Watch the present president in his
every course, he is there to be criti
cised and judged.
So far, he has done well enough, not
brilliant but cautious. Without good
reason that we can see he has retained
in office Gen. Tolman as Surveyor Gen
eral, an enemy of Democracy. Also
Odcll as Post Master at Salem whose
bitter partizanship stinks rank to Hea
ven. He has retained the radical Mar
shal and also the U. S. Collecter at
Portland and has also appointed at
least three untainted Democrats to
basely remunerative positions. Per
haps he persues the old maxim, festive
lutego slow in order to make speed. We
shall continue to support him if he does
not retrograde and remove the Demo
crats he has appointed in order to ap
point some Mugwump or some Republi
can like Cant, Beecher, Collector at
rortownscnu. no may antagonize
him in the Democratic National Con
vention we know not. None in his
cabinet dare aspire if they choose, and if
they chose nobody would notice them
Out side of Lamar or Garland there is
no qood material. Manning is wise
enough but has no presidential character
Whitney is a brilliant entertainer but
nights of glitter and low neck beau
ties are not the days of voting. Pa
geantry is not at par in pure, simple
American society. We are free to say
that we would prefer a man from the
Pacific coast. J udge Field is preemi
nently qualified, but could he carry a
single state west of the Rocky moun
tains. Of the west we sigh when we
remember that the great Allen G.
Thurman if alive then will be 75 years
of age in November 1888. If Gov,
Hill of New York gathers around him
a part of the New York delegation then
Mr. Cleveland can rest. Hill is a man j
of high culture, a great lawyer, learned
in state lore and a Democrat of the
J acksonian type. Rut we repeat to
our readers, take some great, leading
Democratic paper published in New
York we suggest, but avoid Washing
ton city and Baltimore court, flashy,
gossipy trash. We shall give you our
opinion from time to time but read for
yourselves and make up your minds
for the best and we pray it may be for
the best of our country.
As a matter of fact B. Goldsmith has
proven himself an able organizer, and
perhaps no one in the state could bo se
lected who would reflect more ability
and good honest judgement as Chair
man of the State Central Committee
than he. The Democracy of Oregon
will suffer noTosswhjle in the hands
of such men. Let our motto still be,
now and forever, honesty, ability, ir
tegrity and sobriety are the chief ele
ments for men of position to rule this
great state and nation..

Having entered upon the seventh
month of the first session of the forty
ninth Congress, the lower House pro
poses to make an effort to crowd the
work through within the time con
sumed by the session ending July 15,
188 1. This prospect to the outside
observer, is not very promising; but
those supposed to direct the majority
of the upper and lower Houses, say
that it can and probably will be ac
complished. There is already talk of
introducing a resolution in the House
fixing July IGth. for adjournment,
with the expectation that the date will
not be set more than ten or twelve
days beyond that time.
The f president and his wife have
contemplated a tour of the northern
lakes with a select party, of friends in
a chartered steamer, during the sum
mer. It is probable that they will
ppend some time on the sea coast and
in the mountain regions after the ad
journment of Congress, and then go
to their old home in Bnffalo. Accord
ing to the programme they will leave
Buffalo some time in August and
make a trip which will include Lake
Erie," - Huron and Michigan making
stops at all points of interest The
programme may be varied or aban
doned, but it is under serious consider
ation at the White House and will
probably be carried out. Much will
depend upon the date of the adjourn
ment of Congress. If Congress does
not adjourn before August, the presi
dent will of course be detained in
Washington, and his summer outing,
as now proposed, will be abandoned.
It is said that the president and his
wife have never been farther west than
the city of Buffalo. Mr. Cleveland is
quite anxious to mako a tour to the
lakes, and if he docs so, the Chicago
Iroquois Club, to which he has a stand
ing invitation, will doubtless entertain
him

management displayed in the matter
of making contracts for post office
supplies during the eighteen months
past and consequently a great saving
to the government has been the result
During Judge Grashams terra as Post
master General, this business became
greatly mixed and certain contracts
were let which subsequently proved
not to have been entire business-like
transactions. ' Postmaster General Vi
las is giving special attention to this
class of work under him, and together
with third Assistant Postmaster Gen
eral Hazen, after much careful labor
now have binding contracts which,
while they will doubtless yield fair
profits to the contractors, will, at the
same time, "be of great advantage and
benefit to the public at large. Take
for instance the contract for stamped
envelopes just made by the Postmaster
General for the four coming years,
commencing July 1st. Before adver
tising for proposals for these envelopes
the Department had a great deal of
preparatory work to transact consist
ing chiefly of getting the most suita-
able paper for the various styles of
envelopes, changing the styles of the
ones, and other work of a similar na
ture. It is estimated that there will
bo ordered by the Department during
the coming year, 63,250,000 worth of
btampei envelopes. If it should pay
or them on the basis of the present
contract a disbursement of over 950,
000 over and above that sum weuld be
required. The result will therefore be
a saving of upward of a million of
dollars or about 25 per cent.
Take, again, the contract fer sup
plying the Department with postal
cards, stamps, tags, registered packages
and dead letter and official envelopes,
This contract was entered into' on the
30th of June last and i3 to run four
years. The first year is near enough
its close to enable a very correct idea
being formed as to how it has worked
so far and how it will work for the re
maining three years. By the last of
thi3 month it is estimated that the
books will show orders by the Depart
ment for supplies under the contract
refered to amounting to $1,932,253,589
and the amount paid for them will show
a decrease of about 25 per cent in the
outlay for postage stamps, about 12
per cent in postal cards, and 45 per
cent in other articles during the pre
vious fiscal year. Altogether the
Post office Department under the
supervision of Postmaster General
Vilas is making an excellent record
in purchasing its supplies.
The report that ex-Senator Davis of
West Virginia, might possibly be ap
pointed Secretary of the Treasury, has
caused much amusement during the
past week, for it is well known that
the President has no intention of ap
pointing a successor to Secretary Man
ning at least until the coming Octo
ber. It is probable, if the truth were
known, that the presence of Stephen
Elkins, son-ia-law of. Mr. Davis, and
Blaine's
lieutenant in the last cam-
paign, was the only drawback which
the President found in spending the
first of his married life at Deer Park.
It was really laughable to see with
what alacrity the fat witted Elkins
reached the latter place from New
1 ork in order to have Jus arrival an
nounced daring the President's sojourn
there. Mr. Elkins is by no means a
close mouted person and therefore,
though only arriving at Deer Park on
the morning of Mr. Cleveland's de
parture he managed to interview him
and parade his yiews of the President
in the press dispatches the following

now by a census friend "how many
souls are there in Portland!" We i re
ply that according to the Oregonian
since the state and East and West
Portland elections, souls are very
scarce in that locality.

The liquor dealer of Massachusetts
propose, it is said, to boycott all deal
ers who do not join their league. The
best rejoiner for such liquor dealers is
to boycott the business itself. j
The wealth of twenty-six senatoi-s is
given at 8162,000,000. It ws proba
bly these millions and not their merits
which elected them.
United States troops, guarding Gen.
Grant's tomb at Riverside park, will be
withdrawn J une 30th.
