But it may be asked, what ought a
newspaper to be, and what can it be?
It should, to begin with, be a history,
of yesterday, neatry and justly told.
It should, to end with, be a chronicle
of the life and thought, and, as far as
may" be a reflection of the temper and
tone of the people done with absolute
fidelity. The newspaper which achieves
those purposes will be the greatest of
pratical success just as those newspa
per which hare approached them
nearest hav been the greatest pratical
success.
At the bottom of this scheme Ue
three cardinal principles. They are:
'Disinterestedness.
Cleanliness.
Capacity.
Theideal editor need not be, nay,
he mu st not be, a neftral or a "free
lance." j Often the worst kind of ser-
villity and corruption are found mas
querading under the pretense, and
sometimes the actual belief, of "Inde

; Jicve in something, and who has not
someVnethod in his believing; and to
say of ajan that he ia not a partisan

a skeptic. The ideal editor may be as
partisan as ne pleases. But he ; must
be disinterested; that is to say, he must
be what he claims to be, and must
seek to represent the truth a3 lie sees
- it for truth's sake, and not for the sake
of an office or a job. He must deal
frankly and fairly by the public.
The fact that the first year of the Dem
ocratic Administration has saved, bv
its practical economies, thirty millions
of dollars to the people and has reduced
the public debt by eighty-eight millions
and has taken from the people the bur
den of seven millions of interest, does
not coincide with the Republican pre
diction in the last national campaign,
that the country would be ruined un
dcr Democratic rule. The people of
the United States can stand a great
deal of at kind of rale. : They much
prefer i lo the wasteful extravagance
that characterized Republican ascend
ency.

tain that by thlstof November there
will be available in the Treasury $100,
oi surplus, wmcn can fce a.-
plied to tho extinction of that much of
the interest-bearing debt At least
half of this amount will have been
called in before the Congressional cam
paign, now in progress, is over, so that
the Republicans cannot accuse the Ad
ministration of not respecting the spir
it of the Morrison "Surplus" bill out of
which the Republicans thought to ex
tract so much political capital. Taking
ail tnese things together, it does begin
to look as if Republican appbs were all
turning to ashes. The Democratic Ad
ministration has proved a splendid
success, and Republican predictions
have all been , turned into funeral

Henry H. Faxon, the Quincy tern
porance apostle, has issued a long ad
dress to the people of Massachusetts,
in which he savs: "President . Cleve
land is deserving of the thanks of ev
ery honest soldier and civillian for
vetoing the fraudulent pension bills
which were smuggled into Congress
by political manipulators only to make
their own positions more secure. If
he had been elected as a Republican,
that party would have lauded him to
the skies for the independence dis
played in his vetoes of measures to
plunder the Treasury plannod by poli
ticians who now vie with each other in
showing their sympathy with the poor
soldier."

that are contiuually making the rounds
of the country press has come up again
this week. It is worth reprinting: You
will probably find some things in your
home paper that you cannot endorse.
Even the bible hits some ' hard lickd.
If you were to stop your paper and
call the editor all sorts of ugly names,
the paper would still be published.
And, what is more, you will sneak
around and borrow a copy of your
neighbor." - : v :
Montaxa will send fully 250,000
head of cattle to market this season,
and we should not be surprised if the
aggregate reached 275,000 head.
From 75 to 100 cars are loaded every
day, and it will go on - till December.

Ben Simpson formerly of Oregon,
now Postal Inspector at Atlanta, Geor
gia, recently successfully "hred a Re
publican postmaster who refused to
turn over his office to a Democrat that
had been appointed to the place. This
is queer work for- Ben, ., but hi . old
friends must remember - that tho sly
old coon can change his politics quick
1 er than the administration can change.
Mrs. Clara Foxtz, the lady lawyer
who lives in San Francisco, and who
has been a life-long Republican, has
for-sworn all allegiance to that party
and will stump that state in the inter
est of the Democratic ticket It will
bo remembered that she lectured in
this city a few years since.
Gen, Lucius FairchUd, Commander-
in-chief of the G. A. R.. has been at
Charleston making inquiries as to the
earthquake disaster, with the supposed
object of appealing to the Grand Army
to send assistance to the sufferers. It
will take $1,000,000 to fit up the
houses of people who are unable to
make repairs themselves.
The labor party of San Francisco
want Southwortb, of California, for
president, and Powderly, of Pennsyl
vania, for vice-president.
Senator Sherman opened the cam
naisra in Ohio at Portsmouth on the
, 23th of September.

Chief Parr ish Say he will Close thtn all

Chief Pariish of Portland according to
the Oiegonian's account shuts up the
gambling business. We sav good for
Parrish, ni9y his influence bef el t to the
remotest corner of Oregon.
Shortly after midnight last night
Chief of Police Pariish ordered several
of bis officers to make a raid on the
gambling houses. The chief himself
invaded a Chinese cellar at the corner
of Second and Washington, : and cap
tured James Bachelder and Ah Goe,
who put up 25 each as bail. Police
man Cunningham found a game of pok
er in the rear of the Crystal : Palace
saloon and arrested the dealer, who
gave the name of John Jones and put
up $25 as baiL At the Occidental ho
tel policeman Young discovered another
poker game, and arrested Charley Tay
lor and Charles Andrews, dealers, who
put up $25 each. At Frenchy's pkee
on First street, policeman Nash found
a faro game and arrested the proprie
tor, Ike Gratton who put up $50 bail,
and Ham English, Tom Williams
Tobe .and Hughey each of whom put
up 25. At the corner of First and Al
der, policeman Holsapple invaded
Emit Weber's game and arrested Web
er who put up $50 bail, and Billy Aus-
tia and Butch Barret, dealers, who
put up $25 each. It looks as if the
gambling houses were to be shut up
again in dead earnest. The chief say&
he means business, and he has certain
ly started in m a business-like way,
Police Judge Dement was roused out
of bed to attend to this business, and
Capt. Andrus had his hands fall for a
time registering the names of prisoners.

bad omen for the republicans. It
will be remembered that the whita

land's lords and , ladies were on the
side of the white rose. Nothing can
defeat Bob, the democratic Eddler
unless his father who plays on the
accordeon. should enter the field for

M.u. John Esten Cooke, the South
ern author, died a few davs since at
ms residence in viatic : wuunv, .,
aged 56 years. During a part of the
war he wason the staff of Gen. "Stone
wall" Jackson and Gen. R. E. Lee.
He was the author of several novels,
most of them founded upon scenes
and incidents in the early history of
Virginia, the best ones being the "Vir
ginia Comedians" and "Henry St.
John." He also wrote the lives of
Gen. Lee and Gen. "Stonewall" Jack
son, and the history of Virginia in the
American Commonwealth series?.
Gen. Miles makes a statement in
general terms to the. effect-that, the
Apaches were entirely subjugated, bat
fails to give what the country is anx
ious to hear, namely, the precise facts
as to Geronimo's surrender. There is
a singular mystery about this matter,
which Gen. Miles would do himself
credit by clearing up. Ex.
It becomes reasonably clear that the
first reports about Mr. Sedgwick's per
formances at the Jockey Uuib banquet
were greatly exaggerated, .but there
