STATE I'ZAirOBST.
The Democratic party of the state of
Oregon, iu convention assembled, adopt
the following resolutions:
1. Resolve, That we reaffirm the
time-honored maxim: "Equal and
exact justice to all men; special privi
lege to none.
2. That we heartily endorse Presi
dent Cleveland and his administration
in their efforts to purify the public
service, to restore the administration
of thej federal government to the prac
tice of honesty which existed before
the government was prostituted by the
Republican party to partisan uses,
personal ends and class legislation.
3. That we endorse the sentiments
and suggestions of President Cleveland
in his special message to congress favor
ing a system of arbitration of differ
ences betweon capital and labor, em
ployer and employe.
4. We favor a tariff for revenue,
limited to the necessities of the govern
ment, economically administered; but
as any tariff for levenue must of neces
sity afford some protection incidentally
we therefore favor such an adjustment
as to prevent unequal burden and en
courage the production of industries at
home, and to afford just compensation
to labor, but not to create or foster
monopolies. Therefore as a matter of
justice, the wool growing interests of
our country, should receive the same
benefit from a tariff as the manufact
urer of woolen goods; and wc condemn
the action of a Republican congress
in reducing the tariff on wool and in
increasing the tariff on woolen goods.
5. That we heartily endorse the
present administration in its effoits to
build up a navy efficient and able to
protect our sea coast and our commerce
and to maintain and defend our rights
wherever our flag floats, against any
and every assault; and we believe that
a reasonable portion of surplus reve
nues should be appropriated for the
construction and ornament of such na
val vessels and that all material needed
therefor and for the building up of our
merchant marino should be free from
all taxation, and su3h vessels should
be constructed, equipped and armed
at our own shipyards and shops and
by our own workmen..
6. Iu harmony with tho record of
the Democratic party in the state and
nation, we hereby pledge tho party and
its candidates to use all lawful means
looking towards the speedy termina
tion of existing treaty relations be
tween the United States and China,
and the lawful removal of all Chinese
coolies who may now be in the United
States.
7. We are in favor of liberal appropri
ations commensurate with their impor
tance for the bays, harbors and rivers
of Oregon, including tho mouth of the
Columbia, the opening of the upper
Columbia, the Willamette, Coquille,
TJmpqua and Siuslaw rivers; Coos,
Yaquina, Tillamook and Port Orford
Bays. .
8. That we urge upon our national
government the propriety of Betting

