The following from the Jacksonville Times is certainly to the point, and har monizes with our views precisely: The Republicans organs and shnek er8 have all along been cbarging Presi dent Cleveland with inconsistency, say ing that he was removing Eepublican office-holders for offensive partisanism, while he permitted Democratic officials to commit the very same acts the others were - removed for. - Of couise there was no foundation for this, and for the purpose of emphasizing his views and intentions in this matter, he has just issued the following warning to his sub ordinates: EXECTUTIVE MaSSIOX, t Washington, D. G, July 14, SG. To Heads of Department in the Service of the General Gocernmnt: I deem this a proper time to especially warrwall subordinates in the several departments, and all office-holders un der the general government, against the use of their official positions in at- tempts to control political... movements in their localities Office-holdws are agents of the people, not their masters. Not only is their time and labor due to the government, but they should scrupulously avoid in their political action, as well as in the discbarge of their duty, offending by a display of obtrusive partisanship their neighbors w!io have relations with them. As public officials they should con stantly remember that their party friends from whom they have received preferment have not invested them with the power of arbitrarily managing po litical affairs. They have no right, as office-holders, to dictate the action of their party associates, or throttle free dom of action within party lines by methods and practices which prevert every useful and justifiable purpose of party organization. The influence of federal offices should not be felt in the manipulation of political primary meet ings and nominating conventions. The use of these officials of their positions to compas3 iheir selections as delegate8 to political conventions is indecent and unfair, and a proper regard for the pro prieties and requirements of political place will also prevent their assuming the active conduct of political cam paigng. A just disci imiuatiou in this regard between the things a citizen may prop erly do and the purposes Cor which a public office should not be used is easy, in the light of a correct appreciation of the relations between the people and those intrusted with official place, and consideration of fch necessity under our form of government of political action free trom official coercion. You are requested to communicate the substance of these views to those for whose guidance they are intended ' Gboveb Cleveland, VR011IBTT10 DID CAltJlV. from the Orcgonian we take the fol lowing extract which shows he sileut force against whiskey and saloons: 'It i3 now shown that upon the actual vote cast in Washington Terri tory in the late "local option" election there was an actual majority for pro hibition ot 488; and this, though no vote was taken in many of the rural precincts. In the towns there was a full vole, and in most of them large anti.prohibition majorities. It is ap parent that almost if not the entire anti-prohibition vote was polled, while it is certain that much of the prohibi tion vote was not, since in many of the rural districts no vote was taken. We cannot question the Walla Walla J our nal's conclusion that there is a large prohibition majority in the territory. The same very probably would also be found trHC in Oregon. But such a vote by no means nettles the liquor question. A voU to abolish the liquor traffic cannot be depended on to abol ish it, and the reason is plain. Doug las, Jackson, Linn and Marion counties may throw nearly a solid vote for pro hibition, yet their decree will not en force prohibition in Portland and Astoria,, nor even. in . their, own larger towns. It would be easy, no doubt, to carry prohibition on a general vote in Oregon as well as in, Washington; but this would not solve the problem. It is very likely, however, that Oregon will try it. Lai ge numbers of our earnest people believe in the efficacy of prohibitory laws, and they will not be argued out of their belief and its con sequent purpose. President Cleveland does not be lieva that measles affect the spinal col umn except in pension cases; or that the diarrhoea causes sore eyes: nor that suicides by drowning and mor phine poisoning were the result of in juries received in the service. No doubt was enter tained of Mr. Matliews' honesty or capacity. The color of his skin and his politics defeated him. Only last month another instance of the prejudice against the advancement of the colored people was shown in Vincennes, Ind., in the refusal of a number of young ladies to graduate from the public school, because a young colored girl who had passed the required examina tion aspired to tbe same honor. Now if this last had occured "down South," old John Sherman, Hoar and the "rest of 'em" would have wept oceans of tears for the persecuted graduate, but as lonjc as it occured north of Mason fc Dixon's line the Republican papers are as mum as they have been over the pension frauds.
