there is no means 01 reua uui i
senaration from the Union. A French
writer who has been recently traveling
in this country asserts in a generation
mora the United States must inevita-

thinks it doubtful if the American
people would consent to another warj
while a successful secession in the ex
treme West might and probably would
be followed by tho creation of a great
central empire in the Mississippi val
ley. Of course all this i3 lrighly specula
tive and imaginary. The next gener
ation, nor. twenty generations hence,
will witness the dissolution of the
republic. And those who think the
people of this country will not fight
again; if the occasion requires it, to
Dreserve the Union, have conned the
lesson of experience to but little pur
pose. Still centralization is a men
acing evil. The tendency should bn
curbed. The real power of a republic
lie3 in the people, and there it ought
to rest. No democrat can look with
indifference upon the undue develop
ment of Federal authority. Judge?
Thurman speaks the universal senti
ment of 1m party when he points out
the diingers of that insidious doctrine.
While we are not concerned a,bout the
dangers of disunion, we are concerned
aiout the dangers of , centralization
which the republican party has ho
persistently encouraged.
The Drain Echo ought to know
that "we fostered that railroad project
for years past." What is it we have
not done 1 Bro. Buick tells you plain
ly that this, with many other enter
prises have been advocated in tb.8 Plain
dealer for years. N?w we are surprised
at the Echo we hear from the Calapooia
hills, bewailing our indifference to this
important undertaking. Sincerely wo
do now say for the first time in our
existence that we do favor the road
from Drain to Scottsburg. However
we never were opposed to it but we
never heard of it until recently. We
should like a railroad to C003 Bay, yet
this. Drain road it seeni3 to us is neces
aary any way as a "feeder" if nothing
more. No gentlemen, withhold your
wrath for our direliction, save your
dynamite to blast the bluffs on the
Drain it Scottsburg railroad. Sic

THE PEACEFUL SOVTJl.
The Louisville Democrat presents
these thoughts for the reflection of our
republican friends who predicted all
kinds of bad thing3 in case the democ
racy gained power once more in this
country: "The attitude of the solid
south since the advent of the democratic
. administration of federal affairs can
not fail to strike every reflecting mind
in the horthern and western states with
satisfaction and admiration. Those
who were apprehensive that the advent
of the democratic party to power would
be, as predicted and alleged by repub
lican editors, orators and statesmen, the
pretext or occasion of turbulent con
duct throughout the solid south, must
look on the peaceful and industrial
flow of events in that section as some
thing marvelous as well as something
grand and glorious to behold. At the
same time ono can not help animad
verting upon the wickedly false prophe.
cies of the aforesaid republican leaders.
It can not simply be said that they
were mistaken. The contrast between
what ensued naturally, and that which
they predicted, is too great for them
y have had any basis at all for their
predictions."
Jcdge Deady has made a failure in
sustaining his criticism upon Gov. Pen
noyer's message. The papers have
proven beyond a question that Deady
has been very inconsistent, while the
Go v.. has been consistent. That refer
ence by Judge Deady at the Unitarian

to Pennoyer, was not in very good
tasto for a man of Deady's pretended
esudition.

Judge Gresham, who was so prompt

tho presidency when he rendered his
decision in the case of the Wabash ie

in that direction. This is good for the
Judge. It is a great reflection upon
the rest of the judiciary when one hon
est decision is made the platform for a
man to stand upon in running for the
presidency. It is an unjust reflection,
and is so broad as almost to cast a shad
ow upon Judge Guesham himself.
Hon. James G. Blaise will speak
in Detroit February 22, on the occa
sion of the celebration of Washington's
birthday by the Detroit Republican
club. The statement that Mr. Blaine
will make a European trip is denied.
He will, however, make an extended
western trip. It is not improbable
that he will tisit Oregon. The appear
ance of President Cleveland and Blaine
on this coast next summer seems to be
on the programme.
Govekxob Pexxoyer will have his
hands full if he succeeds in breaking up
the swamp land ring of this Btate.
This ring has been most active in the
state in villifying and slandering all
whom it could not control in its inter
ests, and there seems now to be some
hope that it will be brought to the barof
justice and fully exposed to an out raged
people.
By our dispatches to-day yon will
seo that. Mr. Blaine is pushiDg his can
didacy. The democrats of these Uni
ted States, joined by many republicans
said we do not. want Mr. Blaine for
President, and they will eay it louder
next time, even in tones not to be mis
understood.

The writer wished not so much to "prepare"

relative to other matters passed at the same
time - b"1 no ofter was made to prepare that

subject of speculation on part of the gentleman
whom this proposition was addressed, and
J5is fellow clerks, whether he was assumed to
be a knave or a fool. It is to be regretted
that he will not permit the publication of the

THE CHANTS PASS CHARTER.
The contest over the Grants Pass chartc
is making a deal of confusion among th
members, and the division is not somuch upon
the facts as upon the personal good will either
for Riddle, on the one hand, or Miller on the
other. The proposed charter gives the city
counc" the authority "to supp.y me innam
tants with pure water for domestic purposes.

for tWs puiposc may exteni its worksand own

The council is also nven authority to
" J
mae Jaws for the cncourae:ilcn. of manu!ac
tories, and for this purpose may txempt them
from municial taxation."
Those who oppose the charier claim thai
the privilijje of creating a bonded indebtedness
for water-w.irks is simply a means by which
Miller proposes to supply wattr power to Ins
mill at the expense ot others, and that the
further provision is a means by which he pro-
poses to escape tho payment of.I.'cal taxer.
They claim further that the re.v.i ;n of a city
government, wi'.h city taxation, will amount,
practically to confiscation of their property
On the other hand Ivlii'.ir claims lhat their
taxes will be trifling, and that they are lightii g
this charter because t'.iey havs a rchceii t build
private waterworks. From ?hst I can learn
I behevc that if the bill passes it will be with
the clause giving the council outorlty te issue