9. That the prodigality of the Re
puDiican party wnue in power, m
granting boundless tracts of the public
lands to corporations composed of po
litical managers and officeholders, un
der pretense of providing the country
with railroads and wagon roads, and in
upholding these grants in violation of
law in cases where the grantees did not
pretend to comply with the conditions
of the grant has justly merited the
outspoken rebuke of every American
citizen. While demanding for corpor
ations the observance of every contract
right, we hold that every such grant
became void and was absolutely for
feited in every case where the road
was not completed in the manner and
within the time prescribed by law, and
that such forfeiture should be declared
without further delay (saving in all
cases the rights of actual settlers;) and
the lands of the people thereby rescued
from the grasp of speculators should
be bestowed in small tracts to actual
sottlers under the laws now in force,
or such as mav be hereafter enacted:
and that the efforts of President Cleve
land and the officers under him to re
store to the people an amount of the
public domain equal in area to that of
the combined states of New York, New
Jersey, Pennsylvania, Delaware, Mary
land and Virginia, has won the grati
tude any confidence of the laboring
portion of our countrymen and especi
ally of the people cf the state of Ore
gon. 10. That we earnestly sympathize
with Gladstone, tho English premier
and Parnell, and with their compatriots
in their effoits to ameliorate the condi
tion of tho Irish people and wish them
God speed in securing home rule for Ire
land. 1 1. That we are in favor of the en
actment of state laws providing for the
appointment of a state board or arbi
tration, to the end that all differences
between laborand capital may be equi
tably adjusted, with due regard to both
laborer and employers..
12. That we are opposed to any un
just discrimination by transportation
companies within this state in favor
of or against any place or class of
persons, and are in favor of such legis
lation as will prevent such discrimina
tion and will establish just and reason
able freight rates within the state.
13. That we are opposed to the em
ployment of convict labor in competi
tion with free labor.
14. Tnat we favor the submission to
the voters of the state of Oregon of the
pending amendment to the constitution
of our state regulating the liquor
traffic. .
15. That we demand such free school
facilities in our midst as that the
children of the rich and poor alike may
have the opportunities of obtaining an
education commensurate with our ad
vancing civilization.
16. That we arraign the Republican
majorit! of the recent sessions of the
state legislature, regular and special,
for their manifold blunders in legisla
tion wherein a regard for the interests
of the people was lost in the fractional
contests of the Republican party; and
we denounce the Republican party in
this state for its extravagance and for
collecting large sums ot money from
the people by exorbitant taxation, and
expending the same tor unwise and
unnecssary purposes.
17. That we favor a riguf inves
tigation as to the manner in which the
swamp lands of this state have been
disposed of, and demand such action
as will restore to the people for actual
settlement such of these lands as are
unlawfully and fraudulently held.
18. That we favor a non-partisan
and independent commission, whose
duty it shall be to count the money
in the state treasury as often as may
be necessary to insure that it shall
remain in the lawful place of deposi
tory instead of being used for purpose
of private speculation.
19. That wc recommend that con.
gress make the necessary appropria
tion to open and build a road connect
ing the Oregon & California railroad
m Southern Oregon with the south
western border of the state.
20. Inasmuch as the duty impera
tively imposed by the constitution up
on tho legislature to make a reap
pointment after each census, has been
neglected by several successive legisla
tures to the great injustice and injury
of various counties of the state we dd
mand and insist that every Democratic
nominee for the legislature shall be
pledged to a new and just apportion
mcnt at the next session of the legisla.

VARIETIES.
The editor of the Leaven worth Times
has been sampling the whiskey sold in
that place, and fiads it is composed of
"alcohol, 25 per cent.; logwod, 25 per
cent; fusel oil, 25 per cent, and rain
water.-25 per cent" That is a fair
sample of the whiskey sold elsewhere
than in the prohibition states.
If Friday is an unlucky day, then
this year is doomed. It came in on
Friday, will go out on Friday, and
will have fifty-three Fridays. There
are four months in the year that have
five Fridays each; changes of the moon
will occur fire times on Friday; and
the longest and the shortest days of
the year each falls on Friday, which
may wind up this present dispensation,

satisfaction. The fact that there is to
be no opposition to these candidates
will go far toward establishing the salu
tary custom of keeping these important

will be the fruit, since, to insure the
prevalence of the custom, only un
exceptionable men will be presented.

Mr. Tennyson's peculiar anxiety ap
pears to be just now that Britons shall
"have their own." If John Bull mere
ly desires to hold his he is getting to
be modest in his old a"e. Heretofore
he has had no anxiety about "his own."
He was always sure he could hold that.
But his particular ambition was to crab
some one else's and he has never very
particular whose. The Egyptian's,
the Chinaman's, the Hindoo's the Zulu's
the Afghan's, anything and everything
from Lapland to Peru, was what he
wanted. But now that he only wants
his own, it would be " useful to know
what he calls his own. Does he under
stand that Ireland is his own?
The state of Oregon ought to pay
its governor at least 3000 a year and
furnish him a house to live in. It is
greatly to be regretted that its policy
is so niggardly that only rich or well-to
do men can afford to accept this impor
tant onice. Dozens of the best men in
the state, upon suggestion to them that
the people might wish to call for their
services in this important position, have
been accustomed to answer that they
"couldn't afford it." The state, by its
parsimonious policy, deprives itself of
the services of the greater number of
its fittest men. Theie ought to be an
amendment of the constitution to pro
vide for payment of a decent salary to
the governor of the state. Or.

of the king of all the Belgians. What

have after a while. If the crown does
not descend to her lineal heirs the
fault cannot be imputed to Victoria,
who may go down to history as the
