The Plaindcalcr editor turned pale when Mr.
Geo. Haynes last Friday drew a "howitzer" to
defend The Review editor. The trouble
has been amicably settled however.

day morning, came near going "where the

District Conference for the Oregon District
Columbia Annual Conference M. 10. Church
South, will beheld at Myrtle Creek, commenc
ing June gth, 18S7, continuing over the fol
lowing Sabbath and probably longer. The
3d Quarterly Conference for the Roseburg
circuit will be held in connection with District
Conference. Let every Uxly come prepared
to remain through the entire meeting. Those

Sunday school and to mutual aid among

lish the following article which I haye clipped
from the Lake County Examiner at my "ex
pense for I consider that a great injustice hai
been done to Mr. Carter throunh false nubli-
cations that were made by our leading papers
before the facts in the caW were ascertained
and I wish his many friends in Douglas
county and elsewhere to know the truth of
the matter.

Sometime since, Mr. J. W. Carter of this
place, who has been for the last year a stage
driver for Wm. Carll on the western route,
was arrested on complaint of one Mrs. Hague,
charging him with rape, committed upon her,
on the road between Ely and Lakeview. The
only evidence adduced against him at the ex
amination was that of the complaining wit
ness. In his on behalf, he submitted a
complete and full denial of all her statements.
The evidence of many other parties called on
behalf of the defense was strong and corobo
rated in a circumstantial way the testimony
of the defendant, showing almost conclusively
to a disinterested hearer that the crime could
scarcely have been committed as charged.
The violent and unmanly act was commuted
in a sleigh, by a man of ordinary strength,
and upon a person of a robust, agile, married
woman; and, one might add, ol very pleasing
address, at least she appeared so to us as we
heard her unblushingly tell the story of ber
alleged wrongs before a hundred jersons,
naming the crime aduliry. Does any man be
lieve that a virtuous woman could tell the
tale she did with such stolid indifference to
modesty? Docs any man who heard her
story believe it to be anything but a black
mailing fiction? in fact, docs any one who
heard the facts as she stated them believe in
the probability of such a thing being physic
ally possible? Now the finale is her depart
ure to places unknown. She was not required
to give bonds for appcarence before the grand
jury, though Carter's attorney asked it, and
hence this "daughter of Eve of virtue bereft"
has wrapped herself tip and stolen away lo
green pastures. Yet, this matter got into
the newspapers and was scattered broadcast
leading the public to believe Mr. Carter a
villian. He has borne a good reputation as
to morality, sobriety and virtue, is respected
by' the better class of our citizens, and since
his coming among us has so demeaned him
self as to gain the respect of this community.
IIis here in his usual avocation awaiting his
vindication, and where is the helpless and un
willing adulteress? These questions aiise in
the minds of justice loving citizens, and they
ask for a solution. ; Was it to sustain the maj
esty of the law that compelled her to cause
th arrest ol Carter? She failed to distinguish
the difference bctweecn rape and adultery.
Vjs it her intention to elevate the morals of
thj community by coming into court with her
nn-jnly detail and edifying the male community
by, her rehearsal of the "naughty affair?'' Was
it .jnything other than a shameful attempt at
black mail upon a person of unsullied 'reputa
tion heretofore? It is high lime that the peo
ple ol this vicinity learn to distinguish between

The railroad commission, which has been
in session since last Monday, occupied its
lime only in the transaction of routine
business, and in mapping out plans for
future work. The following rules respecting
the verifications of petitions and answers and
the service and form of notice were adopted:
Rule 1. All petitions to the board and an
swers thereto by parties complained of shall
be verified in the same manner as petitions
and complaints in the courts in the state are
required to be verified by the civil code of
Oregon.
Rule 2. Notice of the filing of a petition
making complaint against any corporation
shall issue under the seal of the board and
shall be served ten days before the party com
plained of shall be required to answer. Such
notice shall be served by the clerk of the '
board sending to the party complained of a
copy of the notice, together with Ik copy ol the
complaint enclosed in a letter, directed to the
party to be served at his address or postofnee
where he resides or usually receives bis mail,
the said letter to be registered and sent
through the United States mail; service lobe
deemed complete after the mailinc ol such
letter, when the usual time has elapsed for
the conveyance of the United States mail
trom the place where such letter was mailed
to its destination. Th clerk shall make his
return of service on the original notice, and
hie the same in the ejffice of the board. Ser
vice of said notice may be made upon a cor
poration by serving the' same on any officer or
person connected . therewith, upon whom
summons in an action at law can be made un
der the civil code in like cases. Said notice
shall be in the following form:

Interstate Law, The Interstate Com
merce Laws seem to have had a benificial ef
fect on the liquor dealers of California, increas
ing their spring sales over one half. Mr.

said they generally sold about twenty car
loads on their spring trip, but this spring have
shipped over fifty car loads, and still have or

The grand trunk railway, the O. &. C R. R.
runs north and south through the county pass
ing this city, furnishing ample facilities for ;
travel and transportation for all the products of
the soil and lumber that may be manufactured
to all parts of the country.
Now when wc get a railway to Coos bay on
the we -t and to connect with one ol the main
lines ol railroads from the East as we shall
have at no distant day. Roseburg will be
come one of the most thriving towns on the
coast and our county will not be behind in the
race for wealth and general prosperity.
Then when we take intp consideartion a
climate the most equable and salubrious of any
county in the United States, the advantages
of Roseburg as a home, permanent or tempo
ary, cannot be excelled anywhere.

journey to Crater lake last summer, proposes
to explore the caves ol Josephine county as

caves are situate about thirty two or thirty
three miles southwest of Grants Tass, and
thus far have been ineffectively explored
