
and equipped train that is bearing the
Presidential party on their great West
ern and SouUiern tour, about which so
much has been said and written. The
train consists of throe pullman cars,
connected in such a way that one can
walk from one end to the other with
out opening a door or; being exposed
to the weather, or other discomfort,"
and the coaches are richly and fashion- "
ably furnished and upholstered, among
the articles being a beautiful bed room,
center-table, inlaid writing desk, sofas, .
rocking chairs, barber chairs, and
several large '..mirrors, itksajr Aothing,-of
a bathroom and smoking compartment,
and to cap the climax, the cars are
heated by steam from the locomotive
and furnished with electric lights from
the same source. Washington has
certainly never before seen such a
splendidly outfitted train. Geo. M.
Pullman gave his personal attention to
the details, and the outlay is said to
represent a capital ot 8200,000, and it
is further stated that the President
will be at an expense of 10,000 for
the trip. The party consisted-ot. the
President and Mrs. ClevelpJad, Private
Secretary Laniont, two or three per
sonal friends of Mr. Cleveland, and
three representatives of the press. A
great crowd assembled at the Balti
more and Potomac depot to see the dis
tinguished travelers depart, Secretaries
Bayard, Endicot and Whitney being
of the number. The floral favors to .
Mrs. Cleveland were lavish and rarely
beautiful.
An important act of the President
before leaving was the appointment of
Secretary Bayard and Messrs. W. L.
Putman. of Maine, and Jas. B. Angoll
of Michigan, to act as Commission in
. ? 1" i - -
tne aujustmeni; oi me question oi-uie
fisheries troubles with our , northern
neighbors. All of these gentlemen
have had sufficient diplomatic training
in positions of public trust to warrant
the belief, that if a satisfactory settle
ment of the international controversy
is possible, the country may confidently
expect such a result at their Lands, a
consummation devoutlv to be wished.
At the last Cabinet meeting tho . ?
financial situation was exhaustively
discussed, with the purpose to provide
against a possible recurrence of the re
cent stringency in the w commercial
world, and a decided difference of opin
ion was developed regarding the au
thority of the Secretary of the Treas
ury to purchase bonds not required for
the sinking fund the result Ijeing that
it was determined to refer the matter
to the decision cf he Attorney Gen
eral, in case there should apparently
arise the nece&sity of such action on
the part of the Secretary, to relieve
the money market.
It appears that the monetary alarm
was more a matter oi imagination than
reality, generally speaking, for the very
simple reason that the volume of cur
rency was increased seventy five million
dollars last year, M'hich goes to show
that the business int3rests of the coun-
try are in a ueaitny conaiuon.
. - i i . i
It is calculated at the Treasury that
the Government has saved in interest
by the payment of bonds under the
circular of last month the handsome
sum of S3.200.00Q not to mention
the probably immense financial losses
it prevented individuals from suffering.
The Naval Board has concluded to
construct at Norfolk the 0,000 ton bat
tleship, authorized by the act of Con
gress, at a cost of 2,37C,000, which is
8125,000 less than the appropriation
provides. It will take about eighteen
months to finish the work on this
great monster of the deep.
The organization of department
clerks into State Associations, of
which there are several, has been the
occasion of one of the most sensational
episode of the present Administration.
These organizations partake of a polit
ical as well as a social character the
real object being to protect the mem
bers in their official positions. On be
ing invited to address the Illinois
Democratic Association, Ciril Service
Commissioner Oberly not only declined
to accept the compliment, but wrote
the "Suckers" a long letter, informing
them that the existence of their Associ
ation is a violation of the civil service
act, and admonishing the members that
for such infraction they are liable to
the penalti!s of the law.
At his death, the late Samuel Ens-
worth left an endowment fund of over
1 50,000 to build and maiutain a med
ical college and hospital, to bo called
I the Eiisworlh Medical college and Hos
pital, at St. Joseph, Mo. The grounds
Lave already been purc-ha-sod for a hos
pital. It will be erected and opened
this winter; The hospital will have a
capacity for 100 patients, and will b
erected at a cost of $60,000.
