do not like it at all, becauso it is un
sound, and quibbling. Here is the
plank. -
- Heaohed, That while we have no
purpose to interfere with just laws for
the regulation of traffic in intoxicating
liquors! and for the prevention or cor
rection of the evil to society growing
out of abuses in t
heir sale, we declare
that it is not the
legitimate province
of the government to control the hab
its, tastes, . appetites and liberties of
the people, so long as they are orderly
and peaceable, and do not encroach
vpon the rights of others or of soci
ety. We therefore declare that the
prohibition, by the constitution or by
the general laws, of the manufacture
or sale of vinous, malt . or spirituous
liquors would be in violation of indi
vidua! and personal rights, and con
trary to fundamental principles of free
government.'1
"Habits, tastes, and appetites are
not always liberties, therefore these
"habits, tastes, and appetites, should
not be classed with "liberties." And
moreover notice this qualifying clause,
"and do not encroach upon the rights
of others or of society." Now this is
exactly what this thing does. This is
the reason why we arc opposed to the
traffic in liquors, because it 'does "en
croach" in a thousand ways upon soci
otyand the vightsof others. And to
Bay that it Is "contrary to fundaments
principles of free government," to leg
islate against anything that harasses a
people, ia simply absurd and reflects a
want of information, as to what cou
stitutes fundamental and free govern
ment. But Mr. Floed ought to know,
tht,the Democracy of Oregon and
many other 6tates, as well as the na
tional Democratic platform, contains
no such plank. There is not a Demo
cratic platform in the union, where the
Deniocracy(is in the ascendency, that
has embodied such a plank as above
quoted, but on the contrary, many
states have spoken just the opposite of
Illinois. ; The Democracy of Illinois,
is not our oracle by any means,
neither can wo : endorse all that
a capricious humanity might suggest
In answer to Mr. Blaine's speech the
New York Evening Post cites the fact
that a meeting of textile workers in
Philadelphia, held on the 29th of May
last, declared "that the present deplor
able condition of labor in the United
States, which in many instances bor
ders on serfdom and chattel slavery, is
ibe most positive ' evidence that the
system of protection now in vogue is
not productive of any benefit to labor,
but is the builder up of vast fortunes
on the one hand and increased poverty
and squallor among the working peo
ple on the other."

On the 1 7th day of August 1886 in
company with J. S. Pickett, J. B. Fui-
lerton, W. B. Pool, Edd. Bealman, T.
liller, J , A. Tiller and D. Dumont, I
started from Canyon villa and explored 1
the route for a wagon rood; to. Crater
lake. On my way up the South Umu-
river, and after selectintho most
feasiable route and passes, then on
ray return made a regular survey.
The said survey includes the entire
road to be built from the Jacksonville
and Ft. Klamath wagon road to the
terminus of the wagon road up the
Soutlf Umpqua river. Tlie totaj of
Wagon road ta be built is thirty-three
miles fifty-eight chains and sixty-nine
links, which will unite the two sys-
terns of eastern and western Oregon.
Of the above distance one mile eleven
chains and seventy-three links are
heavy rock grading, ten miles twenty
five chains and ninty-four links are
light grading,' leaving a, remainder of
twenty-two miles twenty one chains
and two links requiring no grading.
I estimate the cost of construction of
the above described road as follows:
Heavy grading as above 2,800
Light grading as above 8,400
Clearing road of logs, trees, etc. 1,300
Total 12,500
I am so confident that the above es
timate is reasonable that I would be
glad to take the contract of building
the road for that sum. I may remark
that when this thirty-three miles fifty
eight chains and ninty-four links is
made a road, not an other rod of road
is necessary to let us through to Cra
ter lake. The south end "of Crater
lake is in a due east course from Can
yonville. The distances from Canyon
ville are as follows: County road from
Canyonville to mouth of Elk creek
twenty-two miles, surveyed road thirty-
three miles fifty-eight chains and ninty-
four links to Rogue river. From
Rogue river to Crater Jake eighteen
miles, makes a total distance from Can
yonville to Crater lake of seventy-three
miles fifty-eight chains and sixty-nine
links The altitude of the prominent
points above the sea level arc as fol
lows: Canyonville, 793 fL crossing at
the forks of tho South Unipqua river
1000 ft. main divide between Umpqua
and Rogue rivers at the Ilulbcrt R. R.
gap 4545 ft., crossing of Rogue river
3380 ft., at the ri;n of Crater lake"
7000 ft. Some idea of tho commerce
of eastern Orogon may be gathered by
the fact, that in traveling on the Jack
sonville and Klamath lake road the
distance of 16 miles we met 20 loaded
wagons on theit way to Ft: Klamath
and Crater lake besides several packed
animals and horsemen. From the
above premises I am prepared to state
that either Riddle or Myrtle Creek de
pot is nearer Ft Klamath or Crater
lake than at any other point on the
line of the R. R. In conclusion I will
state that at no point on the proposed
road that it will be necessary to have a
steeper grade than the grade through
the big canyon in the southern part of
Douglas county Oregon all of which is
respectfully submitted,
