Washington, Oct. 1886.
. The past week, while full of minor
political and social events has been dis
tinguished by nothing momentous or
sensational The President and his
Cabinet, with the exception of the
Secretary of State and the Secretary
of the Treasury, are now in Washing
ton. It is understood that Mr. Man
ning will resume charge of the Treas
ury portfolio early next week. Never
before has this great department been
managed with such economy and sys
tematic efficiency as under its present
head. The financial policy of the ad
ministration has met the approval of
all political parties, and last month
the National debt was cut down
11,000,000. Intelligence from all
souiccs indicates a general revival of
business and the gloomy predictions
of 'Sherman, Blair and other Republi
can Wiggins, that Democratic success
would mean National bankruptcy are
now derided by their recent dupes.
The indications are very clear that
before the two and half remaining
years term of the present administra
tion are concluded, the afore-mcntioned
Wiggins will be brought to further
confusion. Much has been done to
simplify the complicated and ponder
ous Civil Service establishment which
the Democrats came into after twenty
five years of Republican mismanage
ment and debauchery, but there is
time to accomplish much more. Mr.
Benedict's first move was to discharge
over three hundred employes and
nobody in Washington is surprised to
learn that, paradoxical as it may seem,
more and better work is accomplished
with the reduced force. The condi
tion in which Mr. Benedict found the
Government Printing Office proves
conclusively that the change was not
made too soon. People who had any
chance to observe the inner workings
of this great establishment, have long
known that the reputation for efficien
cy obtained by Public Printing Rounds
was a myth created by the little mu
tual admiration society he had col
lected about himself. The fact that
.when he stepped out he was spend
ing eaeh'day about twice as many dol-
lars as Congress had appropriated to
run the office leaves nothing further
to be said. -
I The Mass. Civil Service Reform As
sociation has written to the President
asking for a list of all those appointed
to positions in all the departments
under the Civil Service law, erabrac
ing the state each appointee hails from
and their politics, together with ages
' and general character. Upwards of
thirty clerks have been employed for
some days in completing the list which
will contain about 4S0 pages of legal
cap. No one except the President
knows what is wanted with the list
A member of the Cabinet said to-day
that he supposed the Association de
sired to know how the Civil Service
law is respected, and "if it does not
suit the ideas of the aesthetic reform
ers I will not be surprised to hear
that the association has issued a proc
lamation to the President directing
him to remedy what they think are
evils." It has cost the Government
clerk hire about 650 to prepare the
list. I
In the Post office Department,
which, includes by far the largest num
ber of unclassed employes, the offices
. appear to be about equally divided be
tween Republicans and Democrats.
In the Department of Justice some
sixty per cent of the unclassified em
ployes are Democrats while in all the
other Departments the proportion of
Democrats is something less than half
tr-in one case not more than ten per
cent ' , .
The fiction that Senator Sherman
and other Republican orators are pro
claiming from the stump that the pres
ent administration is hostile to the Un
ion Vetefans can be easily refuted by
figures in the Pension office. The
statement that the "confederate de
ment is beginning to dominate the Pen
sion Bureau" is a lie out of whole cloth,
There are employed at present in the
Pension Bureau 330 clerks from the
Southern States. Of this number 27S
are shown by the official records to
have been appointed by the previous
administrations and only 52 by Ueq
Black, lhese oz clerks were ap
pointed after examination by the Cm;
feer vice Commission, and as the ace
limit forty five years is still in, force,
but very few of the number could pos
sibly have seen service in the Confed'
" ei-ate armv. As a matter of fact, but
five of them were ex-Confederates,
while. sixteen ex-Confederates were ap
pointed by former administrations.
The-reccnt appointees from the South
are vounz and energetic man of the
new generation that has sprung up in
that section since the war. lho rec
ords'of the office further show that
more pensions have been allowed un
der Gen. Black's administration than
any previous one in the Pension Office
and notwithstanding the charge made
that Gen. Black has been turninz out
ex-Union soldiers it is a fact that there
are now on the rolls of the Pension
Bureau more ex-Union soldier? than
under any previous administration.
Of course a few ex-Union soldiers have
been dismissed and for veiy good re
sons other than political, lo the va
cancies thus made other ex-Union sol
diers have been appointed.
